Greenwire E&E: Loan program that supports Calif. fishing industry wins sustainability award

A loan program dedicated to helping West Coast fisheries become more sustainable earned California’s top environmental honor.

The California Fisheries Fund received the Governor’s Environmental and Economic Leadership Award, which recognizes individuals, organizations and businesses for finding innovative ways to protect natural resources while also strengthening the economy.

“It fits perfectly into the kind of themes the governor has chosen to promote,” said Jim Marxen, a spokesman for the California Environmental Protection Agency, which handed out 17 awards last night. “Good environmental practices and a healthy economy must live together, and really this project is an epitome of that.”

The $4 million fund, which began in 2008 with support from the state and foundations, provides loans to fishermen, processors and distributors to finance upgrades that result in more sustainable practices.For example, fisherman Steve Fitz recently received a loan to purchase his uncle’s boat and continue the family tradition of using Scottish seine fishing gear, which herds ground fish into light nets that are far gentler on the surrounding habitat and reduces bycatch of other marine life.

“Money isn’t that readily available to borrow in our industry,” said Fitz, who works in Half Moon Bay. “Having access to the fisheries fund … allowed it to become a reality. Here I am, a new vessel owner.”

The fund, which is administered by the Environmental Defense Fund, has distributed $1.7 million to 11 recipients to date. Read More »

EDF Wins Governor’s Environmental and Economic Leadership Award for California Fisheries Fund

Environmental Defense Fund was awarded California’s highest environmental honor by Governor Jerry Brown at a ceremony last night for our creation of the California Fisheries Fund (CFF). The CFF, the first fisheries-specific loan fund in California and most comprehensive in the United States, provides capital to fishermen, fishing businesses and communities who are dedicated to safeguarding the environment, their fishery’s profitability and the greater oceans economy.

The award ceremony was hosted by California EPA in Sacramento, California. During his remarks, California EPA secretary Matthew Rodriguez said that the “entities that we’re recognizing tonight are really showing us the way forward. Their unique approach shows how, given a challenge, California businesses, nonprofit organizations and businesses can really rise to the occasion.”

There can be many business challenges for fishermen to transition to more environmentally-friendly fishing practices but with the California Fisheries Fund, we’re removing roadblocks and helping fishermen continue on the path to fishing sustainably and profitably.

So far, we have awarded fourteen loans totaling nearly $1.7 million to eleven borrowers including fishermen, fishing businesses and communities. Most recently, we closed a loan to Steve Fitz, a Half Moon Bay fisherman who attended the award ceremony with us.. Steve’s CFF loan allowed him to buy his boat from his uncle and carry on his family’s sustainable fishing legacy—operating the only commercial fishing operation in the nation that uses Scottish Seine gear. The most eco-friendly way to catch flatfish like Petrale sole and sand dabs, Scottish Seine gear consists of lines which gently guide fish into the path of light-weight nets. Social Entrepreneurs Saving the Ocean

Social change requires the harnessing of social forces, and the more powerful the force, the more fundamental the change.  Moral outrage, a yearning for justice, and the desire for connection are all forces that have propelled social change movements throughout history.  They will continue to fuel social change now and in the future. 

But there is a very powerful force shaping the world we live in today that is not yet aligned fully with the environmental values that many of us hold, and that is the search for profit and well being through the investment of capital and labor — the profit motive.  Indeed, the profit motive has prevailed time and again over countervailing forces like ethical commitments to environmental stewardship, the desire for long-term economic well being, and even over the force of government regulation.

In a previous blogpost, I summarized a recent publication that lays out a strategy for aligning the profit motive with the conservation of coastal ecosystem services like carbon sequestration, storm surge protection, and recreational value — services that are usually unpriced by conventional markets, and so become subject to degradation.  The goal is to reverse alarming trends in mangrove deforestation, salt marsh dredging, and nearshore pollution by shaping markets that value these services, allowing people to do well by doing good. Protecting Cuba’s Abundant Coral Reefs

In the waters off the Southeast coast of Cuba there’s a near-pristine coral reef reserve called Jardines de la Reina, or the Gardens of the Queen. In this national park, groupers, snappers and many other reef fish flourish, along with several species of sharks. Although many of the world’s best-known reefs face destruction in the face of global warming and other threats, large portions of the Gardens of the Queen remain remarkably healthy. Relative isolation from human influence helps make Cuba’s coral reefs unique. Protecting these ecosystems — and species that rely on them — requires careful collaboration and cooperation among managers, scientists, fishermen and local fishing communities. Well-designed marine protected areas (MPAs), combined with innovative fisheries management, are the foundation for both sustainable commercial and recreational fisheries and a thriving eco-tourism sector.The abundance of big predators, like these Caribbean reef sharks, is a sure sign of an ecosystem in balance. The Gardens has six to eight times as many sharks as elsewhere in the Caribbean.

Seeing under the sea
Healthy coral reefs, mangrove swamps and seagrass beds support thriving fish populations, which in turn support local fishing communities and attract ocean enthusiasts. Scuba divers come from around the world, for example, to witness the myriad of sea animals and breathtaking underwater ecosystems in the Gardens of the Queen.

On these dives, they encounter numerous species of shark including Caribbean reef sharks, silky sharks, nurse sharks and occasional lemon and blacktip sharks.  Depending on the season and other factors, visitors also occasionally encounter whale sharks, the largest known fish species. Read More »

California Fisheries Fund Closes New Loan

The California Fisheries Fund closed a new loan last month that will help a family fishing business pass the torch to the next generation.

 Steve Fitz, captain of the F/V Mr. Morgan, will continue his family tradition operating the only commercial fishing operation in the United States that uses Scottish Seine gear, a selective and eco-friendly way to catch groundfish. Steve’s loan from the CFF helped him buy the Mr. Morgan from his uncle and start up Mr. Morgan Fisheries, a fishing business based in Half Moon Bay, specializing in sustainably harvested groundfish and Dungeness crab.

Mr. Morgan Fisheries is known for its sand dabs, Petrale sole and chilipepper rockfish—all species sustainably-managed under a catch share program. Like all other participants in this catch share program, the Mr. Morgan receives an individual fishing quota for several groundfish species that may be harvested throughout the year, with requirements for full accountability of every pound of fish harvested, and a human observer on every fishing trip. These new fishing practices guarantee there is no overfishing and Steve can use that message to market his fish with the 100% Federal At-Sea Monitoring No Overfishing Guaranteed label.

Steve Fitz grew up fishing with his father in New England before moving west and graduating from University of Denver with a degree in business. Managing for a Resilient Ocean

Good science should always guide policy.  In the ocean, policy reflects decades of scientific work on single species and on single endpoints, like water quality.  However, it is now clear that ocean ecosystems are more than the sum of their parts, and policy needs to catch up to this new scientific understanding.

Of course, we must continue to protect the aspects of ocean ecosystems that we value the most.  Fisheries need catch limits to keep stocks at sustainable levels.  Pollutants need caps to keep waters fishable and swimmable.  Forestry and farming need best practices and standards to keep estuaries healthy.  But it turns out that ocean ecosystems have tipping points – ecological thresholds beyond which they undergo dramatic changes.

Healthy and resilient ocean ecosystems function similar to the United States government’s system of checks and balances—different species do similar things but in slightly different ways, which help keep these systems both interconnected and even-keeled. However, when we reduce species populations so much they can no longer do their part, we alter the natural balance of the system, which can have grave effects.

Luxuriant kelp forests that support marine mammals and a myriad of other species provide us with various ecosystem services like seafood, agar (sugar made from kelp), recreation, and sheltering the coastline from waves. However, these habitats can turn to rocky barrens very rapidly when they reach their tipping points. We witnessed this in the 1800s when fur hunting became prevalent—decreasing the sea otter population. With fewer sea otter to consume urchins, urchins became overabundant, overgrazing the kelp and causing forests to disappear.

Fortunately, science is providing insights into the factors that make ocean ecosystems more capable of resisting these kinds of changes, and more able to bounce back when they are damaged; in other words, the attributes that make some systems more resilient than others.  Having lots of species with different ecological jobs (biodiversity and niches) is very important, as is having several species doing the same job but in slightly different ways (functional redundancy).  Lots of genetic diversity within species and populations is important as well.  It’s a little like rocket science: rockets are complex systems that are made more robust and resilient (i.e., less likely to blow up) by building in redundant subsystems.  Nature has done that one better by building in even more diversity, allowing coral reefs for example to recover from hurricanes and even volcanic eruptions that devastate human communities.

In an ocean in which the temperature, pH, currents, weather, and human uses are changing, it makes much more sense to manage for resilient ecosystems than manage for maximum sustainable yield of one species or another.  Who knows what the next big impact to the ocean will be?  We need to increase resiliency so that no matter what, ocean ecosystems can persist and continue to provide the many valuable ecosystem services upon which we depend.  Our new paper draws on the science of ecosystem resilience and lays out a policy framework for achieving this goal.
