Setting aside space provides room for innovation

Territorial Use Rights for Fishing, or TURFs, have been in place for centuries in fishing communities around the world.  In a TURF, fishery participants have a secure, exclusive privilege to fish in a defined area.  Many fishery policy experts view TURFs and catch share programs as separate options for managing fisheries. TURFs are a type of catch share, since the area-based privileges assigned under a TURF provide the same rewards for stewardship as quota-based privileges.

In recent decades fishery managers have channeled the historical successes of this approach by formally recognizing customary TURFs, applying them to more fisheries and experimenting  with modern adaptations.

Community-based territorial rights that have existed for centuries are now formally recognized by national law in Fiji, Vanuatu, Papua New Guinea, Samoa, the Solomon Islands and Palau.  Empowered by national law promoting traditional community-based management, the Safata District of Samoa implemented a district-wide TURF in 2000.  Bylaws developed by the community manage members’ fishing efforts and limit outsiders’ access.  Safata’s leaders have further improved biological performance by establishing a network of no-take reserves.  With a formalized role in management, the district has received strong community support, high regulatory compliance and increased abundance for important species.

TURF systems have been used in different types of fisheries, but they are particularly well-suited for managing near shore fisheries where there is a clear spatial range of fishing activity. Cooperation beats competition

Whether in school, at work, or at play, we’ve all experienced the value of working collectively to achieve a common goal.  Many fisheries around the world are successfully managed by providing a structure for collaboration between fishermen via Cooperative catch shares.

In a Cooperative catch share, one or more groups of fishing participants, or “Cooperatives”, are allocated a secure portion of the catch or a dedicated fishing area.  In exchange, they are responsible for accepting certain management responsibilities.  Many fishing communities around the world have traditionally managed their coastal resources cooperatively, leveraging their local knowledge and relationships to achieve common goals.  Recognizing the success of this approach, many fisheries are building upon this traditional practice, while also adapting to the realities of today’s increasingly global fishery markets.

There are hundreds of Cooperatives around the world.  They have formed in different ways and have various functions and capacities.  But when it comes to their ability to manage fisheries, they share a common (perhaps obvious) theme: Cooperatives work best when people cooperate.  Cooperatives have demonstrated that fishermen working together (often hand-in-hand with fishery managers) can improve fishery science, tailor management to local conditions, increase profits and respond to complex management challenges such as discarding and habitat impacts. Sustainable European fisheries depend upon sustainable investment mechanisms

After years of deliberation, the European Union has finalized proposals to reform the Common Fisheries Policy (CFP), the EU’s framework for fisheries management. The new policy promises a better future for both fishermen and fish by providing a comprehensive management system designed to restore healthy marine environments while supporting profitable fisheries and thriving coastal communities. The new CFP, which will enter into force in January 2014, calls for Member States to take steps that will ultimately eliminate the wasteful practice of discarding fish at sea. It also requires fishing at sustainable levels by achieving Maximum Sustainable Yield (MSY), and supports a regionalized approach through decentralized decision-making.

Funding transformative change:

These are ambitious requirements that must be adequately funded in order to achieve the policy objectives outlined by the new agreement. The CFP’s funding instrument – the European Maritime Fisheries Fund (EMFF) – will provide resources to help fishermen in the transition to sustainable fishing; supporting coastal communities in diversifying their economies; financing projects that create new jobs; and making it easier for fishermen to access adequate financing. The EMFF is being reformed simultaneously with the CFP and in late October the European Parliament voted in plenary on proposed amendments. Overall, the results are positive and outcomes – such as the refusal to subsidize the construction of new vessels and increases in funding for data collection and control of illegal fishing – gives hope that the EMFF will ultimately complement the new CFP and make true transformation possible. It’s Official: U.S. fisheries continued their upward trend in 2012

Each year, the National Marine Fisheries Service provides the public with a “statistical snapshot” of fish landings in the United States. This week, the numbers for 2012 were released via the agency’s Fisheries in the United States report. The national picture in terms of the quantity and value of fish landed was once again encouraging. And although we didn’t quite reach the historic level of 2011—which set a new record for landings value —the upward trend enabled by improved fisheries management is unmistakable.

The raw numbers in the report are another reminder of the critical role fishing plays as an economic driver in the United States. U.S. commercial fishermen landed 9.6 billion pounds of seafood in 2012, valued at $5.1 billion. The ex-vessel value of seafood landed in Alaska alone was $1.7 billion; $618.2 million in Massachusetts; $448.5 million in Maine. Those figures don’t include economic benefits derived throughout the value chain, with jobs created and supported at the docks, in processing, transportation and sales. Read More »

Monitoring with an eye towards cost-effectiveness in the Pacific Groundfish fishery

In the Pacific, electronic monitoring (EM) research is currently focused on individual accountability of both catch and bycatch in the trawl catch share fishery.  Since 2011, vessels in this fishery have been required to carry an on board observer.  Additionally, the crew of each vessel operates a vessel monitoring system (VMS), submits logbooks, and reports 100% of landings. This comprehensive program, along with individual fishing quotas (IFQs), has proven to be an effective approach to managing the fishery.  This success is evidenced by a decrease in catch of overfished and rebuilding species, as well as a significant reduction in unwanted catch, or “discards.”

Why Electronic Monitoring?

The West Coast Groundfish monitoring program is working well, but its high costs could push some of the smaller vessels out of the fishery, especially those that operate out of remote locations where it is difficult to deploy fisheries observers.  EDF’s Pacific Ocean team, along with many other stakeholders, is working with the Pacific Fishery Management Council to identify and approve appropriate electronic monitoring options.  The integration of EM into the Pacific groundfish monitoring program is expected to help reduce costs and increase operational flexibility while maintaining high levels of accountability. Maximizing Limited Data to Improve Fishery Management

According to a recent study published in Science, nearly 80% of the world’s catch comes from “data-limited” fisheries.  Not surprisingly, research shows that many of these fisheries are facing collapse, jeopardizing the food security of hundreds of millions of people in developing countries who depend on seafood for a majority of their dietary protein.

Historically, fisheries with little data had few science-based management options. But new methods are being continuously developed and used in the field that deliver science-based results, even in the absence of long-term, historical catch data. Since fishery stock assessments can be extremely complex, EDF recently developed a user-friendly, six-step framework as part of an overall guide to Science-Based Management of Data-Limited Fisheries.

The framework outlines a systematic approach that fishery managers can use to conduct quick and relatively inexpensive assessments.  The methods allow stakeholders in data-limited fisheries to estimate risks to marine ecosystems, determine vulnerability of a stock to fishing pressure, calculate the level of overfishing, assess the sustainability of the fishery, and establish sustainable fishing targets and other management reference points.
