If you read Food and Water Watch’s recently published report on the Gulf of Mexico Red Snapper fishery, you may be wondering why EDF is so supportive of catch shares as a tool for fishery managers. The report paints a pretty bleak picture for fishermen in the Gulf of Mexico. We could spend an entire blog post devoted to addressing the report’s flawed statistics and manufactured conclusions, or we can just tell you the story of the red snapper fishery and how it went from near closure to a rebuilding fishery on the path of recovery.

Anyone who grew up in a coastal community and who has seen the fishing industry struggle under the weight of restrictions and regulations understands the devastating impacts of size limits, trip limits, and short seasons.  Traditional management has been crushing both large and smaller scale fishermen to the point where their livelihoods – their ability to provide for their families – has been threatened.  Catch shares offer them a way out, and a choice.

When catch shares were being debated in the Gulf Council in 2006, fishermen came to the table to design them.  All fishermen who wanted to participate, could participate – the Council process provided plenty of access through Council meetings, Advisory Panels, public comment periods, and hearings.  Under the Magnuson-Stevens Act, which Congress passed as the fisheries law-of-the land, fishermen were guaranteed a referendum (red snapper got two!) to vote a catch share up or down.  That means the fishermen who historically made a living from fishing got the chance to decide how best to manage their fishery themselves. Magistrate Judge Finds Gulf of Mexico Grouper and Tilefish IFQ Legal

EDF is pleased with the report and recommendations made by a magistrate judge that upholds the validity of Amendment 29.  We agree that the Council and NOAA properly implemented the program, and experience has shown that it is working the way it was intended.  The IFQ has proven to be tremendously valuable to improving the conservation and management of the fishery.  We hope that this ruling marks the end of this case.  But if not, we will continue to defend the IFQ.

Kemp’s ridley sea turtle nesting season is here again, and I’m happy to report that nest numbers are well on their way to beating last year’s number!  While the Kemp’s ridleys have the lowest population of all sea turtles, they have begun a huge come back in recent years.

Until half a century ago, tens of thousands of Kemp’s ridleys would surge onto Mexico’s Gulf of Mexico beaches in a few large nesting events each year to lay their eggs. At the turn of the 20th century, turtle meat and eggs became popular delicacies, causing the turtle’s population to crash.  Later, accidental catches in fishing gears kept their population down.   Read more about the turtle’s history and steps taken in recent years to help the Kemps ridleys population recover.

Today, Kemp’s ridleys are rebounding due in part to protections that government, fishing industry and EDF and other conservation groups helped win.  In Mexico, the numbers are up from 700 in 1985 to more than 12,000 nests in 2010.  In Texas, the nests have climbed from 1 in 1978 to a high of 197 in 2009 due to extraordinary steps taken to establish a secondary nesting site at Padre Island National Seashore.

This year’s total already stands at 85 nests (in just eighteen days of recording findings) and is on track to surpass last year’s number.  Check back at the end of the summer for an update!  At this time, it is hard to know what impacts the BP oil disaster may have had on the population.  Kemp’s ridleys don’t return to nest until after the age of seven years old, so the fate of last year’s hatchlings will remain unknown for several years.

Catch Share Conversations: Monitoring Systems Case Studies

Throughout this week in our Catch Share Conversations series, we have explored the importance of monitoring, and discussed best practices of monitoring systems. Today, we present two case studies—British Columbia Groundfish and Gulf of Mexico Reef Fish– that highlight the diversity of fisheries and accompanying monitoring systems.  These distinctly different examples show how monitoring systems reflect the unique goals and characteristics of a fishery and how two different fisheries design monitoring programs to meet their needs. 

The British Columbia Groundfish fishery is a multispecies fishery with a fleet that employs a wide range of gear types. It employs one of the most sophisticated monitoring systems in the world, including hail in/hail out, 100 percent dockside coverage, 100 percent at-sea monitoring, including observers for trawl vessels, and electronic video monitoring for hook & line and trap vessels.

The Gulf of Mexico Reef fish fishery is a multispecies fishery. The fishery uses logbooks, partial at-sea monitoring, dockside coverage, electronic reporting, VMS and hail in/hail out monitoring techniques to reach program goals.

Environmental Defense Fund Partners with Gulf Fishermen to Launch Gulf Wild™ Seafood Assurance Program

In a bold effort to restore consumer confidence in Gulf of Mexico seafood, EDF is working with a group of forward-looking Gulf fishermen and other conservation and fishery improvement organizations to launch a new seafood assurance campaign called Gulf Wild™. The Gulf of Mexico Reef Fish Shareholders’ Alliance, a trade organization of fishermen in the individual fishing quota (IFQ) catch share program for Gulf red snapper and grouper, developed Gulf Wild™ in collaboration with EDF to help consumers, chefs, and retailers identify responsibly managed, safety-inspected, authentic Gulf seafood that can be tracked directly to its source.

Shareholders’ Alliance president and Gulf fisherman David Krebs announced Gulf Wild™ earlier this week at the opening of the 2011 International Boston Seafood Show. Krebs said one of the current challenges that Shareholders’ Alliance fishermen face today is “educating conscientious consumers and chefs about the conservation measures we are undertaking, and showing them how these measures are helping species like Gulf grouper and Gulf red snapper.”

Gulf Wild™ requires participating fishermen to verify that the fish were caught in a sustainable manner under a unique set of “Conservation Covenants”, which guarantee conscientious harvesting. Additionally, Gulf Wild™ fishermen have already been operating under a red snapper IFQ program since 2007 to better manage the fishery.

With that IFQ in place, Krebs said, “Gulf red snapper is moving from a ‘red-listed’ fishery to a more sustainable one.”  Since the inception of the red snapper IFQ, overfishing has ended, wasteful discards have dropped by 80%, and fishermen have seen a 40 percent increase in the total allowable catch.

Key to the Gulf Wild™ program is a tracking system that allows the buyer to “find my fish.” Each Gulf Wild™ fish is marked with a sequentially numbered gill tag just minutes after it is brought on board, whose unique credentials are uploaded to the web when the catch reaches shore. That information is made public via myGulfWild.com, where you can enter the unique tag number and confirm the fish species, catch location, landing port, and even information about the vessel and its captain.

Finally, in direct response to consumer concerns stemming from the BP oil disaster, Gulf Wild™ incorporates a stringent safety-testing protocol that goes above and beyond federal requirements. An independent international testing laboratory will routinely sample Gulf Wild™ fish to test for oil-based contaminants such as PAHs, dispersants, and heavy metals.

To start, Gulf Wild™ tags are now on Gulf red snapper and grouper, with more than a dozen species from the IFQ catch share program to follow. We will continue to expand and improve upon Gulf Wild™ in the months to come, in partnership with an advisory panel of respected experts from the culinary, food safety, public health, conservation, and seafood marketing communities.

I am excited about the Gulf Wild™ project for a number of reasons. First, it highlights the efforts of a rebounding fishery that has transitioned to more sensible management and made notable environmental and economic gains as a result. Second, it shows that there are success stories to be told in the wake of last summer’s BP oil disaster. Last, but not least, Gulf Wild™ can serve as a model for other fisheries around the country as a way of building consumer confidence while creating new market value at the same time.

New Report: Gulf Red Snapper Catch Share Meeting Objectives

The Gulf of Mexico red snapper individual fishing quota (IFQ) program – one type of catch share – is again earning high marks for its conservation and economic benefits.

The National Marine Fisheries Service (NMFS) has published three annual updates of the program, with the latest concluding that the red snapper IFQ is meeting its main objectives. A recent stock assessment also concluded that long-standing “overfishing” of red snapper is finally ending.

Tangible Conservation, Economic Progress

  • Commercial overfishing is reversed and catch limits are climbing.
    After recent deep cuts in catch, commercial fishermen were rewarded this year with a more than 30 percent increase in catch in response to the positive stock assessment results and effective management.
  • Far fewer dead fish are thrown overboard.  
    Scientific analyses conclude that 70 percent fewer fish are being thrown overboard under IFQs across the Gulf. The latest report highlights that in Texas and Louisiana, which accounted for over half of the ’09 landings, fishermen discarded just one fish for every 15 they kept.  This is a huge improvement over pre-IFQ management when, gulf-wide, fishermen threw back about one fish for every one kept.
  • Fishermen are leaving more fish in the water to reproduce.
    Not only are fewer fish thrown overboard, fishermen have left about three percent of their quota in the water for the past three years.
  • Businesses have an opportunity to turn a profit. 
    With year-round fishing and stability, fishermen bring high quality fish to the dock when consumer demand is high. Fishermen now have flexibility to tailor the catch to market needs and organize fishing trips to minimize costs.  Fishermen say their costs have dropped by 50 percent or more and data show they are earning 25 percent more for their fish at the dock.
  • The value of the fishery is rising. 
    The rising value of the privilege to catch red snapper represents growing benefits to Gulf communities and reflects optimism for a healthy fishery, stable management, and a commitment to conservation.  

Opportunities for Improvement in the 5-year Review

With 2011 around the corner, a milestone for IFQ program is approaching: The start of a 5-year mandatory performance evaluation.

All federal catch share programs are reviewed at the 5-year point to evaluate progress toward goals and identify needed improvements. This is also an opportunity highlight the region’s most significant management successes – and national model – and to fine-tune the plan and ensure on-going benefits to the fishery, industry and communities.

One thing is clear going into the review: the IFQ program is working and should be continued. Additionally, there are two key areas in which the program can be improved:

  • Continue to improve enforcement and monitoring
    • Ensure standardized, accurate reporting of ex-vessel prices by fish dealers.  This is important in part for collection of cost recovery fees.
    • Improve the online IFQ reporting system so that it reconciles with other landing records data.
    • Ensure compliance with the six percent cap on holding IFQ shares.
  • Reduce red snapper discarding even more
    • Eliminate the minimum size limit to reduce size-related discards.
    • Better integrate eastern Gulf fishermen into the IFQ program (This region received little initial allocation of shares because red snapper had been fished out of the area until recently).
    • Create a full-retention fishery where all fish caught are counted toward each fisherman’s quota, and tracked by camera, to eliminate all waste that lessen the value and recovery of the fishery.

A Successful Model for Struggling Fisheries

The red snapper IFQ has already served as a model for Gulf commercial fishermen who voted to add 20 grouper and tilefish species into the IFQ program in 2010. Conservation and economic benefits will further improve if all commercial reef fish are incorporated into the program.

Regulators and commercial fishermen who target highly migratory species, like sharks, are also considering how catch shares might help them improve fishing, reduce wasteful discards, and boost profits.  Finally, catch shares could also be applied to struggling Gulf charter operators to give these fishermen an opportunity to plan their businesses and far better meet the needs of their angler clients.
