EDF presents analysis of illegal fishing to the Mexican Senate

EDF was recently invited by the Fisheries Committee of the Mexican Senate to present a study on Illegal fishing in Mexico that we have developed with the Mexican Institute of Competitiveness (IMCO) and other partners. Three of the five Senators who make up the Committee were present: the Chair – Sen. Francisco Lopez Brito (PAN, Sinaloa), the Secretary – Sen. Oscar Rosas González (PRI, Campeche), and Sen. Ernesto Ruffo (PAN, BC). Also in attendance was the General Director and several staff from National Fisheries Institute of Mexico (INAPESCA), as well as representatives from fishermen´s associations from both the industrial and small-scale fleets.

This is the first time EDF attended one of the monthly public meetings of the Committee. Revitalizing the Mexican Corvina Fishery with Sustainable Management

For many years the short, six week commercial Corvina fishing season in the Upper Gulf of California was marked by a frenzied race to fish, with as many as 600 boats in the water at the same time. Beginning in late February, and aligned with moon cycles, this species gathers in the Colorado River delta to spawn, a yearly ritual eagerly awaited by the local fishermen. And so every year, with so much fish to be had, and so many fishermen, thousands of tons would hit the market simultaneously. This drove the price down and resulted in even more fishing effort, which would even further depress prices – to values below that of a recycled plastic bottle. It was a vicious cycle that has become all too familiar in fisheries in Latin America and around the world. Scientists have long advised that, if unchecked, this way of fishing could lead to the complete collapse of Corvina, having dire consequences for a region with very limited economic alternatives. It is estimated that Corvina represents as much as 60% of all fish sold in Mexico City during this time of year, coinciding with Lent, when seafood consumption is highest.

European Fisheries on the Road to Recovery

A major milestone for the recovery of European fisheries was passed this week when the European Parliament approved a much-needed reform to the Common Fisheries Policy (CFP) by a great majority (502-to-137).

The proposed reforms set strong maximum sustainable yield (MSY) targets—the catch level that can be safely taken each year to maintain the fish population size at maximum productivity. The goal of setting these targets is to allow fish stocks to recover by 2020 at the latest, and to maintain all recovered stocks at this level. Fishing vessels will also be required to land all catches; different fisheries will phase in this change over the coming years, bringing to a halt the wasteful practice of discarding fish. The reforms also call for science based decision making as a foundation for long-term fisheries management planning. And member states will be free to use transferable fishing concessions (TFCs)—known in the United States as “catch shares” – to meet the sustainability goals of the reformed policy. With TFCs European fisheries managers will be better able to reduce discards, improve fishing safety and profitability, and enhance compliance. Read More »

It’s frightening enough that 87% of the world’s assessed fisheries are fully or over-exploited. But it is even scarier to consider how little we know about the condition of most of the world’s fisheries, because four-fifths of them have never been scientifically assessed. A recent study in the journal Science is providing fresh insights into thousands of fisheries where data has not been previously available. These “data poor” fisheries make up 80% of the world’s catch — and many are on the brink of collapse.

Despite the dire news, there is a bright spot in the study. The authors conclude that the ocean is nowhere near a lost cause and with the right management tools, the abundance of fish could increase by 56%. In some places, the study says, fisheries yields could more than double.

This isn’t just a big deal for the fish. As the authors of the Science study write, “When sustainably managed, marine fisheries provide food and livelihoods for hundreds of millions of people worldwide.” So what’s the key to seeing such a rebound become reality? An approach to overseeing fisheries known as rights-based management, or catch shares.

Over the past decade, catch shares have taken hold in U.S. waters, ensuring the sustainability of about 65% of the fish landed in the United States. This is the greatest unknown policy success of our time. Don’t take my word for it — I work for the Environmental Defense Fund, a policy shop that has long championed the approach. Instead, consider the facts that helped lead the authors of the Science article draw that same optimistic conclusion.

Catch shares are a market-based management tool used in commercial fishing that, coupled with catch limits, have been successful in rebuilding fish populations while improving the efficiency and business of fishing. After decades of failed regulatory regimes, catch shares are working for fish and for fishermen. What’s unfolding before our eyes is a global behavioral economics study — one that’s delivering major benefits to people around the world.

The Gulf of Mexico red snapper fishery, for example, was on the brink of collapse in the early part of the last decade. Fishermen were limited to 52-day seasons that were getting shorter every year. The shortened seasons, an attempt to counter overfishing, hurt fishermen economically and created unsafe “derbies” that often forced them to race into storms like the boats in The Deadliest Catch.

Social Entrepreneurs Saving the Ocean

Social change requires the harnessing of social forces, and the more powerful the force, the more fundamental the change.  Moral outrage, a yearning for justice, and the desire for connection are all forces that have propelled social change movements throughout history.  They will continue to fuel social change now and in the future. 

But there is a very powerful force shaping the world we live in today that is not yet aligned fully with the environmental values that many of us hold, and that is the search for profit and well being through the investment of capital and labor — the profit motive.  Indeed, the profit motive has prevailed time and again over countervailing forces like ethical commitments to environmental stewardship, the desire for long-term economic well being, and even over the force of government regulation.

In a previous blogpost, I summarized a recent publication that lays out a strategy for aligning the profit motive with the conservation of coastal ecosystem services like carbon sequestration, storm surge protection, and recreational value — services that are usually unpriced by conventional markets, and so become subject to degradation.  The goal is to reverse alarming trends in mangrove deforestation, salt marsh dredging, and nearshore pollution by shaping markets that value these services, allowing people to do well by doing good. Protecting Cuba’s Abundant Coral Reefs

In the waters off the Southeast coast of Cuba there’s a near-pristine coral reef reserve called Jardines de la Reina, or the Gardens of the Queen. In this national park, groupers, snappers and many other reef fish flourish, along with several species of sharks. Although many of the world’s best-known reefs face destruction in the face of global warming and other threats, large portions of the Gardens of the Queen remain remarkably healthy. Relative isolation from human influence helps make Cuba’s coral reefs unique. Protecting these ecosystems — and species that rely on them — requires careful collaboration and cooperation among managers, scientists, fishermen and local fishing communities. Well-designed marine protected areas (MPAs), combined with innovative fisheries management, are the foundation for both sustainable commercial and recreational fisheries and a thriving eco-tourism sector.The abundance of big predators, like these Caribbean reef sharks, is a sure sign of an ecosystem in balance. The Gardens has six to eight times as many sharks as elsewhere in the Caribbean.

Seeing under the sea
Healthy coral reefs, mangrove swamps and seagrass beds support thriving fish populations, which in turn support local fishing communities and attract ocean enthusiasts. Scuba divers come from around the world, for example, to witness the myriad of sea animals and breathtaking underwater ecosystems in the Gardens of the Queen.

On these dives, they encounter numerous species of shark including Caribbean reef sharks, silky sharks, nurse sharks and occasional lemon and blacktip sharks.  Depending on the season and other factors, visitors also occasionally encounter whale sharks, the largest known fish species. Read More »
