A reality check on the drones boom

Last week, the Federal Aviation Administration (FAA) released much anticipated rules on commercial small drone use. In a nutshell:

  • The rules loosen restrictions on commercial drone use, and later this summer the FAA will start legally allowing permits for drones weighing less than 55 pounds.
  • The rules are a boon to producers and ranchers interested in precision farming practices, thanks to drones’ advanced imaging technologies.

Industry groups estimate that precision agriculture has the potential to account for almost 80 percent of civilian drone use by 2020. Already, 16 percent of agricultural retailers are selling drones – a figure set to skyrocket in the coming years.

So this is big news for the ag industry – but will it help the environment, too?

Not necessarily. Drones provide lots of data, and nothing more. They don’t actually change anything on the ground or benefit the environment directly. It’s up to growers and their advisors to use the information collected by drones to make informed decisions that can benefit profitability and the planet. Meet Eric Davidson, NutrientStar’s newest review panel member

A panel of experts forms the foundation of NutrientStar, the newly independent, science-based program that reviews the performance of commercially available nutrient management tools. This panel reviews all tools based on established scientific criteria and their ability to improve fertilizer efficiency in the field. The panel is a “who’s who” of fertilizer efficiency experts from across the country – from academia, government agencies, and the private sector.

And now, this eight-member panel can add to its ranks a new member: Eric Davidson, professor and director of the Appalachian Laboratory at the University of Maryland Center for Environmental Science.

Davidson, an ecologist, researches biogeochemical processes including the exchange of plant nutrients from the land to streams and groundwater, and the exchange of greenhouse gases between the soil and the atmosphere.

I asked him about his current research, his nitrogen expertise, and why he believes the NutrientStar model can be replicated at scale to improve water quality in places like the Chesapeake Bay.

A few years ago, I was invited by Texas farmer David Cleavinger to visit his family’s farm near Amarillo. This was during a period of time when my organization, Environmental Defense Fund, was deeply involved in conservation efforts for the lesser prairie-chicken, a colorful bird whose habitat is in decline throughout its five-state range, which includes the panhandle of Texas.

David picked me up at the airport and asked if we could make a quick stop on the way to his farm. That stop turned out to be at local radio station KGNC, where David had arranged for me to go on air and talk about wildlife conservation with a particular focus on the local implications for efforts to revive the lesser prairie-chicken.

I agreed to join the show with some trepidation, but it quickly subsided as we got into a lively discussion with the host, James Hunt, and several listeners. Monarch butterflies get help from Texas ranch

A few weeks ago, I visited Shield Ranch, a 6,000-acre property devoted to responsible cattle management and wildlife conservation. I made the visit to the ranch – less than 20 miles west of my home in Austin – to test a new tool being designed to more accurately assess habitat for the monarch butterfly.

Standing in a field of wildflowers with a team of scientists, we used the monarch butterfly habitat quantification tool to measure vegetation and determine what monarch habitat was available on the property. We’ve used similar habitat quantification tools for other at-risk wildlife like the lesser prairie-chicken and greater sage-grouse, but this was the first time we tested a tool for monarch butterfly habitat.

What do western ranchers and a southern environmentalist have in common?

I trace my love of the outdoors to two memories: the first, sitting with my grandmother watching the goldfinches, chickadees and wrens that visited her feeder, and the second, camping in Pisgah National Forest with my parents and sister.

Days spent with my grandmother in our small South Carolina town left an indelible mark on my life. She taught me a conservation ethic that led me to Environmental Defense Fund (EDF). Camping taught me a love of the land and a respect for those that manage it.

As director of habitat markets, I’m focused on building conservation solutions for wildlife like the greater sage-grouse, a bird that lives more than 2,000 miles from my home in a landscape unlike any of the forests or farms I grew up exploring.

The sage-grouse is an indicator species of a vast declining ecosystem spanning more than 150 million acres across 11 states. The grouse relies on the cover of sagebrush – one of the most iconic symbols of the western landscape.

Because EDF puts a premium on policy, science and collaboration with diverse stakeholders, we’ve been working with landowners, industry, and state and federal agencies to create a habitat exchange program to better ensure the bird’s survival. Want to bring ag sustainability to scale? Collaboration, not confrontation.

Farmers picking cornOne year ago, the U.S. Department of Agriculture announced 10 “building blocks” for climate-smart agriculture and forestry, with the goal of reducing greenhouse gas emissions by over 120 million metric tons by 2025.

The agency’s focus on partnering with farmers and ranchers – as well as with the private sector – was a huge step in the right direction toward widespread implementation of climate-smart agriculture techniques and programs.

Tomorrow, USDA Secretary Tom Vilsack will announce another big investment in conservation stewardship and climate-smart agriculture approaches to advance the building blocks agenda. I’ll be joining Secretary Vilsack to talk about EDF’s partnerships within the agricultural supply chain and our collaborative approach to ag sustainability.

Working across public-private sector lines, through a collaborative approach, and with the entire ag supply chain is the only way to bring sustainability to scale while protecting farmers’ livelihoods.

There’s been a lot of recent attention on the California Air Resources Board’s (ARB) rice protocol, the first ever carbon offset protocol for crop agriculture in a compliance market.

The protocol, approved in June 2015, allows rice farmers who reduce methane emissions to become eligible for carbon credits through California’s cap-and-trade program, though growers from any rice-growing state can participate. The momentum is building. In less than one year, rice growers on more than 22,000 acres have expressed interest in the protocol – representing nearly 1 percent of all rice grown in the U.S.

When the first credits become available for purchase this summer, policymakers and regulated companies can have confidence in the rice protocol’s ability to improve climate stability, and growers can earn extra revenue, thanks to the sound science that measures emissions reductions. From my grandfather’s farm to NutrientStar: Why I believe in growers

I once dreamed of pursuing a career in public radio and becoming the next Cokie Roberts. Not surprisingly, my life took me in a much different direction. The catalyst was a two-year Peace Corps stint in biodiversity-rich Ecuador that led me towards a career in conservation. But I never steered too far from my agricultural roots, and today my farming life has come full circle.

I grew up on a small farm in rural Ohio, surrounded by fields, woods, wetlands and a menagerie of animals. My grandfather lived next door and every day I’d tag along with him and help vaccinate the chicks, collect eggs, bale hay, and feed the cows.

Thanks to the responsibilities he gave me as a young child, I feel a special connection to the farmers I work with today as they face pressure to increase their yields without polluting the water supply or surrounding ecosystem.

First-ever habitat exchange opens for business

For the first time ever, ranchers are able to enroll in a habitat credit exchange program to earn revenue for activities that protect and enhance habitat for the greater sage-grouse.

The state of Nevada and federal agencies today announced the approved use of the Nevada Conservation Credit System to protect the grouse’s sagebrush habitat on public lands.

This program will create a robust mitigation market that will bring greater certainty and transparency to the state’s agriculture and energy industries, ultimately allowing both sage-grouse and the economy to flourish.

Targeting conservation dollars makes good sense

A University of Michigan study released late last month implies that in order to meet the U.S. and Canadian governments’ 40 percent phosphorous reduction target for Lake Erie by 2025, farmers will need to significantly ramp up their conservation efforts.

Some of the stories covering this study focused on the more drastic measures called for, such as converting thousands of acres of productive cropland to grassland. But I’m optimistic that we can indeed work with farmers to meet this goal by 2025, without having to impact production so drastically – we can do so through targeting.

Targeting refers to directing conservation dollars and practices to places on the landscapes where they’ll be most effective. In Ohio, that means targeting the areas delivering the highest amount of nutrients into Lake Erie.
