Water heroes emerge in California’s Central Valley

California’s Central Valley, which stretches 450 miles from Redding in the north to Bakersfield in the south, is the nation’s richest agricultural region, producing 40 percent of our fruit, vegetables and nuts on nearly 9 million acres of irrigated farmland. The Valley is also ground zero for California’s water problems.

As California endures its fifth year of drought, cities, farms, and communities across the state are experiencing severe water stress. Rivers, lakes and reservoirs are drying up, so residents are turning to groundwater pumping to quench their thirst. As a result, many of the state’s groundwater aquifers are being depleted, causing wells to run dry or become contaminated.

The most critically overdrawn aquifers are in and around small, rural communities in the Central Valley. Here, thousands of people—many of them low-income farm workers—live without safe drinking water.

From Tennessee to the arid West, water runs through my work

Eastern Tennessee, at the edge of Appalachia, is a beautiful part of the country. Abundant rainfall and a humid climate have created a lush, green landscape filled with thriving streams and rivers. As an adolescent living in this environment, fishing was one of my family’s favorite pastimes. I have such great memories of floating these rivers and catching smallmouth bass and walleye.

But not all streams were great for fishing in Eastern Tennessee. Runoff and sedimentation from widespread coal mining and manufacturing would turn some rivers red. The sight of rivers nearly devoid of life disturbed me and marked the beginning of my slow evolution toward a career in water management.

My career has been a journey, exploring and addressing the nuances that define water, particularly in the western United States. The lure of water led me to Colorado State University, where I received a doctorate degree in watershed sciences. There I immersed myself in water issues, with a big focus on agricultural water use. I made my way back east to teach geology at Radford University before moving to California to begin work as a watershed engineer and consultant.

Today, as an associate vice president at Environmental Defense Fund, I am focused on developing collaborative solutions for managing water scarcity throughout the West. Read More »

What was left off the menu at the WSJ Global Food Forum?

Mother with childMany of us spend a considerable amount of time thinking about food – whether it’s deciding what’s for dinner or how healthy something is for our family. Given that I work on food sustainability and am married to a chef, I spend an even more extreme amount of time thinking about food.

Last week, the Wall Street Journal hosted the first annual Global Food Forum in New York City – more proof that food and agricultural issues are increasingly on the radar screens of many executives, including those from Walmart, Campbell’s Soup, Panera, Perdue, Monsanto and many more.

I was eager to attend the event and hear the discussions among some of the most powerful food companies out there. They covered many topics including food safety, “clean” labels, biotechnology, antibiotic use and the humane treatment of animals.

All important stuff – but given the prestige of the event, I’d like to bring up the elephant in the room (or more accurately the elephant not in the room): sustainability. The environmental impacts of agriculture were barely touched upon, and considering the corporate heavyweights who were in the room, this was a missed opportunity on a massive scale. Read More »

The snake at the crux of California’s wildlife challenge, and the policy that can solve it

Enter the giant garter snake. The giant garter snake is an aquatic species native to California and a federally-listed “threatened” species that largely persists today – along with many other critters – in the vast acreage of Central Valley rice fields and water distribution canals.

In the past, seasonal floods would transform California’s Central Valley into a great inland sea of floodplain habitats teeming with fish and wildlife, including the giant garter snake.

Over time, development of the flood and irrigation systems that enabled the Central Valley’s $17 billion agricultural economy has led to the destruction of 95 percent of the region’s historic wetlands, putting countless California wildlife at risk of extinction.

For example, ongoing flood system operations and maintenance activities—required to protect farms and communities in the floodplain—continue to disrupt giant garter snake habitat. What’s more, when drought or fallowing reduces water deliveries to rice growers, the snake’s remaining habitat can dry up.

We need a better way to protect and restore habitat for wildlife like the giant garter snake, before it’s too late.

Trees are dying in California, increasing risk of fire. What can we do about it?

Scientists from the U.S. Forest Service estimate that as many as 26 million trees have died in the Sierra Nevada over the last eight months, creating a landscape at risk for massive wildfires.

Sierra Nevada forests require fire to maintain ecological integrity and periodic fires create patches of complexity that actually enhance biodiversity and ecosystem integrity. But tree mortality at this level creates an immediate risk to human communities and plant communities.

Why are trees dying?

Changes in weather that stress trees or exacerbate other stressors like bark beetle infestations are driving the current wave of tree mortality. Temperatures are increasing at a faster rate at higher elevations and precipitation patterns are changing. Specifically, more precipitation is falling as rain and less as snow, which leads to faster runoff and less percolation into the soil. And despite a relatively wet winter, California is still locked into its fifth year of drought.

These dynamics have been particularly acute in the southern Sierra Nevada, where precipitation continues to be below normal. Tree mortality is highest in the southern part of the range as seen in this map.

How can we better target public funds for wildlife conservation? Look to Elliott Ranch

The Swainson’s hawk was listed as a threatened species in California in 1983 due to loss of habitat and decreased numbers across the state.

This week, the Delta Conservancy, a California state agency, awarded Environmental Defense Fund (EDF) a grant of $380,000 to implement a habitat enhancement project for the state-listed Swainson’s hawk on Elliott Ranch in West Sacramento, near the Sacramento-San Joaquin Delta. The grant is part of California’s public water bond funding being managed by the Delta Conservancy to restore wildlife habitat in the Central Valley.

The Elliott Ranch project will enhance Swainson’s hawk habitat on 300 acres. Specifically, the project will expand the hawks’ hunting grounds by restoring habitat for their prey and converting existing crops to bird-friendly pasture.

Central to the project will be the use of a habitat quantification tool (HQT) designed by EDF and local stakeholders to evaluate the current quality of habitat for Swainson’s hawk and compare restoration alternatives to optimize habitat outcomes. This will be the first time the HQT will be used as a mechanism to help allocate public funding to the most high value habitat improvements in California.

According to a new World Bank report, regions around the world could gain or lose up to 6 percent of their GDP by 2050 depending on how they manage for climate-driven water scarcity.

I was curious about how the report’s findings might apply to California, where I live.

Here in the Golden State, water scarcity is a familiar threat. And while the World Bank found that climate-water costs to North American GDP should be minimal, many Californians have suffered acutely from sustained drought.

Dry seeding rice reduces early season methane emissions.

There’s been a lot of recent attention on the California Air Resources Board’s (ARB) rice protocol, the first ever carbon offset protocol for crop agriculture in a compliance market.

The protocol, approved in June 2015, allows rice farmers who reduce methane emissions to become eligible for carbon credits through California’s cap-and-trade program, though growers from any rice-growing state can participate. The momentum is building. In less than one year, rice growers on more than 22,000 acres have expressed interest in the protocol – representing nearly 1 percent of all rice grown in the U.S.

When the first credits become available for purchase this summer, policymakers and regulated companies can have confidence in the rice protocol’s ability to improve climate stability, and growers can earn extra revenue, thanks to the sound science that measures emissions reductions. These reforms can unclog California’s water market and help the environment

But after five years of drought and an El Niño that failed to live up to its “Godzilla” hype, the conflict has become a crisis. How will the state adjust to a changing climate, increasing demands and prolonged periods of water scarcity?

That’s the question my colleagues and I set out to answer in Better Access. Healthier Environment. Prosperous Communities: Recommendations for Reforming California’s Water Market.

We analyzed the state’s existing market and offered a set of policy reforms to improve the efficiency, accessibility and transparency of the market so that cities, rural communities and ecosystems can benefit without altering existing water rights.

We realize that it will take a portfolio of strategies to increase the state’s resiliency in the face of a growing population and increasingly severe weather. But markets have an especially important role in leveling what has become an uneven playing field. Read More »

From California to Idaho: Protecting rural pit stops on the monarch butterfly’s great migration

As a kid growing up in northern California, I found myself migrating to the beaches and boardwalk of Santa Cruz (along with tens of thousands of other land-locked youth) to escape the sweltering inland heat each summer.

Now, as an adult more than a decade into my conservation career, I’ve come to learn that the monarch butterfly, one of America’s most well-known and beloved insects, is drawn to the same place, only during winter.

The western population of monarch butterflies spends their winters along the California coast, seeking the temperate climate and coastal forests the area offers. This overwintering habitat extends as far North as the San Francisco Bay Area and as far South as San Diego along the U.S.-Mexico border. But the highest concentrations occur in a handful of sites in and around Santa Cruz.

A few weeks ago, I paid a visit to my old summer stomping grounds to see this iconic North American butterfly.
