With New Distributed Energy Rebate, Illinois Could Challenge New York in Utility Innovation

How does the electric utility fit in to a rapidly-evolving energy system? That’s what the Illinois Commerce Commission is trying to determine with its new effort, “NextGrid.” Together, we’re rethinking the roles of the utility, the customer, and energy solution providers in a 21st-century electric grid.

In some ways, NextGrid will follow in the footsteps of New York’s innovative Reforming the Energy Vision (REV) process, a multi-year effort to re-examine how electric utilities and customers interact. A new approach is essential to accelerating the adoption of clean energy technologies and services in the state.

Like REV, NextGrid is gaining national attention for stakeholder-driven processes to reveal new ways to value distributed energy resources (DER), like rooftop solar and batteries. New York and Illinois’ efforts also seek alternatives to simply building more and more wires, poles, and power plants to meet the energy needs of tomorrow.

Yet, Illinois may go a few steps beyond New York, creating a comprehensive framework for utilities to measure how DER are making the grid smarter and more efficient. Here is what we know will happen so far.

Keeping America Great: Smart Rules Can Help The Economy And Nature Prosper

Barely a month after his inauguration, President Trump is proceeding with plans to dismantle protections under the Clean Air Act and Clean Water Act.  The targets include limiting pollution into streams and wetlands that flow into drinking water for a hundred million Americans, automobile fuel economy standards that cut tailpipe pollution, and performance standards under the Clean Power Plan that would boost renewable power and fight climate change.  Trump and his EPA Administrator, Scott Pruitt, have drawn up reckless plans to slash EPA’s budget—greeted with derision even by some Republicans in Congress.  With the tragic story of Flint still fresh in people’s minds, the President is betraying the demands of his own supporters — fully 64% of Trump voters want to maintain or increase spending on environmental protection.

These actions are a tragic wrong turn for the country — and not just because they threaten to roll back decades of progress on air and water pollution, and the recent steps forward on climate change.

What I especially worry about are the lost opportunities for economic growth, new jobs, and the competitiveness of American companies — at a time when China and others are stepping up.

The Energy Star Program Saves Americans Billions. So, Why Cut It?

Evidently, President Trump and his environmental protection chief Scott Pruitt are just getting warmed up.

Now they’ve set their sights on one of the most successful and noncontroversial energy-related programs the U.S. Environmental Protection Agency has ever managed – Energy Star, a program that saves consumers more than $30 billion a year.

According to E&E News, Trump’s draft budget encourages the EPA to “begin developing legislative options and associated groundwork for transferring ownership and implementation of Energy Star to a non-governmental entity.”

What the US Electricity Sector Can Learn from the Telecom Revolution

Utilities and regulators are not typically known for innovation. Instead, they tend to focus their efforts and attention on reliability and cost effectiveness. So, when Rob Powelson, new president of the National Association of Regulatory Utility Commissioners (NARUC) kicked off his first national meeting under the theme “Infrastructure, Innovation and Investment,” I was intrigued.

The opening general session focused on how to upgrade aging utility infrastructure in ways that optimize new technology, and introduced a new Presidential Task Force on Innovation to promote modernization. This task force will discover how NARUC members can embrace emerging innovation – like integrated energy networks and battery storage.

This utility-industry focus on innovation marks a new direction. To prepare for the venture, we can learn from the most recent rapid disruption in a related industry, telecommunications: a mere 20-year transition from POTS (plain old telephone service) to PANS (pretty amazing new stuff). Ohio’s Electric Grid is Getting Smarter, Thanks to AEP

The technology is here and customers are ready, but we need a modernized grid to unlock the clean energy future. Fortunately, utilities like AEP Ohio are taking advantage of the potential to lower pollution and customers’ energy bills by updating – and upgrading – their operations.

For the past several years, AEP Ohio has been thoughtfully implementing grid modernization, and the Public Utilities Commission of Ohio (PUCO) today approved a settlement in the utility’s program. New President, New Electric Grid?

wire-164966_1280A new set of leaders today entered the White House. As they consider measures to enhance roads and bridges, they also should focus on America’s electricity infrastructure. By focusing on investment, efficiency, and markets as their policy foundation, the U.S. will have a world-class electricity system that will advance our economy into the 21st century.

Electricity is a marvel, something even physicists don’t fully understand, yet it is the foundation for our entire economy. Think for a moment about how many interactions you’ve had just this morning with electric power – from your alarm clock, to your radio or television, to your hair dryer or shaver, to your computer or smart phone, and on and on.

Moreover, electricity generation and delivery constitute our nation’s largest industry in terms of capital investment. Less flattering, electric generators are the biggest source of harmful pollution.

U.S. electricity infrastructure is old and frayed. More than 70 percent of our grid – the lines and transformers that deliver electricity to our homes and businesses – is at least 25 years old. The average power plant in this country is 34 years old. Luckily, modern technologies are transforming the grid. And what’s more, new players are entering – and bringing innovation into – the once-monopolized and risk-adverse electricity industry. Unfortunately, its regulation is still stuck in the past.
