Closing the information gap on Texans’ energy burdens

As summer approaches in Texas, it may be hard to recall that just this January, temperatures hovered at or below freezing for as long as 64 straight hours. Texans used the most electricity ever over the course of one hour, setting a record in energy use as people reached for their thermostats and cranked the heat. For some in the state, however, this was simply not an option.

People in the lowest income brackets regularly have to choose between keeping their homes at a comfortable temperature and other everyday necessities, like putting food on the table – especially in a state like Texas with extreme temperatures. Low-income households that heat with electricity spend four times more on utility bills, as a percent of their income, compared to the average American. This “energy burden” (the percent of a person’s income spent on energy) highlights the devastating reality that many people face, as well as presents an opportunity for cleaner, smarter energy to help lower electricity bills.

Enter the Texas Energy Poverty Research Institute, or TEPRI, a nonprofit organization seeking to first understand the burden that energy costs place on low-income households, and then propose practical, equitable solutions. Environmental Defense Fund (EDF) is proudly partnering with TEPRI to advance this mission, starting with conducting a sociodemographic study to provide a detailed understanding of Texans with low incomes and their relationship to energy. Texas cities, businesses, and schools know the economic upside of clean energy

The City of Georgetown, Texas committed to 100% renewables.

Recently, the message on Texas clean energy has been getting clearer – the market is driving the clean energy economy forward. And some of those spreading the message are making it loud and clear.

Case in point, the city of Georgetown, a predominately Republican city, shifted to 100 percent renewable energy in 2015. Jim Briggs, the city’s General Manager-Utilities, clarified, “We didn’t do this to save the world – we did this to get a competitive rate and reduce the risk for our consumers.” Additionally, Briggs notes that switching to renewables will hedge against future fuel and regulatory risks.

Even if reducing risk was the primary reason for Georgetown going 100 percent renewable, the move will also slash air pollution and contribute to a healthier Texas. This shift not only has brought about a significant price decline in electricity, but has also brought millions of dollars of new investment to the city – proving to be a great economic development tool.

Texas Cities Lead on Solar, But Tapping The State’s Potential Has Just Begun

Mueller_austin_solar_array1Last year solar power saw unprecedented growth and it doesn’t seem to be slowing down. So where is much of this growth happening? In one word: cities.

In a new report from Environment America Research & Policy Center and Frontier Group, Shining Cities 2016 identifies the urban centers fostering growth in solar energy, and the policies and programs that can maximize solar potential. The cities that topped the list were, not surprisingly, primarily from the sunshine-abundant Pacific region, followed by an equal amount of cities from the Mountain, South Central and South Atlantic regions. These centers of connectivity and growth are major electricity consumers, and therefore important movers in the transition to a clean energy economy.

But there are still vast amounts of untapped solar potential in the U.S. – specifically 1,118 GW, which equates to 39 percent of total national electricity sales (enough to power over 782 million homes a year) – according to a study on “rooftop solar power generating capacity potential” by National Renewable Energy Laboratory (NREL). The same study stated that Los Angeles, the city currently with the most solar capacity, could host up to 42 times its current solar capacity, providing up to 60 percent of the city’s electricity. 3 Ways Texas’ Grid is Getting Smarter Thanks to DOE’s SunShot Initiative

rp_Pecan-Street-300x199.jpgLast week, GridWise Alliance released its 3rd Annual Grid Modernization Index (GMI), a ranking of every state’s progress toward modernization of our nation's electric system – and Texas impressively placed third. The Alliance, a leading smart grid coalition which includes Environmental Defense Fund, based its assessment on state policies, customer engagement, and investment in advancing grid operations.

As we move toward a smarter, more efficient electric system, Texas is emerging as a leader in grid modernization. And with three recent smart-grid grants from the U.S. Department of Energy’s (DOE) SunShot Initiative, the Lone Star State could climb to the top of the GMI list.

Since 2011, the DOE has awarded millions of dollars through the SunShot Initiative to a variety of public and private entities. The goal is to make solar energy cost-competitive with other forms of electricity by the end of the decade, meaning it would cost the same to get your power from solar as from more traditional sources like coal. In the short amount of time since the program began, the solar industry is already 70 percent of the way there.
