Consumers continue to rate chemicals in food as top food safety concern

For the eighth year in a row, consumers rated chemicals as their top food safety concern according to the annual industry survey of consumer perspectives on food issues. In the survey conducted in March 2022, 48% of consumers rated chemicals as their top category of food safety concern – about the same as 2021 – compared to 22% for foodborne illness from bacteria. The chemicals category includes: cancer-causing chemicals (15%); pesticides (13%); food additives and ingredients (11%); and heavy metals (9%).

Last year, we examined the International Food Information Council’s (IFIC) 2021 Food and Health Survey in detail. Our takeaway was that consumers continue to be concerned about chemicals in food, partly because they lack confidence that the federal government is actually ensuring additives—like artificial sweeteners—are safe. (Nearly 70% didn’t know that’s the government’s role).

As a result, consumers do their best to protect their health and safety by avoiding ingredients that sound like chemicals—the only way they see to control the perceived risk. In reaction to consumer concerns, some food companies have undertaken “clean label” programs, which, according to a 2017 analysis by Center for Science in the Public Interest, either remove these ingredients (which can be helpful if the removed ingredients are unsafe) or use names that do not sound like chemicals (which obscures the facts and can be misleading).

Tara Flour: A Reminder of the Real-Life Consequences of Broken GRAS

This blog is the fifth in our Broken GRAS series where we explore the Food and Drug Administration’s (FDA) Generally Recognized as Safe (GRAS) system for novel chemicals added to food.

In the spring, folks who ordered from a company that sells pre-assembled smoothies and other frozen foods for home delivery, started getting sick—really sick—after consuming an item called “French Lentil and Leek Crumbles” (Crumbles). Daily Harvest, the manufacturer, recalled the product on June 17. A month later, Daily Harvest said it had ruled out various food-borne pathogens, mycotoxins, heavy metals, and major allergens and had “identified tara flour as the cause of the issue.”

By the end of July, FDA reported the product had been linked to 329 illnesses and 113 hospitalizations in 36 states—a surprising number for a product that sold only 28,000 items. Consumer Reports described the health effects as fever, fatigue, vomiting, diarrhea, and liver problems. At least 25 people who consumed the Crumbles required surgery to remove their gallbladders. Unleaded Juice: Getting Credible Lab Results is Essential

This is the third in our Unleaded Juice blog series exploring how the Food and Drug Administration (FDA) sets limits for toxic elements like lead, arsenic, and cadmium in food and the implications for the agency’s Closer To Zero program.

FDA’s move to establish action levels on lead in juice – and eventually other foods that young children eat or drink – is an important step forward. While we believe that the action levels need to be tougher, any action level has a limited value if labs that analyze samples for contamination provide results that buyers, regulators, or consumers cannot trust.

We recommend that labs meet four criteria to provide credible results:

  • Be accredited under international standards for testing and calibration of labs (ISO/IEC 17025);
  • Use the analytical method based on FDA’s Method 4.7 [PDF, 1.16MB];
  • Demonstrate proficiency in a third-party, blinded test to quantify lead, arsenic, and cadmium to around 6 parts per billion (ppb); and
  • Provide a written report of results at that level.

FDA takes action to limit lead in juice, proposes significant – but insufficient – limits

The Food and Drug Administration (FDA) recently released draft action levels for lead in juice, proposing to reduce lead limits from 50 parts per billion (ppb) to 10 ppb for apple juice and 20 ppb for all other juices. However, the draft limits don’t go far enough to protect children. They also risk undermining the agency’s broader Closer to Zero effort to drive down children’s exposure to lead, arsenic, and cadmium in food. 

If finalized, these levels would be the most stringent in the world, including current European standards[1] and anticipated international standards.[2] For that FDA deserves credit. Public comments to FDA are due June 28.

FDA has new funding to start modernizing how it assesses food chemical risks

For the first time in recent memory Congress approved funds for FDA specifically to address food safety from potentially dangerous chemicals that may present health hazards. Now it’s time for the agency to get to work.

Congress appropriated $7 million for “Emerging Chemical and Toxicology Issues” and $11 million for “Maternal and Infant Health and Nutrition” for the current fiscal year. While these numbers are below the agency requests of $19.7 million and $18 million respectively, the funds can help FDA meet its stated goals to bring on new staff and to:

  • “Enhance and update its approach to chemicals—both those directly added as food ingredients and those that come into the food supply through food contact and environmental contamination” and
  • Address issues of concern that include lead, cadmium, and arsenic in children’s food.

The U.S. Senate today voted to return Robert Califf to the role of FDA Commissioner, bringing needed leadership to an agency that plays a vital role in protecting public health. 

While Dr. Califf faces historic challenges in the form of the COVID-19 pandemic and the opioid epidemic, he also has a tremendous opportunity to elevate the agency’s important role in protecting the public from unsafe chemicals in food.
