A conservation win and groundwater loss: Arizona ends 2022 session with mixed water record

The Verde River, one of the last free-flowing rivers in the Southwest, remains unprotected after another year of in action to address rural groundwater pumping in Arizona.

After months of negotiations, the Arizona Legislature passed a major water spending plan last month with funding for new conservation efforts to address deteriorating water supplies. However, for the fourth year in a row, state leaders failed to pass legislation to address unlimited groundwater pumping, missing an opportunity to enable a water secure future for 1.5 million rural residents and the state as a whole.

California’s new Multibenefit Land Repurposing Program is already oversubscribed. Here are 3 features of successful applications.

Last month, the state of California reached an important milestone in its effort to proactively address water scarcity and the changing agricultural landscape: The Department of Conservation awarded over $40 million to regional organizations to strategically repurpose previously irrigated farmland in ways that create new public benefits while reducing groundwater use.

The highly competitive Multibenefit Land Repurposing Program (MLRP) received 12 applications requesting over $110 million  — more than twice the funding available during the program’s inaugural year. The four successful proposals, which received $10 million each, came from critically overdrafted groundwater subbasins in the San Joaquin and Salinas valleys. Crop-switching in the megadrought: Can guayule help Arizona farmers use less water?

This year, farmers in Pinal County, Arizona, will lose two-thirds of their irrigation water from the Colorado River because of a historic shortage declaration triggered by the driest period in more than 1,000 years. And within two years, they will be completely cut off from the Colorado River.

Some farmers are responding by fallowing fields. Others are selling their land to solar companies. And then there’s Will Thelander, a farmer who partnered with EDF, Bridgestone Americas and the University of Arizona to test a new crop that uses half as much water as the alfalfa he previously grew.

Crop-switching to a desert shrub called guayule used to produce rubber is one of just many strategies that will be needed in Arizona and other regions to adapt to water scarcity and maintain agricultural economies in a new era of aridification. However, it’s not nearly as simple as just planting different seeds in the ground.

3 ways this accounting platform will help California groundwater agencies transition to sustainable supplies

As California grapples with another drought, farmers and water agencies will again lean on groundwater to offset declines in surface water supplies stemming from paltry snowmelt and corresponding low reservoirs and river flows.

However, there is at least one major difference from the last drought: Since then, more than 250 groundwater agencies have been created and have spent the last several years compiling data on their region’s groundwater supply and demand. To comply with the Sustainable Groundwater Management Act (SGMA) many groundwater agencies are now considering new tools to use this data to support groundwater management decisions.

Today, Environmental Defense Fund, the California Department of Water Resources, the State Water Resources Control Board and the California Water Data Consortium announced a partnership to scale one of these tools: an open-source water accounting platform. Congress just took two actions to boost climate resilience in agriculture

Many farmers have been feeling climate impacts on their operations through more variable rainfall, warmer nights, and shifting planting and harvesting windows. These impacts only compound other uncertainties in the agricultural economy.

Policies that help reduce production risk and increase yield resilience are good for farmers and the farm economy. Conservation practices like cover crops and fertilizer optimization can do both, while also providing broader benefits like emissions reductions or water quality protections.

How Congress can help farmers reduce loss and risk in uncertain times

It goes without saying that 2019 was an extremely difficult year for farmers like me. Unprecedented amounts of snow and rain led to 3.9 million acres in our state that couldn’t be planted.

Lake County, South Dakota, were I live, received 32% more rainfall than in a normal year. For most farmers in the area, this record-setting wet spring meant that they could only plant about 50% of planned corn acres and 80% of planned soybean acres. Read More »

Four ways conservation pays for dairy farmers, even in a weak agricultural economy

The dairy industry is a critical part of the landscape, economy and social fabric of Pennsylvania and the Chesapeake Bay. But it’s under stress.

Dairy is in the fourth year of an economic downturn in which many farmers have struggled to break even. Dairy farmers in Pennsylvania and across the U.S. are highly motivated to increase their resilience to unfavorable economic and environmental conditions, including highly variable milk and feed prices, unpredictable farm policies and extreme weather – most notably increased heavy rain events and flooding.

While dairy prices have recently trended upward and PennState Extension’s dairy outlook  predicts milk price could approach $20/cwt by the end of 2019, another PennState Extension analysis  found that the gross milk price breakeven point for most farmers in the state is $21.20/cwt.

Most of these factors are out of farmers’ control, but conservation is something farmers can be sure of.

That’s what my colleagues and I concluded after digging into the budgets of four Pennsylvania dairy farmers in our new report: How conservation makes dairy farms more resilient, especially in a lean agricultural economy. The report shows how a variety of conservation practices can deliver multiple returns on investment that simultaneously benefit the farm budget and the local environment.

How farmers’ business partners benefit from conservation

Most efforts to advance agricultural conservation focus on the farmer – with good reason, since conservation practice adoption is the direct result of farmers’ decisions, time and resources. They also focus, of course, on the environment, as the need to improve water quality and reduce greenhouse gas emissions from agriculture grows.
