Historic investments in air quality monitoring can give communities a voice in clean air solutions

The United Nations General Assembly recently declared that access to clean air and a healthy environment is a universal human right, but far too many people live in communities overburdened by pollution. Together, new legislation and a historic investment in clean air present a tremendous opportunity to reduce pollution and improve public health in the U.S. And for the first time, communities have an opportunity to direct their tax dollars to local projects that can improve air quality. 

We have hotspots when it comes to air quality – and they matter  

Air pollution can vary across communities–even from block to block–and additional monitoring can shine a light on pollution hotspots. More data is needed to understand where air pollution comes from, who it’s impacting and who’s responsible for it.  

Exposure to air pollution is not equally experienced, and the health harms fall most heavily on Black and Latino communities. The discriminatory practice of redlining, for example, played a role in determining land use throughout cities. Neighborhoods falsely labeled “definitely declining” or “hazardous” in the 1930s then experienced decades of depressed property values, which allowed polluters to move in.  

Air pollution exposure leads to negative health impacts at every stage of life. New satellite analysis shows places where monitoring isn’t reflecting health burdens, and more data is urgently needed to better understand who is being impacted by air pollution.  

New legislation and investments in air quality 

The newly passed Inflation Reduction Act includes some powerful provisions that could deliver cleaner air to communities, as well as strengthen the impact of the Infrastructure Investment and Jobs Act.  

The Inflation Reduction Act includes an historic $296m investment in air monitoring including: 

  • $117.5m: grants for monitoring focused on community air toxics from industrial facilities beside fenceline communities
  • $50m: funds to expand multipollutant regulatory monitoring 
  • $3m: grants focused on air quality sensors in low-income and disadvantaged communities
  • $25m: flexible Clean Air Act grants
  • $50m: air pollution monitoring in schools
  • $18m: U.S. Environemental Protection Agency enforcement to crack down on polluters
  • $32.5m: Council on Environmental Quality data collection 

But that’s not all. For the first time, the federal government is welcoming air insights to influence how additional billions in funds are awarded. 

  • $6b in new funding where air monitoring is an eligible activity to ensure funds are prioritized to disadvantaged communities ($3b for Environmental Justice Block Grants and $3b for Neighborhood access and equity grants) 
  • $5.8b for advanced industrials, prioritized in a way that welcomes air and health insights: “projects which would provide the greatest benefit for the greatest number of people within the area in which the eligible facility is located” 
  • $15b for greenhouse gas reductions, where disadvantaged communities are to be prioritized, creating an opportunity to include health and equity impacts in the forthcoming prioritization
  • $5b for climate pollution reduction grants, where disadvantaged communities are to be prioritized, creating an opportunity to include health and equity impacts in the forthcoming prioritization 
  • $1.15b in additional funding for non-attainment areas ($400m for clean heavy-duty vehicles and $750m for ports) 

There were also three bills recently introduced that, if passed, would support communities and EPA to better understand the air we breathe: 

  • The “Technology Assessment for Air Quality Management Act,” introduced by Senator Markey and Representative McEachin, would require EPA to better enable the development and understanding of air pollution, health and equity insights at the community level.  
  • The “Environmental Justice Air Quality Monitoring Act of 2021,” introduced by Senator Markey and Representative Castor, would direct $100m a year to hyperlocal air quality monitoring. It would enable monitoring of criteria air pollutants, hazardous air pollutants and greenhouses gases at a neighborhood scale in order to identify persistent elevated levels of air pollutants in environmental justice communities.
  • The “Public Health Air Quality Act of 2022,” reintroduced by Representative Blunt Rochester and Senator Duckworth, would strengthen air quality monitoring in communities near industrial sources of pollution, require a rapid expansion of the NAAQS or national ambient air monitoring network and deploy at least 1,000 new air quality sensors in communities. 

Community-centered solutions 

There are billions of dollars available, and it’s critical that state and local leaders design good projects that provide communities with data to better understand what’s in their air and advocate for a healthier environment. Solutions to environmental problems must center the communities that are most gravely damaged by pollution. That means a multi-stakeholder, solutions-oriented public engagement process. 

This unprecedented investment in clean air can give communities a voice in their own local air quality solutions.

Introducing Air Tracker: A backward take on air quality to pinpoint sources

EDF’s new Air Tracker tool allows us to better understand how local air pollution behaves, illuminating the path it takes from a likely source area. Because this tool allows us to look backwards at where pollution likely originated, it shifts the focus, putting communities and people first. Developing it required a shift in thinking. 

Most atmospheric scientists focus on particle and air movement to help us predict what’s going to happen in the future. As a scientist working in air pollution, I wanted to use those same principles to look backwards so I could better understand how the emissions upwind of us mix and travel through the air, providing a better picture of what we’re breathing at any given time. This way, we don’t have to model every single source to know what’s important to who and when.

When I joined EDF in 2019, our scientists had already successfully shown how mobile air monitoring programs could highlight dramatic differences in pollution levels within individual city blocks. We wanted to go beyond showing the presence of pollution–and illustrate how it traveled to get there. 

 

EDF and academia joined forces to leverage cutting edge insights.

To do this, we enlisted the help of John C. Lin, an atmospheric scientist from the University of Utah who developed the STILT model (which has since been incorporated into NOAA’s HYSPLIT model). He and his team were already working with our partners at Google Earth Outreach on a source apportionment project. We also tapped Paul Dille (who pulled in Randy Sargent and Amy Gottsegen) from CREATE Lab at Carnegie Mellon University, whose Smell PGH application allows users to better understand the pollution landscape in Allegheny County, PA. EDF colleagues Alex Franco, Mindi DePaola and Grace Tee Lewis provided invaluable insight and help as well.

Air Tracker runs on  real-time, trusted, scientific models coupled with air pollution and weather data to help residents, scientists and cities learn more about the air they’re breathing. While Air Tracker is currently mapping fine particle pollution trajectories in Houston, Salt Lake City and Pittsburgh, we designed it to work with other primary pollutants anywhere in the world.

Filling current air monitoring gaps

Despite advances in low-cost mobile and stationary monitoring networks, existing air pollution tracking is still lacking. Currently designed to provide us with a solid understanding of background air pollution, the federal and state government  system of monitors essentially smudges out the rough edges to create averages, which underemphasizes the very real, very harmful pollution burden many urban–often historically vulnerable–communities face. 

Air Tracker can help counter that averaging effect. It allows users to click anywhere within their city map to see the most likely source area of the air they’re breathing at any given time. 

Beyond the mapping application, it can improve air quality efforts in the following ways:

 

  • Placement of new monitors and networks

For communities that have long suspected they’ve been subjected to dirty air, Air Tracker can help them show that their air is influenced by nearby facilities. This can help them place monitors in specific locations to show just how much pollution they face and when it’s at its worst. 

Cities wanting to get serious about air quality can also use the tool to design either stationary or mobile monitoring efforts. It can also help them answer questions about specific facilities that are known emitters, while spotting ones that may not have been on their radar.  

  • Hold polluters accountable 

Even in cities like Houston–where a lack of zoning has allowed industry to flourish unchecked, putting homes, schools and entire communities in the path of harmful pollution–it can be hard to pinpoint which facilities are most likely responsible for localized emissions. The models behind AIr Tracker’s source area development use wind and weather data to illuminate which pollution sources are the most likely culprits, giving regulators a powerful enforcement tool.   

  • Putting communities and people first

Because Air Tracker can look backwards at pollution’s path, we can start with communities and people first when seeking to map exposure and its impacts. This can help correct for the current distortion of our current air pollution monitoring system, which wrongly assumes all people are exposed equally.  

We know communities face an unequal burden from air pollution. Our hope is that Air Tracker will allow us to better capture and highlight those discrepancies so the people living there can get the relief they need and deserve. Read more about the methodology here.

Here’s how community groups can receive funding for air monitoring

Hyperlocal air monitoring is a powerful new tool for communities that want to take charge of their air and the health consequences of pollution. The United States Environmental Protection Agency (EPA) made $20 million available for a new community air monitoring grant program, with no cost-sharing needed. EPA is encouraging community-based organizations to apply for the grants.

The impact of community-driven monitoring is impressive and growing. Interest in community monitoring is inspired, in part, by gaps in the current monitoring networks operated by federal and state governments:

  • Pollution can be as much as eight times higher at one end of the block than the other. This variation has major health impacts: Oakland neighborhoods with higher percentages of residents of color experienced double the rate of childhood asthma from traffic-related air pollution (nitrogen dioxide) compared with predominantly white neighborhoods.
  • Many of the monitors capture data only one out of every six days, and a recent study found that companies pollute more when the government isn’t watching.
  • Satellite data shows that millions of people may be breathing air that doesn’t meet the legal minimum standard in the blind spots around federal regulatory monitors.

Hyperlocal air quality monitors can demonstrate how air quality levels can vary block by block.

Communities are applying local data to a variety of exciting uses. They are securing new regulatory monitors, achieving funding for pollution reductions, reducing truck traffic into waste transfer stations, challenging permits for warehouses, demanding more transparency for truck-attracting facilities, inspiring student engagement, educating residents about health impacts of air quality, and much more.

The funding

The EPA funds are intended “to support community and local efforts to monitor their own air quality and to promote air quality monitoring partnerships between communities and tribal, state, and local governments.” Grant sizes range from $25,000 to $500,000. Eligible entities are states (including the District of Columbia); local governments; U.S. territories and possessions; Indian tribes; public and private hospitals and laboratories; and other public or private nonprofit organizations. $2 million is set aside for tribal governments, and $2 million is set aside for eligible community-based organizations. Projects must be completed within three years.

Global Clean Air Blog: How increasing data transparency can help reduce pollution

Harnessing data for good has been at the heart of EDF science for decades. Whether we’re identifying gas leaks underground or methane leaks from the air, we want to use the data we collect and analyze to help the planet and the people who inhabit it. Sometimes, that means turning it over to another organization that can do even more with it.

OpenAQ now features both reference-grade and low-cost sensor data.

One of the keys to fighting air pollution inequity is data transparency—ensuring that as wide a range of people as possible have access to as much of it as possible.

When EDF embarked on our air pollution work several years ago, we partnered with Google, whose Street View Cars drove 23,000 kilometers in Oakland, CA, collecting 3 million unique measurements of black carbon (BC) particles, nitric oxide (NO) and nitrogen dioxide (NO2). This was an astounding dataset at the time, and it took careful analysis and thoughtful work with critical community partners, who helped us better understand the hot spots the data revealed.

Those research partners—the West Oakland Environmental Indicators Project—showed us just how critical getting data into the hands of a robust, engaged community is to turning insights into the kind of action that will improve air pollution, which kills an estimated 6.5 million people every year. They provided essential local insights to help our scientists interpret the data and draw relevant conclusions. This collaboration, built on long-term engagement and trust and a recognition of their role in community organizing in data analysis, was critical to informing policy action. 

Taking advantage of multiple types of pollution and health data and a new legal mandate from the state legislature, the West Oakland Environmental Indicators Project worked with community members and the Bay Area Air Quality Management District to co-create the West Oakland Community Emissions Reduction Plan, turning air pollution data in action.

Merging our data with a robust, community platform

That’s why I’m excited that OpenAQ will be using the datasets we’ve collected and analyzed over the last 5 years. They’ve invested in and continue to build and maintain a robust platform for sharing data from a variety of sources, including government monitors, PurpleAir, HabitatMap and Carnegie Mellon University.

Through workshops in various countries around the world—currently held online—they’ve developed and nurtured a community of researchers and dedicated activists who can access air pollution information in one central location. After all, this air quality sensor revolution is only a revolution if people can see the data. It’s foundational to the ability to take action–whether in West Oakland, California or on the other side of the world.  

This data they present isn’t just for air quality scientists. Their dashboards are accessible enough for those with even a casual interest in air pollution to read and understand. For more technical users, OpenAQ provides an API to pull data for analysis.

As momentum grows to tackle the global air pollution crisis, groups like OpenAQ will be instrumental in helping EDF drive clean air action by shining a light on air quality at a scale and scope never seen before. We hope you’ll spend some time on their platforms, explore the data, and share it with your community.

Pandemic exposes need for cities to improve air pollution data collection to protect public health

We’ve long known that air pollution is linked to health problems like heart disease and asthma, and that these risks are highest for the elderly and people with existing heart and lung diseases. Now, new evidence shows the same people who have lived with polluted air for decades are also at increased risk for severe illness from Coronavirus.

These findings are generating unprecedented urgency to clean the air we breathe and underscoring the importance for cities across the globe to make air pollution monitoring a priority in a post-pandemic world.

But as local leaders grapple with how to tackle air pollution and protect vulnerable communities, they’re faced with a big challenge: they lack the localized data needed to properly protect public health and reduce harmful emissions.

New, lower-cost sensor technology is allowing scientists, advocates and government officials to map air pollution at the hyperlocal level, which can reveal pollution patterns within neighborhoods and even individual city blocks.

Policymakers tasked with rebuilding healthier and more resilient communities in a post-pandemic world can use localized data to work more effectively with residents and stakeholders to implement powerful interventions that reduce air pollution in overburdened communities.

What better data can tell us

Everyone deserves to breathe clean air, but where you live determines how likely pollution is to worsen or shorten your life. And while most conventional monitoring systems can provide a general sense of a city’s air quality, they can’t account for air pollution at the neighborhood level, where people live, work, and play.

There are two ways local leaders can leverage hyperlocal air quality data to inform solutions for improving community health.

Finding the pollution culprit: Source apportionment

It’s common to see local variations in air pollution concentrations – a spike at one end of the block, but not the other. It’s more difficult, though, to determine the reasons behind that spike.

Through a process called source apportionment, cities can pinpoint the origin of air pollution emissions – using the most sophisticated methods, this information can be obtained at the level of down to a single idling truck, a specific power plant, or even a smoke stack from that plant. This level of specificity can show how individual sources are responsible for fluctuations in air pollution levels, as well as how much impact one sector of sources is having compared to others. For example, is a city’s biggest air pollution problem its diesel trucks or its power generation facilities?

Knowing exactly where pollution is coming from empowers city officials to see how much of their air pollution originates within their city boundaries, versus how much might be coming from a source in the neighboring region. Local governments, such as Salt Lake City are using these insights to identify where they have the authority to implement tailored interventions, or where they can collaborate with neighboring municipalities to clean the air for all.

Understanding the true impact air pollution has on health

The science is clear that air pollution is harmful to human health. Yet, we know little about where and how people are most affected.

Are the higher asthma rates in one neighborhood the result of pollution coming from local truck traffic, and not an upwind power plant? Is your community more or less affected than others in your city and why? Unfortunately, too often we’re seeing it’s low-income and minority populations that are hit the hardest, and tools like Health Impact Assessments (HIAs) are being used to prioritize environmental justice and policy actions.

HIAs were introduced as an independent tool to help practitioners, and decision makers incorporate and weigh public health considerations in decision making. Cities, including New York, London and Barcelona are using HIAs to evaluate what the potential health gains are from adopting various policies. In the Bay Area and in Houston, satellite and sensor data are being used to make the invisible visible.

As local leaders devise solutions for improving air quality, it’s critical that human health is made a top consideration. Making health a factor in the cost benefit analysis will enable cities to show that not only did their policies drive down pollution levels, they too improved public health.

Cleaner skies for a healthier tomorrow

Even in cities that might meet health-based standards, air pollution can burden or even shorten residents’ lives. And it’s disproportionately impacting some communities more than others.

The global pandemic reinforces the need for policies guided by sound science that safeguard our health and climate. At the same time, it’s bringing longtime inequities into sharper focus.

As we look into the future, it’s critical that local leaders harness hyperlocal data to forge evidence-based policies that drastically reduce pollution while building more resilient, inclusive communities.

How cities around the world are responding during the pandemic

Air pollution at some commuter hotspots in London, UK halved in the first four weeks of lockdown, according to new research by our European colleagues. A separate survey showed one in six with lung conditions noticed their conditions were improved during the lockdown. London also temporarily expanded its Congestion Charge to new hours during the evenings and weekends to help reduce traffic pollution. Ultra-low emission vehicles and electric vehicles may drive in Central London without paying the hefty fees.

In Houston, One Breath Partnership is educating residents about environmental racism and the disparities of health impacts of pollution and COVID-19 on Black and Brown communities.

In Beijing, China, local authorities used the biggest political gathering of the year, China’s “Two Sessions,” to set an example and promote cleaner transportation options to the public. During the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) in May, NPC and CPPCC representatives from Beijing all used electric vehicles for conference-related transportation. Beijing also has been promoting green transportation through programs such as waiving bike-sharing fees during rush hour and providing additional discounts to frequent bike-sharing users. EDF’s bike-sharing air quality monitoring pilot can help provide supporting data and in turn evaluate the social impact of the city’s approaches to reducing air pollution.

Paris, France is subsidizing purchases of electric bicycles, up to half the cost, or 500 Euros.

Bogotá, Colombia has responded to the pandemic by accelerating existing efforts to encourage low-carbon and cleaner forms of urban transport, such as adding 80 km of ciclovia (bicycle lanes) to the existing 560 km network and making greater provision for pedestrians.

EDF surveyed sustainability leaders across the globe to better understand cities’ unique challenges and opportunities for air pollution management. According to preliminary results, 82% of respondents recognize Health Impact Assessment (HIA) and source apportionment as necessary tools to take action on air pollution. Why now is the moment for cities around the world to act decisively on air pollution

Around the world, we’ve seen dramatic improvement in air quality as a result of the response to COVID-19. While it’s come from an artificial and unwanted brake on the global economy, it’s drawn renewed attention to the devastating impacts of outdoor air pollution.

As many large cities around the world emerge from lockdown, city authorities need to act decisively to prevent air pollution rebounding and even exceeding pre-COVID-19 levels. That was the conclusion of participants in a “Clear Skies to Clean Air” webinar I moderated last week by the Organisation for Economic Co-operation and Development World Wildlife Fund and Environmental Defense Fund, in collaboration with the World Bank.

The improvements in air quality seen during the COVID-19 lockdown have shown individuals and policymakers what is possible and could open the door to reinvigorated efforts to address pollution.

The webinar heard from policymakers on the front lines of addressing air pollution: Shirley Rodrigues, Deputy Mayor of London, with responsibility for environment and energy; and Claudia López, Mayor of Bogotá, Colombia.

Cities need devolved powers if they are to address local air pollution, argued Rodrigues: “We can’t have a centralised approach … Citizens deal with their local authorities, mayors know what is needed in their cities. Devolving powers, alongside funding, is absolutely critical so we can push the electrification agenda and the reclamation of roads, so we can avoid a car-based recovery.”

As well as discussing ongoing efforts that London has been making to encourage cycling and walking, Rodrigues also described how the city has been working with EDF to develop “hyper-local” air monitoring, which can inform a better understanding of how pollution is disproportionately affecting low-income communities. “Unless you have the data to really understand where the hotspots of pollution and hotspots of inequality [overlap], you can’t target your resources and your efforts.”

López explained how Bogotá has responded to the pandemic by accelerating existing efforts to encourage low-carbon and cleaner forms of urban transport, such as adding an additional 80 km of cycle lanes to the existing 560 km network and making greater provision for pedestrians.

“This is not going to be temporary – we’re going to take advantage of the pandemic to speak more to this agenda for clean and green transportation,” she said.

She also noted the importance of working cooperatively with adjacent local authorities: “We won’t be able to achieve our goals if surrounding municipalities don’t share our vision and our goals, because air doesn’t recognize administrative boundaries.” Similarly, clean transit systems need to be built at the regional level if they are to be effective, she added.

Targeted policy interventions by World Bank & EU

Karin Kemper, Global Director, Environment, Natural Resources and Blue Economy Global Practice at the World Bank, catalogued some of the impacts from toxic air: 7 million deaths from air pollution each year; a cost to the global economy of around $5.7 trillion in 2016 alone; a disproportionate effect on the poor; and the exacerbation of susceptibility to COVID-19.

“Fortunately, the evidence shows that there are many actions and measures we can take to improve air quality,” said Rodolfo Lacy, Director for the Environment Directorate at the OECD. The pandemic, he said, “has demonstrated the potential for targeted mitigation efforts to generate rapid and significant improvements, and the accompanying economic benefits in terms of improved health are quite relevant.”

He added that the OECD has a number of policy recommendations in this area: existing air pollution regulations are enforced; any COVID-19 responses do not worsen air quality issues; road space is reallocated to pedestrians and cyclists; low-emission zones in cities should be expanded; and air quality monitoring networks should be extended and upgraded.

“One of the things about air pollution is that it really lends itself to policy interventions,” Kemper added. In addition to the OECD recommendations, she recommended policies that aim to reduce emissions of black carbon – which has the added benefit of helping to mitigate climate change – and the removal of subsidies on fossil fuels, which currently amount to $4.7 trillion each year, or 6.5% of global GDP.

“This may be the moment, when fossil fuels are naturally cheap, to repurpose subsidies and use them for other things, such as in the health sector or education,” she said.

“Finally, carbon pricing and pollution charges are really important,” she added, noting that the World Bank has been working with Mexico and Colombia to design carbon pricing systems.

Daniel Calleja Crespo, Director General for Environment for the European Commission spoke about the massive “Next Generation EU” Plan, to ensure the economic recovery from COVID-19 is sustainable, even, inclusive and fair for all member states. To repair and prepare for the next generation, the Commission will issue 30-year bonds totalling 750 billion euros ($842 billion USD), for investing in energy efficiency in buildings and infrastructure, renewable energy development and storage, carbon capture and sequestration, biodiversity and health. He said, “This plan is based on the ‘Green Oath,’ which abides by the principle, ‘do no harm.’ This plan will create resilience and a circular economy for future generations.”

The new plan goes farther than its previously announced European Green Deal. This growth strategy transforms the EU into a modern, resource-efficient, cleaner and competitive economy where there are no net emissions of greenhouse gases by 2050, economic growth is decoupled from resource use, and no person and no place is left behind.
