Water heroes emerge in California’s Central Valley

California’s Central Valley, which stretches 450 miles from Redding in the north to Bakersfield in the south, is the nation’s richest agricultural region, producing 40 percent of our fruit, vegetables and nuts on nearly 9 million acres of irrigated farmland. The Valley is also ground zero for California’s water problems.

As California endures its fifth year of drought, cities, farms, and communities across the state are experiencing severe water stress. Rivers, lakes and reservoirs are drying up, so residents are turning to groundwater pumping to quench their thirst. As a result, many of the state’s groundwater aquifers are being depleted, causing wells to run dry or become contaminated.

The most critically overdrawn aquifers are in and around small, rural communities in the Central Valley. Here, thousands of people—many of them low-income farm workers—live without safe drinking water.

From Tennessee to the arid West, water runs through my work

Eastern Tennessee, at the edge of Appalachia, is a beautiful part of the country. Abundant rainfall and a humid climate have created a lush, green landscape filled with thriving streams and rivers. As an adolescent living in this environment, fishing was one of my family’s favorite pastimes. I have such great memories of floating these rivers and catching smallmouth bass and walleye.

But not all streams were great for fishing in Eastern Tennessee. Runoff and sedimentation from widespread coal mining and manufacturing would turn some rivers red. The sight of rivers nearly devoid of life disturbed me and marked the beginning of my slow evolution toward a career in water management.

My career has been a journey, exploring and addressing the nuances that define water, particularly in the western United States. The lure of water led me to Colorado State University, where I received a doctorate degree in watershed sciences. There I immersed myself in water issues, with a big focus on agricultural water use. I made my way back east to teach geology at Radford University before moving to California to begin work as a watershed engineer and consultant.

The snake at the crux of California’s wildlife challenge, and the policy that can solve it

Enter the giant garter snake. The giant garter snake is an aquatic species native to California and a federally-listed “threatened” species that largely persists today – along with many other critters – in the vast acreage of Central Valley rice fields and water distribution canals.

In the past, seasonal floods would transform California’s Central Valley into a great inland sea of floodplain habitats teeming with fish and wildlife, including the giant garter snake.

Over time, development of the flood and irrigation systems that enabled the Central Valley’s $17 billion agricultural economy has led to the destruction of 95 percent of the region’s historic wetlands, putting countless California wildlife at risk of extinction.

For example, ongoing flood system operations and maintenance activities—required to protect farms and communities in the floodplain—continue to disrupt giant garter snake habitat. What’s more, when drought or fallowing reduces water deliveries to rice growers, the snake’s remaining habitat can dry up.

We need a better way to protect and restore habitat for wildlife like the giant garter snake, before it’s too late.

How can we better target public funds for wildlife conservation? Look to Elliott Ranch

The Swainson’s hawk was listed as a threatened species in California in 1983 due to loss of habitat and decreased numbers across the state.

This week, the Delta Conservancy, a California state agency, awarded Environmental Defense Fund (EDF) a grant of $380,000 to implement a habitat enhancement project for the state-listed Swainson’s hawk on Elliott Ranch in West Sacramento, near the Sacramento-San Joaquin Delta. The grant is part of California’s public water bond funding being managed by the Delta Conservancy to restore wildlife habitat in the Central Valley.

The Elliott Ranch project will enhance Swainson’s hawk habitat on 300 acres. Specifically, the project will expand the hawks’ hunting grounds by restoring habitat for their prey and converting existing crops to bird-friendly pasture.

Central to the project will be the use of a habitat quantification tool (HQT) designed by EDF and local stakeholders to evaluate the current quality of habitat for Swainson’s hawk and compare restoration alternatives to optimize habitat outcomes. This will be the first time the HQT will be used as a mechanism to help allocate public funding to the most high value habitat improvements in California.

According to a new World Bank report, regions around the world could gain or lose up to 6 percent of their GDP by 2050 depending on how they manage for climate-driven water scarcity.

I was curious about how the report’s findings might apply to California, where I live.

Here in the Golden State, water scarcity is a familiar threat. And while the World Bank found that climate-water costs to North American GDP should be minimal, many Californians have suffered acutely from sustained drought.

These reforms can unclog California’s water market and help the environment

But after five years of drought and an El Niño that failed to live up to its “Godzilla” hype, the conflict has become a crisis. How will the state adjust to a changing climate, increasing demands and prolonged periods of water scarcity?

That’s the question my colleagues and I set out to answer in Better Access. Healthier Environment. Prosperous Communities: Recommendations for Reforming California’s Water Market.

We analyzed the state’s existing market and offered a set of policy reforms to improve the efficiency, accessibility and transparency of the market so that cities, rural communities and ecosystems can benefit without altering existing water rights.

We realize that it will take a portfolio of strategies to increase the state’s resiliency in the face of a growing population and increasingly severe weather. But markets have an especially important role in leveling what has become an uneven playing field. Read More »

Targeting conservation dollars makes good sense

A University of Michigan study released late last month implies that in order to meet the U.S. and Canadian governments’ 40 percent phosphorous reduction target for Lake Erie by 2025, farmers will need to significantly ramp up their conservation efforts.

Some of the stories covering this study focused on the more drastic measures called for, such as converting thousands of acres of productive cropland to grassland. But I’m optimistic that we can indeed work with farmers to meet this goal by 2025, without having to impact production so drastically – we can do so through targeting.

Targeting refers to directing conservation dollars and practices to places on the landscapes where they’ll be most effective. In Ohio, that means targeting the areas delivering the highest amount of nutrients into Lake Erie.

USDA gives big boost to sustainable farming in North Carolina

Woman on a farmEnvironmental Defense Fund’s efforts to improve sustainable farming practices through the grain supply chain received another boost, thanks to a USDA Regional Conservation Partnership Program (RCPP) grant of $500,000 in North Carolina.

The award supports EDF’s collaboration with Smithfield Foods, the world’s largest pork producer, and brings in university and grower organization partners. In 2014, Smithfield’s hog production division made a commitment to engage 75 percent of its grain sourcing acres, or about half a million acres, in sustainable farming practices by 2018. These practices reduce fertilizer losses to the water and air, thereby improving water quality and cutting greenhouse gas emissions.

In 2015, through a sustainability program called MBGro, Smithfield helped farmers plant cover crops, use efficient nitrogen sensors, and employ other conservation practices on nearly 100,000 acres in the Southeast. Earlier this year, the company announced the expansion of its sustainable grain program to its Midwest sourcing region with ag retailer United Suppliers.

My two agricultural hats: scientist & advocate

Woman in the wild“It’s the hydrology, stupid!” a colleague once joked about the thrust of my career. I couldn’t agree more. I study what’s working and what’s not across agricultural landscapes — the Midwest corn belt is a current focus — and believe that the fundamental changes we’ve made to the land by draining it, removing native vegetation and altering the water flow have caused many of the environmental issues the region faces today.

I’m intrigued by agriculture, where people and nature intersect across vibrant landscapes to provide tangible benefits to individuals, local communities, and the surrounding ecosystem. My job, which allows me to indulge that fascination on a daily basis, requires me to simultaneously think like a scientist and an environmental advocate, a dual role that I first started to cultivate growing up in rural England. From Mexico City to San Francisco: A multi-national perspective on water management

On World Water Day, I am reminded of what brought me to the Environmental Defense Fund: a passion for working on market-based incentive programs to improve groundwater management in California, ultimately benefiting multiple, diverse communities.

Born and raised in Mexico City, I moved to San Francisco to work on drought-related problems in California. It has been a surreal experience, allowing me to help disproportionately impacted communities, many of which are poor Latino communities in the rural Central Valley, where most of the nation’s fruits and vegetables are grown. In this way, I feel a little bit closer to home.

Water security for all

Many people may not realize it, but only about 5 percent of usable water in California is visible; the rest is underground. With access to surface water curtailed because of a five-year drought, many of the state’s biggest water users – farms and cities – have relied on groundwater pumping as a last resort. This has drawn down aquifers to dangerously low levels, and has left some rural communities without any water at all.  Read More »
