A Two-in-One Energy Solution: Capturing Waste Heat for Electricity

Source: flickr/VattenfallIn Dublin, Ohio, the Community Recreation Center decided to reduce its energy waste. Rather than rely on an electric utility to burn more coal or natural gas to provide electricity, as well as its own boilers to burn more fuel to provide heat, the facility decided to install a combined heat and power (CHP) unit.

The CHP or “cogeneration” project produces both electricity – allowing the Center to keep its lights on during power outages – and heat – keeping offices and swimming pools warm. The CHP unit is financed with private capital and will allow the Center to save roughly 10 percent on its energy bills.

“It’s pretty simple,” said Patrick Smith, a co-developer of the Dublin project. “It’s a generator, and we happen to capture the heat.”

Technology of the past…

Cogeneration is not a new concept or technology. In fact, Thomas Edison’s first power plants sold both heat and electricity to nearby buildings and factories. Yet to electrify America quickly in the early 20th century, policymakers and power companies created monopoly electric utilities that were protected from competition and guaranteed profits based on how much money they spent. What Texas’ Elected Officials Should Know About House Bill 40

HB40The Texas Senate is poised to vote on House Bill 40, new legislation that threatens to gut municipal rules and oversight of oil and gas drilling. The bill, an over-the-top reaction to the Denton fracking ban, stacks the deck in favor of industry and if passed, will undo almost 100 years of local home-rule authority.

That’s a big problem for Texas cities, especially since there seems to be broad misconception about what HB 40 does and doesn’t do. Despite what supporters are saying, this is not a “narrowly tailored” bill, but instead, a complete restructuring of Texas government that will drastically impact a city’s ability to protect the health, public safety and property of Texans who live in areas with heavy drilling activity.

A Legislative Push to Get Texas Serious About Demand Response

rp_engineer_with_controls_378x235.jpgWith the blooming Texas bluebonnets signalling the end of winter and at least a few weeks before the blazing heat begins, spring might not seem the ideal time for the Texas Legislature to debate laws about keeping the lights on or electric grid reliability.

But with a history of extreme temperatures, a booming population and economy, and new federal clean air rules coming into effect, now is the time for the Texas Legislature to take a strong policy stance in favor of demand response, an energy management program too long neglected as part of Texas’ comprehensive energy portfolio. Simply put, demand response is an innovative tool that rewards people who use less electricity during times of peak, or high, energy demand. In effect, demand response relies on people and technology, not power plants, to meet the need for electricity. But energy market rules prevent demand response from reaching its potential in Texas, because they fail to fully recognize its value and pose barriers to its providing energy and reliability services.

Advanced Energy Management Alliance (AEMA) – a coalition which includes demand response providers, end-user customers, suppliers, and affiliated businesses operating in Texas – is joining with the Environmental Defense Fund to support bills that would expand the deployment of demand response in Texas and eliminate constraints that impede its growth. It’s Not Magic. It’s Voltage Optimization.

Imagine homeowners and businesses saving millions of dollars – and cutting pollution – without needing to do anything. Magic? No, but it does require electric utilities to take advantage of new technologies that better provide customers with just the right amount of voltage to their electrical outlets.

Many appliances, including incandescent lighting, work just as effectively, yet consume less energy, when the flow of electricity to them is reduced. Put another way, higher voltages generally make individuals and businesses needlessly use more energy, driving up electricity bills and air pollution. Therefore, if voltage was “right-sized,” residents would get enough power to run their appliances efficiently, but not so much that they use more electricity than needed.

What we’ve described above is “voltage optimization,” and a new study by Commonwealth Edison Company (ComEd) looking at this technology’s potential within Chicago and northern Illinois found it could reduce the need for almost 2,000 gigawatt-hours of electricity (enough to power 180,000 homes) each year at an amazingly low cost of less than two cents per kilowatt-hour – more than is achieved now from the utility’s other efficiency programs. This translates to $240 million per year in savings for ComEd’s customers, of which 90 percent could potentially benefit. Clearing the Air: L.A.’s Vision for Clean Transportation

3091482472_90f3126a9f_zThere’s something remarkable happening in the city of Los Angeles, you can feel it in the air – and it’s definitely not the country’s worst pollution or the record-breaking heat – it’s the winds of change. Los Angeles is in the process of reinventing itself from a dystopian vision of traffic jams and unbreathable air into an urban leader in sustainability.

Last week L.A. Mayor Eric Garcetti unveiled a bold new plan (pLAn) to revolutionize sustainability in Los Angeles, including taking a bite of the big enchilada responsible for the most air pollution that gets in our lungs and greenhouse gas pollution that causes climate change – the transportation sector. Mobile sources (think diesel trucks, trains, ships, aircraft, and cars) account for 90 percent of Southern California’s harmful air pollution. Statewide, the transportation sector is responsible for nearly 70 percent of smog-forming gases and 40 percent of the state’s climate change pollution every year.

While some progress has been made – the number of non-attainment days (days when an area doesn’t meet the federal air quality standard) has decreased dramatically since the 1990s and the Port of Los Angeles has reduced diesel particulate matter by 80 percent since 2005 – there are still huge clean air disparities. We know the dirtiest zip codes in L.A. are also the ones with a disproportionately large amount of low-income communities and people of color. WANTED: Gang of Texas Legislators on the Loose at the Capitol Upending Local Control and Putting Texas in Harm’s Way

There is an assault on public health and environmental integrity underway in the Texas Legislature right now that’s the worst I’ve seen in my twenty-something years as an environmental advocate.

The Texas Legislature is currently considering a series of bills that would eliminate much of the important rules protecting not just air and water, but also public health and safety. Many of these laws have been in place for decades and are critical in a state where the energy industry and large polluting companies are a key part of our economy.

Here’s a run-down of some of the worst bills being considered at the Texas Legislature and the elected “leaders” sponsoring them:

Wanted_Poster-Fraser V2 (2)Crime: State Senator Troy Fraser (R-Horseshoe Bay), author of Senate Bill (SB) 931, is proposing to undo the law that put Texas on the national – and international – map for wind energy: the Renewable Portfolio Standard (RPS). Set into law in 1999, the RPS set renewable energy, predominately wind, goals for Texas, launching a windfall of new investment in West Texas and the Panhandle. This is the same law that helped create 40 new businesses and 30,000 jobs in 57 West Texas counties, including Fraser’s own county.

Wind energy is a vital component of Texas’ economy and environment. Not only does it support thousands of jobs, predominately in rural West Texas, but wind energy also requires virtually zero water, saving an estimated eight billion gallons of water each year. This bill would also halt construction of the Competitive Renewable Energy Zone (CREZ), a 3,600 mile transmission line that will connect remote West Texas wind energy to the eastern cities that need its power. This project, one that the state has already invested in, would deliver enough power to energize 3.7 million to 7.4 million homes and increase the available wind power supply by a whopping 50 percent.
