Flooding threatened this North Carolina town’s infrastructure, so it turned to nature to help.

Like many cities across the country, Hendersonville, North Carolina, is grappling with how to protect its residents and infrastructure from extreme weather events, which have increased fourfold nationally since 1980.

The western part of the state, where Hendersonville is located, recorded its wettest period on record between 2015-2018 [PDF]. This influx of water accelerated streambank erosion and threatened the city’s critical sewer and drainage infrastructure, which was not built to withstand the new normal of extreme rainfall. Four ways North Carolina can build resilience year round

Earlier this week, North Carolina Gov. Roy Cooper signed a proclamation recognizing the imperative to think anew about how the state lives with climate change. The governor emphasized the importance of building resilience as North Carolina communities continue to recover from an onslaught of devastating hurricanes and other extreme weather events.

Flooding has been the biggest problem this year, from headline-grabbing events like Hurricane Dorian, to intense, fast-forming thunderstorms like those we experienced in June, when 3 inches of rain fell per hour. In fact, June was the eighth wettest month on record since 1895.

September, however, was among the driest months in a decade, contributing to what experts call a “flash drought.” For farmers, flash droughts are problematic because they can cause crop loss, especially when crops have shallow roots after being planted during a wet month. While farmers were able to harvest some crops this fall, other harvests are at risk from the dry weather.

This pattern of extreme rain combined with flash drought is straining already beleaguered farmers and residents. Read More »

Will we be prepared for the next natural disaster? Let’s make sure the answer is “Yes.”

It’s hard to believe it’s been nearly a year and a half since Hurricane Matthew delivered devastating floods across eastern North Carolina. With so many families and communities still recovering from that storm, the thought of having to prepare for the next one is daunting, but it’s a necessary reality.

This month, a group of North Carolina state legislators will convene in Raleigh to discuss how to spend the state’s remaining federal disaster relief funds provided in the wake of Matthew.

In addition to the needs of still ongoing recovery efforts, the North Carolina House Select Committee on Disaster Relief is expected to begin exploring investment opportunities related to flood control and risk mitigation. Read More »

It’s time for stream policy to catch up with the science

Streams are one of the most important sources of drinking water across the country. That’s why it is especially alarming that scientists have concerns about North Carolina’s streams and rivers, where I get much of my drinking water.

But streams aren’t just for drinking. These waterways provide countless other benefits to local communities, including recreational opportunities, flood control, improved fish and wildlife habitat, and irrigation for agriculture, to name a few. That’s why it’s vitally important that impacts to streams are offset with effective restoration.

Earlier this month, I visited the site of a successfully restored stream not far from my home with Will Harman, stream mitigation expert at Stream Mechanics and partner to our stream work at EDF.

Will has been working with streams for over 25 years – first launching the stream restoration program at North Carolina State University, and then starting his own private company for stream restoration and mitigation. His three-pronged approach involves conducting applied research, teaching and completing projects.

During our site visit, I had the opportunity to ask Will several questions about the site, the tools he uses to design stream restoration projects, and next steps for protecting streams in North Carolina and beyond.
