Here\u2019s a roundup of the actions that were strongly supported by the EDF Water Team.<\/p>\n<h3>Texas goes big on water with $20 billion package<\/h3>\n<p>Alongside a large coalition of stakeholders, EDF supported and helped to shape a $20 billion, 20-year ($1 billion per year) funding package that will support water supply development and infrastructure repairs, including aquifer storage and recovery projects, agricultural water efficiency projects, and wastewater reuse. The package, <a style= href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-signs-largest-generational-water-investment-in-texas-history-in-lubbock\" target=\"_blank\" rel=\"noopener\">signed by the governor in a ceremony<\/a>Wednesday, is the first-ever investment in water of this magnitude in Texas. It will go to voters for final approval as a constitutional amendment on the November ballot.<\/span><\/p>\n<p><!--more--><\/p>\n<p>EDF also spearheaded the successful allocation of $7.5 million for local groundwater data and science \u2014 an essential foundation to managing Texas\u2019 aquifers. One bill that passed with EDF\u2019s support (SB 21) will set up a state permitting system to cover the nearly 95% of New Mexico\u2019s seasonal waterways that lost federal protections as a result of a 2023 Supreme Court decision (<a href=\"https:\/\/www.edf.org\/how-supreme-court-put-nations-wetlands-risk\" target=\"_blank\" rel=\"noopener\"><em>Sackett v EPA<\/em><\/a>).<\/p>\n<p>In addition, New Mexico lawmakers approved the following funding:<\/p>\n<ul>\n<li>$200 million for drinking water and wastewater infrastructure.<\/li>\n<li>$20 million for watershed restoration and protection.<\/li>\n<li>$15 million for Indian water rights settlements, matching $3 billion in federal funds.<\/li>\n<li>$7.5 million for aquifer mapping and monitoring.<\/li>\n<li>$5 million for a new Agricultural Water Resilience Pilot Program.<\/li>\n<li>$5 million for riparian area restoration and protection.<\/li>\n<li>$2 million for implementation of the Water Data Act, which directs state agencies to identify, modernize and integrate water data.<\/li>\n<\/ul>\n<figure id=\"attachment_840\" aria-describedby=\"caption-attachment-840\" style=\"width: 974px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-840 size-full\" src=\"https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/\/EstanciaBasin_photocredit_970.png\" alt=\"Center pivot on green field with mountains in background.\" width=\"974\" height=\"487\" srcset=\"https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/EstanciaBasin_photocredit_970.png 974w, https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/EstanciaBasin_photocredit_970-300x150.png 300w, https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/EstanciaBasin_photocredit_970-768x384.png 768w\" sizes=\"(max-width: 974px) 100vw, 974px\" \/><figcaption id=\"caption-attachment-840\" class=\"wp-caption-text\"><strong>New Mexico water fact:<\/strong> New Mexico depends more on groundwater than any other state, with about <a href=\"https:\/\/nepis.epa.gov\/Exe\/ZyPDF.cgi\/P100R51V.PDF?Dockey=P100R51V.PDF\" target=\"_blank\" rel=\"noopener\">87%<\/a> of New Mexico\u2019s public water supply coming from groundwater. OWP has been working on a bill (SB1153) introduced by Gov. Tina Kotek\u2019s office that would require that water transfers, including moving a groundwater well within a quarter mile of a stream, do not diminish instream flows, protecting wildlife habitat, cultural resources, and recreation into the future. Still, 97% of Oregon stream miles do not have an instream water right. <em>Photo: Bureau of Land Management<\/em><\/figcaption><\/figure>\n<h3><strong>California appropriates climate bond funds to land repurposing<\/strong><\/h3>\n<p>The California Legislature approved $12 million for the state\u2019s Multibenefit Land Repurposing Program \u2014 the first installment of $200 million allocated to the program included in the $10 billion <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4958\">Proposition 4 climate bond<\/a> approved by voters in November. The oversubscribed program pays farmers to voluntarily take irrigated agricultural land out of production and convert it to other uses that reduce groundwater pumping and deliver other benefits.<\/p>\n<p>Since EDF helped develop the program, which launched in August 2022, a variety of <a href=\"https:\/\/blogs.edf.org\/waterfront\/2025\/05\/29\/land-repurposing-program\/\">projects have broken ground<\/a>. EDF has played a pivotal role in efforts in Arizona to establish groundwater management programs in three basins covering about 5,000 square miles, the first expansion since 1985. EDF helped support local residents\u2019 advocacy that led to the precedent-setting proposed management goal of the new <a href=\"https:\/\/www.azwater.gov\/ama\/willcox-ama\">Willcox Active Management Area<\/a> of reducing groundwater depletion by 50% by 2075.<\/p>\n<p>As the Arizona Legislature continues to resist passing statewide legislation, EDF is working closely with Gov. Katie Hobbs, her staff, and the Rural Water Work Group to continue this progress with the goal of establishing a statewide groundwater management program.
