Fostering diverse, sometimes difficult, partnerships \u2014 particularly between policymakers, producers, and frontline communities \u2014 is at the heart of EDF&#8217;s water program.<\/p>\n<figure id=\"attachment_691\" aria-describedby=\"caption-attachment-691\" style=\"width: 300px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.sup.org\/books\/title\/?id=35076\"><img decoding=\"async\" class=\"size-medium wp-image-691\" src=\"https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/\/F_9uqM9aMAAGfAz-300x300.png\" alt=\"\" width=\"300\" height=\"300\" \/><\/a><figcaption id=\"caption-attachment-691\" class=\"wp-caption-text\">Buzz Thompson&#8217;s new book argues the scale of the water crisis requires stronger public-private collaboration.<\/figcaption><\/figure>\n<p>Partnership is also at the center of an intriguing new book from Stanford law and environmental social sciences professor <a href=\"https:\/\/www.ppic.org\/person\/barton-buzz-thompson\/\">Barton \u201cBuzz\u201d Thompson.<\/a> In <a href=\"https:\/\/bookshop.org\/p\/books\/liquid-asset-government-business-and-the-future-of-water-barton-h-thompson\/19732152\" target=\"_blank\" rel=\"noopener\"><em>Liquid Asset: How Business and Government Can Partner to Solve the Freshwater Crisis<\/em><\/a>, Thompson argues partnership \u2014 between the private sector, lawmakers, state agencies, philanthropic foundations, and non-profits such as EDF \u2014 gives us the best chance to address the growing freshwater challenges confronting the world today. He explores exactly how such public-private partnerships can develop by addressing four key questions:<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>Does the private sector promise anything unique in solving the global water crisis?<\/li>\n<li>What are the risks of private involvement given the &#8220;public-ness&#8221; of water?<\/li>\n<li>What are the challenges of working in a traditionally public sector?<\/li>\n<li>How exactly can the private and public sectors partner?<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><!--more--><\/p>\n<p><a href=\"https:\/\/www.ppic.org\/person\/sarah-bardeen\/\"><strong>Sarah Bardeen<\/strong><\/a> of the Public Policy Institute of California (PPIC) recently sat down with Buzz to talk through some of his thoughts on these core questions. Her interview \u2014 <a href=\"https:\/\/www.ppic.org\/blog\/how-business-and-government-might-solve-the-freshwater-crisis-together\/\">originally published by PPIC<\/a> \u2014 is below:<\/p>\n<p><strong><a href=\"https:\/\/law.stanford.edu\/barton-thompson\/\"><img decoding=\"async\" class=\"size-medium wp-image-692 alignright\" src=\"https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/\/barton-thompson-534x630-1-254x300.jpg\" alt=\"\" width=\"254\" height=\"300\" srcset=\"https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/barton-thompson-534x630-1-254x300.jpg 254w, https:\/\/blogs.edf.org\/waterfront\/wp-content\/blogs.dir\/110\/files\/barton-thompson-534x630-1.jpg 534w\" sizes=\"(max-width: 254px) 100vw, 254px\" \/><\/a>How is the private sector currently involved in water? <\/strong><\/p>\n<p>The private sector is already involved in water in many ways, some more controversial than others. The private provision of water and water marketing are the most controversial because they impact how water is allocated\u2014who gets it, and who doesn\u2019t. But the private sector also provides new technology to reduce the cost of important processes like recycling or desalinization. And many private companies, which are the largest consumers of water, have adopted corporate water stewardship programs to reduce their water footprint.<\/p>\n<p>We think of the Sustainable Groundwater Management Act (SGMA) as a public program, and it is. The legislature passed the law, and public agencies are implementing it. But if you look carefully, you\u2019ll see private handprints all over SGMA\u2019s success. The private sector has been instrumental in SGMA\u2019s passage, its implementation, and dealing with its impact.<\/p>\n<p>Philanthropic foundations helped lay the groundwork that led to SGMA\u2019s passage, and they\u2019ve funded development of new data and modeling tools. Private consultants provided the scientific and technical knowledge needed for implementation. Nonprofit organizations like the Environmental Defense Fund (EDF) and The Nature Conservancy have helped monitor SGMA\u2019s implementation to make sure it\u2019s meeting the law. They\u2019ve also helped develop local groundwater markets and programs to help transition some farms to other land uses, including the <a href=\"https:\/\/www.conservation.ca.gov\/dlrp\/grant-programs\/Pages\/Multibenefit-Land-Repurposing-Program.aspx\" target=\"_blank\" rel=\"noopener\">Multibenefit Land Repurposing Program<\/a>.<\/p>\n<p><strong>Why did you decide to write about this topic now?<\/strong><\/p>\n<p>I\u2019ve worked in the water sector for about four decades. It\u2019s clear that water crises are growing and multifaceted, whether it\u2019s climate change, aging infrastructure, or groundwater overdraft. The public sector, populated by dedicated, smart officials, is struggling to meet all these challenges. The more I looked at the public sector, the more I realized it needs the private sector\u2019s help.<\/p>\n<p>For instance, cities would love to do more water recycling, but for a lot of cities that would require new pipes and digging up streets, which people don\u2019t like. Epic Cleantec in San Francisco has developed modular equipment to recycle water on-site so you don\u2019t have to dig up the street. A lot of small water suppliers\u2014frequently for low-income communities\u2014are having a hard time financing new infrastructure. Nonprofit organizations like Water Finance Exchange and Moonshot Missions try to match small water suppliers with financing.<\/p>\n<p>Where the public sector struggles, private entities can try to help. But the public sector needs to be willing to reach out, and the private sector needs to realize it can\u2019t contribute without the public sector.<\/p>\n<p><strong>What are some of the changes you\u2019re advocating, and why? <\/strong><\/p>\n<p>We need new technologies to solve current challenges, but we face a technological deficit in the US: we\u2019re not getting new technologies out and adopted quickly enough.<\/p>\n<p>Places like Singapore have made a lot of progress on issues like desalination and recycling by working with the private sector. Singapore funds innovation and allows businesses to use public infrastructure to test new technologies. These technologies have become an export industry, adding $2 billion to Singapore\u2019s economy and employing 14,000 people. Government needs to develop regulations that encourage the development of new technologies and work with private companies to test and adopt them.<\/p>\n<p>But government also must ensure that private companies aren\u2019t negatively impacting the public interest in water. The petroleum industry creates immense amounts of produced water\u2014for instance, in the Permian basin, for every barrel of oil, you produce about four barrels of water. Companies recycle that water for reuse, the government\u2019s role is to ensure that the reuse is safe, as California has done with the use of produced water in Kern County agriculture. That\u2019s a key role of government\u2014policing the private sector to protect the public interest.<\/p>\n<p><strong>What disincentivizes engagement between the public and private sectors?<\/strong><\/p>\n<p>The public sector is inherently conservative, and it should be when it comes to freshwater. If your iPhone malfunctions, it\u2019s an inconvenience. If the system that supplies water to San Francisco malfunctions, that could be a public health crisis. But in many cases, it\u2019s too conservative. Governmental agencies just don\u2019t have the same incentive to embrace new, creative ideas as the private sector.<\/p>\n<p>The public sector is also highly fragmented. Many small utilities don\u2019t have funds to replace current infrastructure, and frequently they have no R&amp;D program, which is where you\u2019d typically interact with the private sector. They can\u2019t invest in new technologies. That makes it hard to take advantage of what the private sector has to offer.<\/p>\n<p>The energy sector operates very differently\u2014it\u2019s dominated by private companies that are developing new technologies and implementing them with public support. Between 2001\u201314, governments in the US provided about $8 billion of funding to develop new energy technologies; in the water field, it was $28 million. If we want to know how to solve water challenges, we can look at what the energy sector has done.<\/p>\n<p><strong>What gives you hope?<\/strong><\/p>\n<p>I\u2019ve taught a class at Stanford on \u201cThe Business of Water\u201d for seven years, bringing in dozens of companies working in water.
