The vast majority of the state remains <\/span><a href=\"http:\/\/apps.wrd.state.or.us\/apps\/wr\/wr_drought\/current_updates.aspx\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">vulnerable to drought<\/span><\/a><span data-contrast=\"auto\"> despite the abundant mountain snow that accumulated this past winter. Persistent drought conditions have <\/span><a href=\"https:\/\/www.bendbulletin.com\/localstate\/environment\/crooked-river-flows-could-fall-to-10-cfs-in-september-as-drought-persists\/article_09e3923a-076e-11ed-8730-47e28abf7a92.html#:~:text=%E2%80%9CTo%20provide%20the%20best%20conservation,after%2012%20years%20of%20development.\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">dried up<\/span><\/a><span data-contrast=\"auto\"> critical ecosystems like streams and wetlands, leaving endemic endangered species at risk and creating tension in communities. For some Oregonians, turning on the tap means either <\/span><a href=\"https:\/\/www.opb.org\/article\/2022\/07\/19\/deschutes-water-rights-access-well-drilling-groundwater-central-oregon\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">contaminated water or no water at all<\/span><\/a><span data-contrast=\"auto\">. The successes of this session are important steps on the path toward addressing these issues.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">A $174 M investment in water<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Oregon State Representatives Ken Helm (D-27) and Mark Owens (R-60) led the development of a drought and water security package, which was recently passed by the House and the Senate and included key policies and $174 million in funding. The program increases the state\u2019s technical capacity and funds new measurement equipment and tools, including the use of satellite-based evapotranspiration data. Voluntary agreements have been authorized under Oregon statute for decades but have never been tested. Image: Barbara Wheeler, American Avocet, CC by 2.0.<\/figcaption><\/figure>\n<p><b><span data-contrast=\"auto\">Partnership advances key conservation outcomes<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">EDF is part of the <\/span><a href=\"https:\/\/wildsalmoncenter.org\/wp-content\/uploads\/2023\/05\/OR-Water-Priorities-Handout-2023_FINAL.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Oregon Water Partnership<\/span><\/a><span data-contrast=\"auto\"> (OWP), a coalition of seven conservation organizations that aim to secure reliable access to cold, clean water to sustain healthy communities, livelihoods, and ecosystems.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">One of OWP\u2019s policy priorities passed early in the session, making <\/span><a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2023R1\/Downloads\/MeasureDocument\/HB3164\/Enrolled\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">split-season leasing<\/span><\/a><span data-contrast=\"auto\"> a permanent water management tool. This voluntary program can help keep our rivers flowing by providing farmers with flexibility around how they use their water rights, with the option to leave some of it in the river when fish and wildlife need it most. The bill, which had strong bipartisan support, was signed into law by Governor Kotek on May 8, 2023. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">OWP also supported investment in the state\u2019s Water Availability Reporting System, which determines surface water availability. The $2.2 million allocated will allow Oregon Water Resources Department to invest in equipment an necessary to develop and deliver scientifically robust data used in tools and models. Instead of a temporary fix, these investments are improving the ways in which we measure and manage water, and how we include various perspectives in that process. There is still much work to be done, however, to ensure that watersheds are healthy, groundwater basins are in balance, and that we can adapt to hydrologic variability and uncertainty under climate change.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Water is deeply woven into the identity of Oregon and Oregonians, and state leaders must continue to make water security a priority.
