{"id":436,"date":"2011-08-10T08:00:14","date_gmt":"2011-08-10T13:00:14","guid":{"rendered":"http:\/\/blogs.edf.org\/markets\/?p=436"},"modified":"2011-10-26T14:08:31","modified_gmt":"2011-10-26T19:08:31","slug":"thank-you-epa","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/markets\/2011\/08\/10\/thank-you-epa\/","title":{"rendered":"Thank You, EPA"},"content":{"rendered":"<p>Given that EPA is in the midst of finalizing some of the most critical regulation protecting American human health from poisonous air pollution, one might think that a simple \u201cthank you\u201d might be in order.<\/p>\n<p>Instead, EPA is facing unfounded attacks from several angles \u2013 one of the most egregious from Steve Milloy in a recent Washington Times op-ed in which he asked the agency to \u201cshow him the bodies\u201d of victims of air pollution.<\/p>\n<p>The evidence linking air pollution to adverse human health impacts including mortality is substantial. \u00a0Recently, Michael Livermore, executive director of the Institute for Policy Integrity at New York University School of Law, released an excellent <a href=\"http:\/\/www.grist.org\/clean-air\/2011-07-22-a-body-of-evidence-for-bodily-harm-from-air-pollution\/PALL\">response<\/a> that easily rips Milloy\u2019s arguments to shreds:<\/p>\n<p>\u201cQuestioning these health concerns means countering a substantial body of empirical health studies, conducted both by federal agencies and by independent researchers. These studies, which have been subjected to the scrutiny of the peer review process, have come to a set of well-supported conclusions about the relationship between particulate matter and mortality \u2026\u201d<\/p>\n<p>Livermore points to specific research, including that of the <a href=\"http:\/\/www.nap.edu\/catalog.php?record_id=10957\">National Research Council<\/a> (reviewed by a range of <a href=\"http:\/\/yosemite.epa.gov\/sab\/sabpeople.nsf\/WebCommittees\/CASAC\">independent bodies<\/a>) and other <a href=\"http:\/\/biosun01.biostat.jhsph.edu\/~fdominic\/papers\/MB.ARevPH.pdf\">peer-reviewed studies<\/a> that back up the EPA\u2019s analysis.<\/p>\n<p>Lynn Goldman, Dean and Professor at the George Washington University School of Public Health and Health Services and a member of EDF&#8217;s Board of Trustees, also responded to Milloy\u2019s baseless assertions in a recent <a href=\"http:\/\/www.washingtontimes.com\/news\/2011\/jul\/26\/standing-up-for-clean-air-laws\/\">Letter to the Editor<\/a> in the Washington Times:<\/p>\n<p>\u201cAs a research scientist, I know that volumes of medical science document the harm air pollution does to the human body, and that the scientific community has concluded air pollution causes disease and death \u2026\u201d<\/p>\n<p>She refers to the family members who can actually point to the bodies of loved ones who \u201cdropped dead from a heart attack after breathing too much air on a Code Red day\u201d and to the children she has treated as a pediatrician suffering from asthma attacks. And the problem of air pollution is widespread \u2014 according to the <a href=\"http:\/\/www.stateoftheair.org\/2011\/key-findings\/\">American Lung Association<\/a>, about half of all Americans live in areas with unhealthy levels of ozone or particulate matter.<\/p>\n<p>Similar to Milloy, Texas Republican Rep. Joe Barton has also questioned the science behind EPA\u2019s analyses, but additionally questioned their economic assessment of the value of the benefits resulting from EPA\u2019s regulation.\u00a0 Referring to the monetized value of avoiding premature death from air pollution, Barton said that he doesn\u2019t trust EPA\u2019s assumptions and wants someone to check them.<\/p>\n<p>In fact, EPA\u2019s assumption about the value of avoiding premature death (known as the Value of a Statistical Life, or VSL) represents the most credible, scientifically sound, and peer-reviewed figure available.\u00a0 The VSL measures how much people are willing to pay for small reductions in the risk of mortality, and is often estimated by looking at how much you have to pay someone to take a more dangerous job.\u00a0 The EPA uses an average value across 26 studies estimating the VSL published between 1974 and 1991 \u2013 a value of $6.3 million (in 2000 dollars) that has been vetted and endorsed by <a href=\"http:\/\/yosemite.epa.gov\/sab\/sabpeople.nsf\/WebCommittees\/BOARD\">the Science Advisory Board (SAB)<\/a>.<\/p>\n<p>Although the idea of placing a value on human life can be controversial, the main thing to remember is that regulations reducing harmful air pollution will save lives, and it is crucial that these benefits are captured when undertaking economic analyses \u2013 EPA\u2019s methodology for doing so is based on years of careful, peer-reviewed study, and its credibility is widely acknowledged.<\/p>\n<p>As New York University researcher, Scott Holladay, pointed out in a recent <a href=\"http:\/\/www.fastcompany.com\/1767013\/the-cost-of-polluted-air-could-run-to-trillions-of-dollars\">blog post<\/a>, \u201cwhat the EPA is able to value, it does in the most rigorous, academically defensible manner.\u201d<\/p>\n<p>The conclusion is that cleaner air will save lives, improve the health of Americans across the country, and is a great investment for our economy \u2013 thank you, EPA.<\/p>\n<p><em>For more on how cleaner air can save lives, improve health, and help our economy, see the <a href=\"http:\/\/www.momscleanairforce.org\/\">Moms Clean Air Force website<\/a> and a previous <a href=\"https:\/\/blogs.edf.org\/markets\/2011\/03\/02\/the-clean-air-act-amendments-good-for-our-health-and-our-economy\/\">EDF blog post<\/a> on the overwhelming benefits of the Clean Air Act Amendments.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>EPA is in the midst of finalizing critical regulation protecting American human health from air pollution, and yet they are facing unfounded attacks &#8212; meanwhile, the evidence linking air pollution to adverse human health impacts including mortality is substantial.<\/p>\n","protected":false},"author":4696,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[4017,330],"tags":[],"coauthors":[],"class_list":["post-436","post","type-post","status-publish","format-standard","hentry","category-clean-air-act","category-politics"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
