Flood insurance is one of the most important tools families have to recover and rebuild after disasters,\u00a0but affordability challenges are increasingly leaving too many households without this essential protection.<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In our new study,\u00a0<\/span><i><span data-contrast=\"auto\">\u201c<\/span><\/i><a href=\"https:\/\/journalofcrr.com\/research\/03-07-gourevitch-et-al\/\"><i><span data-contrast=\"none\">Effects of Risk-Based Pricing Reform on Flood Insurance Uptake<\/span><\/i><\/a><i><span data-contrast=\"auto\">,\u201d<\/span><\/i><span data-contrast=\"auto\">\u00a0published in the\u00a0<\/span><i><span data-contrast=\"auto\">Journal of Catastrophe Risk and Resilience<\/span><\/i><span data-contrast=\"auto\">, my coauthors Max Snyder, Carolyn\u00a0Kousky, and I examine how the National Flood Insurance Program\u2019s (NFIP) new pricing system\u00a0(Risk Rating 2.0)<\/span><b><span data-contrast=\"auto\">\u00a0<\/span><\/b><span data-contrast=\"auto\">is reshaping\u00a0flood insurance\u00a0coverage\u00a0across the United States.<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Risk Rating 2.0:\u00a0modernizing pricing, but at a cost<\/span><\/b><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Implemented by\u00a0the Federal Emergency Management Agency (FEMA)\u00a0in 2021 and 2022, Risk Rating 2.0\u00a0represents\u00a0a\u00a0significant\u00a0update to the NFIP\u2019s\u00a0pricing\u00a0methodology. It\u00a0is designed to\u00a0ensure that\u00a0premiums\u00a0reflect\u00a0each property\u2019s unique flood risk\u00a0and cost to rebuild. The new system uses modern data and models to evaluate factors such as proximity to water, flood frequency, and property characteristics, rather than relying on outdated flood maps.<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This reform\u00a0has the potential to\u00a0create important efficiency gains. By aligning premiums more closely with actual risk,\u00a0Risk Rating 2.0\u00a0helps\u00a0ensure premiums align with\u00a0the\u00a0costs of\u00a0servicing the NFIP\u2019s debt\u00a0to the U.S. Treasury and\u00a0may\u00a0encourage households and communities to invest in adaptation to flood risk.<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, our research also reveals an unintended consequence. As premiums rise to reflect today\u2019s risks, more households,\u00a0especially\u00a0those with lower incomes, are dropping their coverage. We find that since implementation of Risk Rating 2.0, there has been\u00a0roughly an\u00a011\u201339% decline in new NFIP policies and a 5\u201313% drop in renewals\u00a0of existing policies, depending on how much premiums have increased.\u00a0These reductions in coverage are largest in lower-income areas, suggesting that affordability barriers are\u00a0pricing out\u00a0the households most in need of protection.\u00a0<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">The Rising Protection Gap and its Impact<\/span><\/b><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Flood insurance is critical for financial recovery after disasters. When coverage declines, the number of households left unprotected grows, widening what experts call the \u201cprotection gap,\u201d the divide between households exposed to flooding and those insured against it. Larger protection gaps can make recovery slower and more costly, increase reliance on federal disaster aid, strain local economies, and even raise the likelihood of mortgage delinquencies or defaults following floods.\u00a0<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The takeaway is clear:\u00a0while\u00a0risk-based pricing\u00a0may\u00a0promote\u00a0adaptation to flood risk\u00a0and\u00a0can help\u00a0manage the federal fiscal burden of the\u00a0NFIP, it\u00a0also\u00a0creates a range of negative outcomes when households are unable to afford coverage.<\/span><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Balancing risk-based pricing with\u00a0affordable coverage<\/span><\/b><span data-ccp-props=\"{&quot;335559738&quot;:240,&quot;335559739&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Risk Rating 2.0 is essential for aligning insurance rates with property-specific risks and communicating\u00a0risk to property\u00a0owners\u00a0and\u00a0as such\u00a0should remain in place.\u00a0At the same time,\u00a0policymakers\u00a0could\u00a0consider the role of a means-tested affordability program to help low- and moderate-income households\u00a0maintain\u00a0their flood insurance coverage as premiums rise. The\u00a0goal\u00a0should be to implement\u00a0a\u00a0program that\u00a0would preserve the benefits of risk-based pricing while keeping coverage within reach for those who need it most.\u00a0<\/span><span data-ccp-props=\"{&quot;335559739&quot;:0}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The study\u2019s findings reinforce recommendations from\u00a0<\/span><b><span data-contrast=\"auto\">EDF\u2019s\u00a0<\/span><\/b><a href=\"https:\/\/library.edf.org\/AssetLink\/m3330nwvouev3mv5283a10r5ffu3313w.pdf\"><b><span data-contrast=\"none\">NFIP Policy Platform<\/span><\/b><\/a><span data-contrast=\"auto\">.\u00a0It calls for coupling Risk Rating 2.0 with income-based affordability\u00a0assistance\u00a0to make coverage accessible to those least able to afford rising rates.
