{"id":1294,"date":"2020-08-19T10:49:25","date_gmt":"2020-08-19T15:49:25","guid":{"rendered":"http:\/\/blogs.edf.org\/markets\/?p=1294"},"modified":"2020-08-20T09:25:19","modified_gmt":"2020-08-20T14:25:19","slug":"how-climate-economics-supports-the-paris-agreement-temperature-targets","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/markets\/2020\/08\/19\/how-climate-economics-supports-the-paris-agreement-temperature-targets\/","title":{"rendered":"How Climate Economics supports the Paris agreement temperature targets"},"content":{"rendered":"<p><span style=\"font-weight: 400\">New<\/span><i><span style=\"font-weight: 400\"> research building on Nobel Prize winner Nordhaus\u2019 past contributions shows reaching UN climate targets is a good investment for the planet<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">Two years ago William Nordhaus was<\/span><a href=\"https:\/\/www.nobelprize.org\/prizes\/economic-sciences\/2018\/prize-announcement\/\">\u00a0awarded the Nobel Prize in Economic Sciences<\/a> <span style=\"font-weight: 400\">for his pioneering work on \u201cintegrated assessment modeling\u201d (IAM) and his Dynamic Integrated model of Climate and the Economy (DICE)\u2014a framework designed to analyze the interplay between the economy and climate change, and used to assess economically optimal CO<\/span><span style=\"font-weight: 400\">2<\/span><span style=\"font-weight: 400\"> emission pathways and the<\/span><a href=\"https:\/\/www.edf.org\/sites\/default\/files\/social_cost_of_greenhouse_gases_factsheet.pdf\">\u00a0social cost of carbon<\/a> <span style=\"font-weight: 400\">(SCC). Now a<\/span><a href=\"https:\/\/www.nature.com\/articles\/s41558-020-0833-x\">\u00a0new paper published<\/a> <span style=\"font-weight: 400\">in <em>Nature Climate Change<\/em> demonstrates that a <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\">1.5 to 2 degree target in line with the UN Paris agreemen<\/a>t <\/span><span style=\"font-weight: 400\">is economically optimal when the DICE model is updated to reflect newer research and latest expert assessment.<\/span><\/p>\n<p><span style=\"font-weight: 400\">As I described in a blog about Nordhaus\u2019 Nobel Prize two years ago, there were<\/span><a href=\"https:\/\/blogs.edf.org\/markets\/2018\/10\/17\/and-the-nobel-prize-goes-to-climate-economics\/\">\u00a0several ways new research could strengthen the results<\/a> <span style=\"font-weight: 400\">from Nordhaus\u2019 DICE model and other IAMs. In this new paper, Martin C. H\u00e4nsel and co-authors (including<\/span><a href=\"http:\/\/www.chalmers.se\/en\/staff\/pages\/daniel-johansson.aspx\">\u00a0Daniel Johansson<\/a><a href=\"http:\/\/www.chalmers.se\/en\/staff\/pages\/daniel-johansson.aspx\">,<\/a><a href=\"https:\/\/www.chalmers.se\/en\/Staff\/Pages\/christian-azar.aspx\"> Christian Azar<\/a><a href=\"http:\/\/www.chalmers.se\/en\/staff\/pages\/daniel-johansson.aspx\"> and <\/a><a href=\"https:\/\/www.edf.org\/people\/thomas-sterner\">EDF Senior Contributing Economist Thomas Sterner<\/a><a href=\"http:\/\/www.chalmers.se\/en\/staff\/pages\/daniel-johansson.aspx\">)<\/a><span style=\"font-weight: 400\">\u00a0made a number of such modifications to the baseline assumptions to update the results coming out of Nordhaus\u2019 DICE model.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Two of their key updates relates to the economic assumptions\/inputs to the model:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Updating the damage function <\/span><span style=\"font-weight: 400\">(the assumed relationship between climatic changes and economic damages) <\/span><span style=\"font-weight: 400\">to reflect a<\/span><a href=\"https:\/\/link.springer.com\/article\/10.1007\/s10640-017-0166-z\">\u00a0recent meta-analysis of climate damage<\/a> <span style=\"font-weight: 400\">estimates; and<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Updating how equity between present and future generations is taken into account in DICE by revising the parameters determining the social discount rate. The choice of discount rate has a large impact on the results coming out of IAMs, since it determines the weight given to the climate damages affecting future generations.<\/span> <a href=\"https:\/\/archive.ipcc.ch\/publications_and_data\/ar4\/wg3\/en\/ch2-ens2-4-2-1.html\">\u00a0This has spurred a long-standing debate<\/a>\u2014<span style=\"font-weight: 400\">especially since the value of at least one of the parameters typically discussed is based on value judgments. H\u00e4nsel et al therefore chose to update the values of the parameters determining the social discount rate according to a<\/span><a href=\"https:\/\/www.aeaweb.org\/articles?id=10.1257%2Fpol.20160240&amp;fbclid=IwAR2wWkDCfP7hCx5QSQMAJYHLUjqUMa9euVxJqy2obSaDda8BjJeVJ-0Zh48\">\u00a0recent survey of expert opinions<\/a><span style=\"font-weight: 400\">. <\/span><\/li>\n<\/ul>\n<p>The authors also made a number of additional updates to reflect new research in climate science and thereby improve the assumptions determining the relationship between greenhouse gas (GHG) emissions and temperature change (which include assumptions with respect to the global carbon cycle and the energy balance model translating radiative forcing to temperature impacts).<\/p>\n<p><span style=\"font-weight: 400\">The authors also considered the impact of:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">NETs (negative emissions technologies) such as afforestation, Biomass Energy with Carbon Capture and Storage (BECCS), and direct air capture. By providing the additional option of negative emissions after 2050, NETs further reduce the optimal equilibrium temperature, but also leads to a lower SCC in 2020 since the availability of NETs makes it optimal to postpone some emission reductions. However, it\u2019s important to note that the potential magnitude of NETs available and on what timeline is debated and, for some strategies, still to be demonstrated.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Emission pathways with higher abatement of non-CO2 GHG emissions (which are not determined inside the DICE model) and make even lower equilibrium temperatures attainable. This illustrates the value of also addressing short term climate forcers such as<\/span><a href=\"https:\/\/www.edf.org\/energy\/making-methane-reductions-global-priority\">\u00a0methane emissions<\/a><a href=\"https:\/\/www.edf.org\/energy\/making-methane-reductions-global-priority\">.<\/a><\/li>\n<\/ul>\n<p>Both these latter updates contribute to a reduction in the economically optimal equilibrium temperature in DICE (i.e., the long run global average temperature which would provide the theoretically optimal balance between the social cost of climate damages and the costs of emission reductions).<\/p>\n<p><span style=\"font-weight: 400\">The combined results of all these updates &#8211; reflecting recent findings in the climate economics and climate science literature &#8211; to the baseline assumptions in DICE are:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The SCC in 2020 is twice as high with all the other updates but with Nordhaus\u2019 baseline assumptions for the social discount rate left unchanged. This is well in line with the<\/span><a href=\"https:\/\/www.edf.org\/sites\/default\/files\/expertconsensusreport.pdf\">\u00a0strong consensus<\/a> <span style=\"font-weight: 400\">that SCCs at the levels produced with the baseline assumptions in DICE ($39 per tonne)<\/span><span style=\"font-weight: 400\"> significantly underestimate the true social costs of carbon dioxide emissions.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Optimal climate policy according to this updated DICE model keeps equilibrium temperature below 2 \u00b0C in 2100 in three quarters of all model runs. <\/span><\/li>\n<\/ul>\n<p>Despite these key updates to the DICE framework, there are still\u2014as the authors also point out\u2014additional enhancements that can be made to improve this type of climate economic analysis, which weighs the costs and benefits of climate action. Such enhancements include<a href=\"https:\/\/academic.oup.com\/reep\/article\/12\/2\/371\/5025082\"> consideration of risk and uncertainty<\/a> and the representation of<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/j.1467-9779.2011.01539.x\"> so-called \u201ctipping points<\/a>&#8221; as well as taking into account that the<a href=\"https:\/\/academic.oup.com\/reep\/article-abstract\/2\/1\/61\/1509887\"> value of environmental assets relative<\/a> to other goods and services may increase as they suffer a larger share of the costly damages from climate change.<\/p>\n<p><span style=\"font-weight: 400\">Overall, these new findings show that the temperature targets in the Paris agreement (where countries committed to limiting the global temperature rise to well below 2 \u00b0C and to actively pursue a 1.5 \u00b0C target) are also supported by climate economic analysis and that reaching the UN climate targets is a good investment for the planet.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New research building on Nobel Prize winner Nordhaus\u2019 past contributions shows reaching UN climate targets is a good investment for the planet Two years ago William Nordhaus was\u00a0awarded the Nobel Prize in Economic Sciences for his pioneering work on \u201cintegrated assessment modeling\u201d (IAM) and his Dynamic Integrated model of Climate and the Economy (DICE)\u2014a framework &#8230;<\/p>\n","protected":false},"author":82955,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[1],"tags":[],"coauthors":[],"class_list":["post-1294","post","type-post","status-publish","format-standard","hentry","category-uncategorized"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
