You\u2019ll never guess why."},"content":{"rendered":"<p><em>Richard Denison, Ph.D.,\u00a0<\/em>is a Lead Senior Scientist.<\/p>\n<p>We\u2019re hearing that EPA has cancelled the next meeting of its Scientific Advisory Committee on Chemicals (SACC), which was scheduled for October 21-25. \u00a0The SACC is conducting peer reviews of EPA\u2019s draft risk evaluations of the first 10 chemicals to undergo safety reviews under the Toxic Substances Control Act (TSCA).<\/p>\n<p>Word is that the panel was to use its October meeting to peer-review the draft risk evaluations for methylene chloride and N-methylpyrrolidone (NMP).\u00a0 But release of those drafts has been delayed, leaving insufficient time for the SACC to review them before the meeting.<\/p>\n<p>We\u2019re also hearing <em>why<\/em> release of the drafts has fallen behind.\u00a0 The drafts were on track for release late last month, but apparently were blocked based on objections about at least the draft risk evaluation for methylene chloride.\u00a0 The objections were lodged by Dr. Nancy Beck.\u00a0 <!--more--><\/p>\n<p>Recall that Dr. Beck left the TSCA office at EPA, where she was a Deputy Assistant Administrator, back in June and moved into a new position at the White House in the National Economic Council.\u00a0 We\u2019re hearing that from her new perch, in addition to intervening in TSCA risk evaluations, she is also exerting major influence over other TSCA policies and broader decisions on chemicals across the Federal government.<\/p>\n<p>Dr. Beck is no stranger to methylene chloride and NMP, both from her time at the American Chemistry Council (ACC) \u2013 the chemical industry\u2019s main trade association \u2013 and after she arrived at EPA directly from ACC in May 2017.<\/p>\n<p>While at ACC, Beck co-authored <a href=\"https:\/\/www.americanchemistry.com\/Policy\/Chemical-Safety\/TSCA\/ACC-Comments-on-EPA-Work-Plan-Chemical-Assessments.pdf\">ACC\u2019s 2013 comments<\/a> that criticized earlier draft risk assessments of methylene chloride and NMP that EPA had conducted in 2012.\u00a0 Upon arriving at EPA in 2017, she oversaw the TSCA office\u2019s further work on these chemicals, including its decisions to scale back or abandon altogether proposed rules that would have restricted high-risk uses of these chemicals.\u00a0 Later that year, the <a href=\"https:\/\/www.nytimes.com\/2017\/10\/21\/us\/trump-epa-chemicals-regulations.html\"><em>New York Times<\/em> published a profile of Dr. Beck<\/a> that highlighted her reported skepticism about the need for the methylene chloride ban.<\/p>\n<p>Also while at ACC, <a href=\"https:\/\/blogs.edf.org\/health\/2017\/10\/26\/in-2016-industry-funded-paper-dourson-and-beck-sought-weaker-standard-for-lethal-paint-stripper-chemical\/\">Beck co-authored a paper with Dr. Michael Dourson<\/a>, the Trump Administration\u2019s <a href=\"https:\/\/blogs.edf.org\/health\/tag\/dourson\/\">failed first nominee to run the TSCA office<\/a>, that called for a weakening of the hazard values for methylene chloride (as well as 23 other chemicals) that had been established by EPA\u2019s Information Risk Information System (IRIS) \u2013 long a target of ACC\u2019s.<\/p>\n<p>To date, <a href=\"https:\/\/blogs.edf.org\/health\/?s=SACC&amp;searchsubmit=Search\">the SACC has raised serious concerns<\/a> about EPA\u2019s other draft risk evaluations as insufficiently health-protective or based on insufficient data and flawed analyses.\u00a0 It\u2019s hard to imagine that Dr. Beck\u2019s current intervention in the methylene chloride draft risk evaluation will render it more health-protective.<\/p>\n<p>I guess we\u2019ll just have to wait and see the results of her efforts.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Richard Denison, Ph.D.,\u00a0is a Lead Senior Scientist.
