Across the country, <a href=\"https:\/\/blogs.edf.org\/health\/2017\/08\/07\/fourteen-communities-set-goal-of-replacing-more-than-240000-lead-pipes-and-19-take-important-steps-forward\/\">three dozen communities<\/a>, large and small, are taking steps to protect public health and respond to concerns by replacing LSLs.<\/p>\n<p>States play an essential role in helping or hindering progress by communities to replace LSLs by administering <a href=\"https:\/\/www.epa.gov\/dwreginfo\/lead-and-copper-rule\">EPA drinking water rules<\/a>, distributing <a href=\"https:\/\/www.epa.gov\/drinkingwatersrf\">federal funded loans<\/a>, and approving rates some utilities charge customers.<\/p>\n<p>We identified 11 states with proactive policies supporting community efforts to replace LSLs. These states have almost 3 million LSLs based on a <a href=\"https:\/\/www.awwa.org\/resources-tools\/public-affairs\/press-room\/press-release\/articleid\/4074\/lead-ser.aspx\">2016 estimate by the American Water Works Association<\/a>:\u00a0just short of half the nation\u2019s LSLs. Photo Credit: Georgia Health News<\/figcaption><\/figure>\n<ul>\n<li>Empowering communities with grants like Wisconsin, Virginia, Vermont, and New York have done;<\/li>\n<li>Providing options to use rate funds like Indiana and Pennsylvania have done;<\/li>\n<li>Requiring inventories of LSLs like Illinois, California, Washington, Indiana, and Ohio have done;<\/li>\n<li>Setting long-term goals of fully removing all LSLs like California, Washington, and Michigan have done; and<\/li>\n<li>Helping <a href=\"https:\/\/www.edf.org\/grading-nation-lead-pipe-disclosure-policies\">prospective homebuyers<\/a> know whether the home has an LSL.<\/li>\n<\/ul>\n<p>These policies won\u2019t ensure that all 3 million LSLs are replaced, but it takes the states one step closer to achieving the <a href=\"https:\/\/www.edf.org\/health\/lead-pipes-threat-kids-across-america\">goal<\/a> that in 20 years no one will be drinking water through a lead pipe.<\/p>\n<p><!--more--><\/p>\n<p><a href=\"https:\/\/www.edf.org\/health\/state-efforts-support-lsl-replacement\"><strong>Learn more about how 11 states are supporting community LSL replacement efforts. <\/strong><\/a><\/p>\n<p>For each of the states, we describe progress in specific areas: providing funding, developing inventories and posting online maps of LSL locations, establishing standards for replacement practices, and requiring disclosure of LSLs in real estate transactions.<\/p>\n<p>To ensure safe drinking water is available to communities across the country, states need to do more to help communities replace LSLs.
