As the primary source of lead in drinking water, <a href=\"https:\/\/www.edf.org\/health\/lead-pipes-threat-kids-across-america\">eliminating LSLs is essential<\/a> to protecting public health and responding to community concerns.<\/p>\n<p>Communities across the country are taking on the challenges posed by LSLs. EDF considers it important to recognize those leaders who are taking action. In a <a href=\"https:\/\/blogs.edf.org\/health\/2017\/01\/10\/lslr-collaborative-launch\/\">past blog<\/a>, we highlighted the work of the <a href=\"http:\/\/www.lslr-collaborative.org\/\">Lead Service Line Replacement Collaborative<\/a> and its 25 members, including EDF, in developing a toolkit to help communities accelerate replacement of LSLs. Additionally, the American Water Works Association \u2013 the main organization for drinking water professionals \u2013 deserves recognition for its <a href=\"https:\/\/www.awwa.org\/about-us\/policy-statements\/policy-statement\/articleid\/4515\/lead-service-line-management.aspx\">declaration that LSLs need to be eliminated<\/a>.<\/p>\n<p>Through our review of publicly available information, <a href=\"https:\/\/www.edf.org\/health\/recognizing-community-efforts-replace-lsl\">EDF identified<\/a>:<\/p>\n<ul>\n<li>14 communities that have publicly set a goal of eliminating LSLs in their jurisdiction \u2013 which collectively represents more than 240,000 LSLs. Setting a goal of full replacement is a critical step in the process\u2014while clearly much work remains to ensure that LSLs are safely replaced.<\/li>\n<li>19 other communities that are taking important steps to replace LSLs, but may not yet be ready or willing to set a public goal of full replacement.<\/li>\n<\/ul>\n<p><!--more--><\/p>\n<p>The tally of communities is likely not comprehensive; we anticipate adding to each as more communities take action. We encourage users to fill out <a href=\"https:\/\/www.edf.org\/content\/suggest-lsl-replacement-community\">this survey<\/a> if they know of a community LSL replacement program we have missed or not adequately described.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2017\/08\/Communities-Final-List.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6718\" src=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2017\/08\/Communities-Final-List.png\" alt=\"\" width=\"512\" height=\"377\" srcset=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2017\/08\/Communities-Final-List.png 512w, https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2017\/08\/Communities-Final-List-300x221.png 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/a><\/p>\n<p>LSL replacement programs vary dramatically; no town or city in the country is identical. We describe each of the programs using\u00a0<a href=\"https:\/\/www.edf.org\/sites\/default\/files\/EDF-LSLR-Recognition-Framework.pdf\">a framework<\/a>\u00a0to highlight progress in four areas:<\/p>\n<ol>\n<li>Replacing the full pipe, rather than a partial replacement that can make matters worse;<\/li>\n<li>Providing economical and equitable replacement options;<\/li>\n<li>Developing a robust, public inventory; and<\/li>\n<li>Providing guidance to property owners.<\/li>\n<\/ol>\n<p>Developing and implementing an LSL replacement program is a complicated process, made challenging by many factors that include: service line ownership, the cost of replacement, and inconsistent recordkeeping of service line material.
