These <a href=\"https:\/\/blogs.edf.org\/health\/2016\/03\/16\/lead-service-lines\/\">pipes are the primary source of lead in water<\/a> and, when disturbed, may release lead particles that expose consumers, without warning, to extremely high levels. As part of the effort to encourage safe and effective removal of LSLs replacement, EDF helped launch a new Lead Service Line Replacement Collaborative with <a href=\"http:\/\/www.lslr-collaborative.org\/about-us.html\">23 national public health, water utility, environmental, labor, consumer, housing, and state and local governmental organizations<\/a> to help communities develop and implement voluntary programs to eliminate these pipes.<\/p>\n<p>Today, the <a href=\"http:\/\/www.lslr-collaborative.org\/diverse-collaborative-seeks-to-accelerate-lsl-replacement.html\">Collaborative released an online toolkit<\/a> to assist communities in lead service line replacement. The online toolkit includes:<\/p>\n<ul>\n<li>A <a href=\"http:\/\/www.lslr-collaborative.org\/getting-started.html\">roadmap<\/a> for getting started,<\/li>\n<li>Suggested <a href=\"http:\/\/www.lslr-collaborative.org\/replacement.html\">replacement practices<\/a> to identify and remove lead service lines in a safe, equitable, and cost-effective manner,<\/li>\n<li><a href=\"http:\/\/www.lslr-collaborative.org\/policies.html\">Policies<\/a> that federal and state leaders could adopt to support local efforts, and<\/li>\n<li><a href=\"http:\/\/www.lslr-collaborative.org\/resources.html\">Additional resources<\/a> that may be helpful when developing local programs.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/www.usatoday.com\/story\/news\/2017\/01\/10\/groups-unite-create-roadmap-replacing-lead-pipes-poison-water\/96149394\/\">USA Today<\/a> highlighted the Collaborative and the toolkit in an article also released today.<\/p>\n<p><!--more-->The toolkit is intended to be a living resource.\u00a0 Therefore, the Collaborative is seeking communities to pilot and provide <a href=\"http:\/\/www.lslr-collaborative.org\/feedback.html\">feedback<\/a> on the materials.<\/p>\n<p>The voluntary efforts promoted by the Collaborative are not a substitute for a long-overdue overhaul of the Environmental Protection Agency\u2019s <a href=\"https:\/\/www.epa.gov\/dwreginfo\/lead-and-copper-rule\">Lead and Copper Rule<\/a> (LCR). \u00a0Even under the best of scenarios, the revised rule will be promulgated in 2018 and go into effect in 2021.\u00a0 The next administration\u2019s statements about regulations puts even that distant date in doubt.<\/p>\n<p>Instead of waiting for a new rule, the Collaborative\u2019s toolkit leverages from the knowledge and experience of its members and their constituents.\u00a0 It draws from the successful LSL replacement programs of <a href=\"https:\/\/www.cityofmadison.com\/water\/water-quality\/water-quality-testing\/lead-copper-in-water\">Madison<\/a>, WI, <a href=\"https:\/\/lbwl.com\/Community-Impact\/Water-Quality\/Lead-Service-Information\/\">Lansing<\/a>, MI, and the ongoing work of <a href=\"http:\/\/www.bwsc.org\/community\/lead\/leadmaps.asp#TOP_PAGE\">Boston<\/a>, MA and <a href=\"https:\/\/www.dcwater.com\/lead\/pipe_replacement.cfm\">Washington<\/a>, DC.\u00a0 It also learns from programs in <a href=\"http:\/\/cincinnati-oh.gov\/water\/lead-information\/\">Cincinnati<\/a>, OH, and <a href=\"http:\/\/city.milwaukee.gov\/WaterQuality\/Lead-Awareness-and-Drinking-Water-Safety.htm#.WHKKPVMrK00\">Milwaukee<\/a>, WI that are launching comprehensive efforts as well as the states of <a href=\"http:\/\/sd20.senate.ca.gov\/news\/2016-04-20-leyva-ensure-lead-free-drinking-water-california\">California<\/a>, <a href=\"http:\/\/www.michigan.gov\/snyder\/0,4668,7-277-57577_57657-382057--,00.html\">Michigan<\/a>, <a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/legislation-summary?id=GA131-HB-512\">Ohio<\/a>, <a href=\"http:\/\/www.governor.wa.gov\/news-media\/inslee-issues-directive-aimed-reducing-lead-exposure\">Washington<\/a>, and <a href=\"http:\/\/dnr.wi.gov\/Aid\/documents\/EIF\/leadServiceLineFunding.html\">Wisconsin<\/a> that laid foundations for communities to undertake replacement programs in 2016.<\/p>\n<p>The Collaborative is grounded in the following <a href=\"http:\/\/www.lslr-collaborative.org\/faqs.html\">principles<\/a>:<\/p>\n<ul>\n<li>Removal of lead service lines in contact with drinking water provides an opportunity to significantly reduce the risk of exposure to lead from drinking water.<\/li>\n<li>LSL replacement initiatives must be designed to ensure residents are protected during and after the removal and that the work is done in a cost effective manner.<\/li>\n<li>LSL replacement initiatives should address barriers to participation so that consumers served by LSLs can <a href=\"http:\/\/www.lslr-collaborative.org\/equity-in-lsl-replacement.html\">benefit equitably, regardless of income, race\u00a0or ethnicity<\/a>.<\/li>\n<li>A collaborative, community-based approach, built on contributions from residents, health officers, utilities, community leaders, local elected officials, can help provide the strong foundation needed for successful action.<\/li>\n<li>Innovative models are needed to help communities find the tools, strategies and resources needed to replace LSLs based on the latest science and current best practices.<\/li>\n<li>By providing models for LSL replacement, it is possible to advance support for initiatives at all levels of government and in different types of communities.<\/li>\n<li>Successful LSL replacement initiatives will take careful planning and time.<\/li>\n<li>This effort is focused on mechanisms to support local action not on EPA\u2019s efforts to
