{"id":4207,"date":"2015-03-16T12:19:00","date_gmt":"2015-03-16T17:19:00","guid":{"rendered":"http:\/\/blogs.edf.org\/health\/?p=4207"},"modified":"2015-03-16T12:19:00","modified_gmt":"2015-03-16T17:19:00","slug":"a-columnist-wonders-can-congress-do-its-job","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/health\/2015\/03\/16\/a-columnist-wonders-can-congress-do-its-job\/","title":{"rendered":"A Columnist Wonders: Can Congress Do Its Job?"},"content":{"rendered":"<p><em><a href=\"http:\/\/www.edf.org\/blog_author\/jack-pratt\">Jack Pratt<\/a>\u00a0is\u00a0Chemicals Campaign Director<\/em><\/p>\n<p>\u201cIt\u2019s not that members of Congress don\u2019t work hard\u2026yet they regularly manage to avoid accomplishing anything even on those matters on which they overwhelmingly agree,\u201d observed Melinda Hennebergert this morning in <a href=\"http:\/\/www.bloomberg.com\/politics\/articles\/2015-03-16\/on-trafficking-and-toxins-congress-would-rather-fight-than-win\" target=\"_blank\">Bloomberg Politics.<\/a><\/p>\n<p>She was talking, in part, about <a href=\"https:\/\/blogs.edf.org\/health\/2015\/03\/10\/bi-partisan-chemical-safety-bill-introduced-to-strengthen-protections-against-health-risks\/\">the new bill<\/a> to reform America\u2019s broken chemical safety law. Everyone agrees the current system is a national disgrace, preventing the EPA from banning even known carcinogens like asbestos. Yet there\u2019s fierce opposition to the only legislative vehicle that could successfully change things.<\/p>\n<p>Hennebergert notes that some opponents to the bill, which has co-sponsors across the ideological and partisan spectrum, object to the fact that it is a compromise necessary to pass Congress. She calls it the \u201chalf-a-loaf or none conundrum\u201d and says that \u201cin the increasingly rare cases of bipartisan agreement, paralyzing pushback\u201d now seems inevitable.<\/p>\n<p>Her frustration is clear, especially since \u201cit has already been 26 years since any environmental bill of this magnitude (1990&#8217;s Clean Air Act) has passed.\u201d<\/p>\n<p>She notes that some opponents of the bill favor alternative legislation \u2013 a bill without bipartisan sponsors or the compromises necessary to gain traction.
