{"id":3817,"date":"2014-06-17T08:33:36","date_gmt":"2014-06-17T13:33:36","guid":{"rendered":"http:\/\/blogs.edf.org\/health\/?p=3817"},"modified":"2024-02-12T11:01:36","modified_gmt":"2024-02-12T16:01:36","slug":"imbalanced-act-an-epa-iris-agenda-that-speaks-1000-words","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/health\/2014\/06\/17\/imbalanced-act-an-epa-iris-agenda-that-speaks-1000-words\/","title":{"rendered":"Imbalanced act: An EPA IRIS agenda that speaks 1000 words"},"content":{"rendered":"<p><em>Richard Denison, Ph.D.<\/em><em>,<\/em> is a Lead Senior Scientist.\u00a0 <em>Rachel Shaffer<\/em> is a research assistant.<\/p>\n<p><em>[UPDATE 6\/24\/14:\u00a0<\/em> <em>Perhaps in response to this post of last week, an updated agenda for this week&#8217;s IRIS meeting was posted by EPA today that reflects a somewhat more balanced set of speakers.\u00a0 Industry interests appear to have consolidated their number of slots, down from a high of 8 to a high of 6 per issue, and down from a high of 6 to a high of 4 individuals per issue from the same consulting firm.\u00a0 In addition, several additional slots are assigned to non-industry speakers.\u00a0 If you wish to see the changes, here is the <a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2014\/06\/BimonthlyTimetable-June2014-as-of-6-6-14.pdf\">agenda we linked to that was current as of last week<\/a>, and here&#8217;s the <a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2014\/06\/BimonthlyTimetable-June2014-as-of-6-24-14.pdf\">updated agenda posted today<\/a>.]<\/em><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"color: #000000\"><span style=\"font-size: medium\">I<\/span><\/span><\/span><span style=\"font-family: Calibri\"><span style=\"color: #000000\"><span style=\"font-size: medium\">n <a href=\"http:\/\/www.epa.gov\/ncea\/iris\/publicmeeting\/stakeholders-kickoff\/Denison_IRIS_Stakeholder_Comments.pdf\"><span style=\"color: #0000ff\">comments EDF made at a November 2012 stakeholder meeting<\/span><\/a><span style=\"color: #000000\">\u00a0held by EPA\u2019s Integrated Risk Information System (IRIS) program, we warned that the tendency of the IRIS program to respond to criticism by expanding opportunities for \u201cpublic\u201d input would serve to increase rather than decrease the imbalance in stakeholder input.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"color: #000000\"><span style=\"font-size: medium\">We noted that providing more opportunities for participation not only lengthens the timeline for completing assessments; it also virtually ensures the input received by EPA is imbalanced and badly skewed toward the regulated community. That\u2019s because companies that produce and use each chemical to be assessed \u2013 and the trade associations and myriad hired consultants that represent them \u2013 have a clear vested financial interest in the outcome of the assessment.\u00a0 They can and will take advantage of each and every opportunity for input, and they will be better represented than other stakeholders each and every time.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"color: #000000\"><span style=\"font-size: medium\">IRIS recently began holding bimonthly meetings focused on \u201ckey science issues\u201d relating to upcoming assessments.\u00a0 And guess what?\u00a0 An army of industry representatives, including staff for trade associations and paid consultants, are overwhelming the agendas.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;font-family: Calibri;font-size: medium\">Exhibit A:\u00a0 Have a quick look at the list of speakers in the <\/span><span style=\"font-family: Calibri;font-size: medium\">agenda<\/span><span style=\"font-family: Calibri\"><span style=\"color: #000000\"><span style=\"font-size: medium\"> for this month\u2019s bimonthly meeting.\u00a0 A striking imbalance, no?\u00a0 As many as 8 industry representatives are set to speak on a given issue, including 6 from the same consulting firm!\u00a0 <em>[UPDATE 6\/24\/14:\u00a0 See the top of this post for a description of the updated, slightly more balanced agenda; here is the <a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2014\/06\/BimonthlyTimetable-June2014-as-of-6-6-14.pdf\">agenda we had linked to that was current as of last week<\/a>, and here&#8217;s the <a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2014\/06\/BimonthlyTimetable-June2014-as-of-6-24-14.pdf\">updated agenda posted today<\/a>.]<\/em><!--more--><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;font-family: Calibri;font-size: medium\">It isn\u2019t only EDF that has raised this concern.\u00a0 In its just-issued review of the IRIS program, <\/span><a href=\"http:\/\/www.nap.edu\/openbook.php?record_id=18764\"><i><span style=\"color: #0000ff;font-family: Calibri;font-size: medium\">Review of EPA&#8217;s Integrated Risk Information System (IRIS) Process<\/span><\/i><\/a><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\"> (p. 5), the National Academy of Sciences\u2019 National Research Council (NRC) recognized the same problem, warning that \u201cnot all stakeholders who have an interest in the IRIS process have the same scientific or financial resources to provide timely comments, and expanded opportunities for stakeholder involvement might lead to a further imbalance of public input.\u201d <\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\">Achieving balance involves more than just improving accessibility; it also requires ensuring that <i>actual participation<\/i><\/span><span style=\"color: #000000\"> is balanced, through placing speaking limits on overrepresented stakeholders and undertaking explicit outreach and providing support to underrepresented stakeholders. \u00a0In its seminal 2009 report, <\/span><\/span><\/span><a href=\"http:\/\/www.nap.edu\/catalog.php?record_id=12209\"><i><span style=\"color: #0000ff;font-family: Calibri;font-size: medium\">Science and Decisions: Advancing Risk Assessment<\/span><\/i><\/a><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\"> (p. 13), the NRC advised EPA to develop \u201cincentives to allow for balanced participation of stakeholders, including impacted communities and less advantaged stakeholders.\u201d <\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\">Similarly, in its 2014 review of the IRIS program, the NRC specifically suggested that the Agency look to efforts like the Superfund Program\u2019s Technical Assistance Grants (TAGs) as models to support participation from a more diverse range of individuals. \u00a0<\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\">EDF appreciates the IRIS program\u2019s intent to streamline the assessment development process by providing an early, upfront opportunity for stakeholder input.\u00a0 However, without accompanying efforts to ensure more balanced participation, these opportunities can make matters worse rather than better.\u00a0 <\/span><\/span><\/span><\/p>\n<p><span style=\"font-family: Calibri\"><span style=\"font-size: medium\"><span style=\"color: #000000\">We urge the EPA to immediately initiate steps to mitigate this growing and disconcerting imbalance. \u00a0In conjunction with implementing these NRC recommendations regarding balancing input and resource assistance, Agency officials should also develop more effective approaches for soliciting input from relevant scientific experts and academic researchers to ensure better balance of participation.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-size: medium\"><span style=\"color: #000000\"><span style=\"font-family: Calibri\">Otherwise, a well-intended step becomes a further factor undermining confidence in EPA\u2019s IRIS program.<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Richard Denison, Ph.D., is a Lead Senior Scientist.\u00a0 Rachel Shaffer is a research assistant.
