{"id":2530,"date":"2013-01-28T16:05:08","date_gmt":"2013-01-28T21:05:08","guid":{"rendered":"http:\/\/blogs.edf.org\/nanotechnology\/?p=2530"},"modified":"2024-02-12T11:01:27","modified_gmt":"2024-02-12T16:01:27","slug":"states-act-while-congress-fiddles","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/health\/2013\/01\/28\/states-act-while-congress-fiddles\/","title":{"rendered":"States act while Congress fiddles"},"content":{"rendered":"<p><em>Richard Denison, Ph.D.<\/em><em>, is a Senior Scientist.<\/em><\/p>\n<p><span style=\"color: #000000; font-family: Calibri; font-size: medium;\">Lest anyone thought that efforts by state legislators to protect their citizens from toxic chemical exposures would slacken despite Congress\u2019 inability to take such action, <\/span><a href=\"http:\/\/www.saferstates.com\/files\/HealthyStatesReleaseFINAL.pdf\"><span style=\"color: #0000ff; font-family: Calibri; font-size: medium;\">this week\u2019s announcement that legislators in at least 26 states are introducing such bills<\/span><\/a><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\"> should dispel that notion.<\/span><\/span><\/span><\/p>\n<p><a href=\"http:\/\/www.saferstates.org\/\"><span style=\"color: #0000ff; font-family: Calibri; font-size: medium;\">Safer States<\/span><\/a><span style=\"font-family: Calibri; font-size: medium;\">, a national coalition of state-based environmental health organizations, notes that \u201cb<\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">etween 2003 and 2011, 19 states adopted 93 chemical safety policies. The majority of legislation passed with healthy bipartisan support \u2013 99% of Democratic legislators and 75% of Republican legislators voted in favor of bills, and both Republican and Democratic governors signed them into law.\u201d<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000; font-family: Calibri; font-size: medium;\">That trend shows no signs of abating in 2013, based on a list of state legislative activities underway, compiled by Safer States (<\/span><a href=\"http:\/\/www.saferstates.com\/2013\/01\/legislation.html\"><span style=\"color: #0000ff; font-family: Calibri; font-size: medium;\">more detail here<\/span><\/a><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"><span style=\"color: #000000;\">):\u00a0 At least 26 states are each to consider multiple legislation and policy changes this year that will: <\/span><\/span><\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">restrict or label the use of <strong>bisphenol A<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"> (BPA) in receipts, children&#8217;s products and food packaging;<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">require removal of certain <strong>toxic flame retardants<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"> from children&#8217;s products, home furniture or building materials;<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">change <strong>disclosure rules<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"> so that concerned consumers will have a way to identify toxic chemicals in products;<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">encourage manufacturers to remove identified toxic chemicals in favor of <strong>safer alternatives<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">.<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">ban <strong>cadmium<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">, a dangerous, persistent metal that is often found in inexpensive children&#8217;s jewelry;<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">ban <strong>formaldehyde<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"> from cosmetics and children&#8217;s products; and<\/span><\/span><\/span><\/li>\n<li><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\">promote <strong>green cleaning products<\/strong><\/span><\/span><span style=\"font-family: Calibri;\"><span style=\"font-size: medium;\"> in schools.<\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">The chemical industry frequently argues it just can\u2019t live with a \u201cpatchwork\u201d of requirements that vary from state to state.\u00a0 But that\u2019s just what it\u2019s creating by dragging its feet on reform of the federal Toxic Substances Control Act (TSCA), which has never been amended since its adoption nearly four decades ago.\u00a0 <\/span><\/span><\/span><\/p>\n<p><span style=\"font-size: medium;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">State legislators, like nature, abhor a vacuum.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000; font-family: Calibri; font-size: medium;\">\u00a0<\/span><\/p>\n<p><span style=\"color: #000000; font-family: Calibri; font-size: medium;\">\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Richard Denison, Ph.D., is a Senior Scientist.
