{"id":1902,"date":"2012-06-18T13:37:18","date_gmt":"2012-06-18T18:37:18","guid":{"rendered":"http:\/\/blogs.edf.org\/nanotechnology\/?p=1902"},"modified":"2024-02-12T11:01:23","modified_gmt":"2024-02-12T16:01:23","slug":"the-beat-goes-on-with-13-new-additions-to-the-candidate-list-under-reach","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/health\/2012\/06\/18\/the-beat-goes-on-with-13-new-additions-to-the-candidate-list-under-reach\/","title":{"rendered":"The beat goes on with 13 new additions to the Candidate List under REACH"},"content":{"rendered":"<p><em>Allison Tracy is a Chemicals Policy Fellow. <em>Richard Denison, Ph.D.<\/em><em>, is a Senior Scientist. <\/em><\/em><\/p>\n<p>The number of chemicals identified as \u201csubstances of very high concern\u201d (SVHCs) in the European Union continues to grow.\u00a0 With today\u2019s addition of 13 new chemicals, there are now 84 entries (representing 92 Chemical Abstract Service (CAS) registration numbers) on REACH\u2019s <a href=\"http:\/\/echa.europa.eu\/web\/guest\/candidate-list-table\">Candidate List for Substances of Very High Concern<\/a> for Authorisation.<\/p>\n<p><a href=\"http:\/\/echa.europa.eu\/web\/guest\/view-article\/-\/journal_content\/6fd1bfe8-8618-4b9b-b0ef-30234108c7f4\">The European Chemicals Agency (ECHA) added<\/a> the 13 chemicals based on each chemical\u2019s classification as Carcinogenic, Mutagenic, or Toxic for Reproduction (CMR).\u00a0 <em>[UPDATE:\u00a0 Of the new batch,\u00a0two are among the <a href=\"http:\/\/www.epa.gov\/oppt\/existingchemicals\/pubs\/workplans.html\">83 TSCA workplan chemicals recently identified by EPA<\/a> as priorities for risk assessment, and five were reported\u00a0as being in U.S. commerce in 2006.\u00a0 With the new addition, a total of 48 of the 92 CAS numbers on the Candidate List were reported as in commerce in the U.S. in 2006.\u00a0 Additionally, 20 of the 92 CAS numbers on the Candidate List are included among the TSCA workplan chemicals.]<\/em><!--more--><\/p>\n<p>The following table lists each of the 13 newest SVHCs along with their CAS numbers and the reason for their inclusion on the Candidate List.\u00a0 It also shows which of the chemicals were reported as being in commerce in the U.S., using data from the 2006 cycle of the <a href=\"http:\/\/www.epa.gov\/iur\/\">US EPA\u2019s Inventory Update Reporting rule<\/a> (IUR).\u00a0 Chemicals reported under the IUR were in U.S. commerce in 2006 above 25,000 lbs per year.<\/p>\n<p><strong>Two noteworthy additions<\/strong><\/p>\n<p>EPA has also prioritized two of these chemicals \u2013shown in boldface at the top of<strong> <\/strong>the table \u2013 by including them on its list of <a href=\"http:\/\/www.epa.gov\/oppt\/existingchemicals\/pubs\/workplans.html#2013\">TSCA Work Plan Chemicals<\/a>.\u00a0 These chemicals were prioritized by EPA for risk assessment following a screening process based on a set of hazard and exposure criteria.<\/p>\n<p><a href=\"http:\/\/cfpub.epa.gov\/iursearch\/2006_iur_companyinfo.cfm?chemid=3331&amp;outchem=both\">1,2-dimethoxyethane (CAS number 110-71-4)<\/a> was included by ECHA on the Candidate List because it was deemed to be Toxic for Reproduction.\u00a0 EPA included it as a Work Plan chemical on the basis of reproductive toxicity, developmental toxicity, chronic toxicity, wide use in consumer products and high releases to the environment.\u00a0 Its function was reported as a solvent in the 2006 IUR, and while presence in one or more consumer products was reported, the product category(ies) were designated as \u201cOther\u201d, leaving its specific use or uses unknown.<\/p>\n<p><a href=\"http:\/\/cfpub.epa.gov\/iursearch\/2006_iur_companyinfo.cfm?chemid=4291&amp;outchem=both\">TGIC (CAS number 2451-62-9)<\/a> was included by ECHA on the Candidate List due to its classification as a mutagen.\u00a0 EPA included it as a Work Plan chemical on the basis of reproductive toxicity, mutagenicity, acute toxicity from inhalation exposures, wide use in consumer products, and estimated high releases to the environment.\u00a0 It is also moderately persistent in the environment.\u00a0 In the 2006 IUR, TGIC was reported to function as an adhesive and binding agent that is used in paints and coatings manufacturing.<\/p>\n<table border=\"1\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td valign=\"top\" width=\"259\"><strong><em>Substance name<\/em><\/strong><\/td>\n<td valign=\"top\" width=\"123\"><strong><em>CAS number<\/em><\/strong><\/td>\n<td valign=\"top\" width=\"141\"><strong><em>Reason for inclusion on the Candidate List<\/em><\/strong><\/td>\n<td valign=\"top\" width=\"115\"><strong><em>Reported on the 2006 IUR?<\/em><\/strong><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" width=\"259\"><strong>1,2-dimethoxyethane;
