{"id":1394,"date":"2011-06-02T11:42:01","date_gmt":"2011-06-02T16:42:01","guid":{"rendered":"http:\/\/blogs.edf.org\/nanotechnology\/?p=1394"},"modified":"2024-02-12T11:02:37","modified_gmt":"2024-02-12T16:02:37","slug":"echa-adds-seven-more-substances-of-very-high-concern-to-reach-candidate-list","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/health\/2011\/06\/02\/echa-adds-seven-more-substances-of-very-high-concern-to-reach-candidate-list\/","title":{"rendered":"ECHA adds seven more Substances of Very High Concern to REACH Candidate List"},"content":{"rendered":"<p><em>Allison Tracy is a Chemicals Policy Fellow. <\/em><em>Richard Denison, Ph.D.<\/em><em>, is a Senior Scientist. <\/em><\/p>\n<p>The European Chemicals Agency (ECHA) issued a <a href=\"http:\/\/echa.europa.eu\/news\/pr\/201105\/pr_11_13_msc_identify_seven_new_svhc_en.asp\">press release<\/a> on Tuesday announcing the addition of seven chemicals to the Candidate List of Substances of Very High Concern (SVHC) under the European Union\u2019s REACH Regulation.\u00a0 <em>[Update 6\/20\/11:\u00a0 The formal addition of these substances to the candidate list, the initial announcement of which this post addressed, happened today.\u00a0 See <a href=\"http:\/\/echa.europa.eu\/news\/pr\/201106\/pr_11_15_svhc_candidate_list_en.asp\">ECHA&#8217;s press release<\/a>, which also contains some additional information about the uses of these chemicals.\u00a0 The full candidate list including these seven substances is available <a href=\"http:\/\/echa.europa.eu\/chem_data\/authorisation_process\/candidate_list_table_en.asp\">here<\/a>.]<\/em><\/p>\n<p>All of the chemicals are officially classified as Carcinogenic, Mutagenic or Reproductive toxicants (CMRs).\u00a0 Their addition brings the total number of chemicals on the Candidate List to 53.\u00a0 Adding a chemical to REACH\u2019s <a href=\"http:\/\/echa.europa.eu\/chem_data\/authorisation_process\/candidate_list_table_en.asp\">Candidate List<\/a> is the first step toward subjecting it to REACH\u2019s <a href=\"https:\/\/web.archive.org\/web\/20111122083752\/http:\/\/echa.europa.eu:80\/reach\/authorisation_under_reach_en.asp\">Authorization process<\/a>, whereby the chemical can be used only if specifically authorized by EU authorities.<\/p>\n<p>In this brief post we present a bit more information on these latest seven SVHCs, including the extent of their presence in U.S. commerce and their main uses.\u00a0 <!--more--><\/p>\n<p>The table below presents information (together with linked sources) on each of the seven chemicals, including:<\/p>\n<ul>\n<li>the specific hazard characteristic(s) that led to their identification as SVHCs;<\/li>\n<li>available information on how the chemicals are used, drawn from any of several U.S. and foreign sources;<\/li>\n<li>whether they were reported as being manufactured in the U.S. in the 2006 reporting cycle of the Environmental Protection Agency\u2019s (EPA) <a href=\"http:\/\/www.epa.gov\/iur\/\">Inventory Update Reporting<\/a> (IUR) program, and, if so, in what volume range; and<\/li>\n<li>whether or not the chemicals have been registered under REACH (if so, a link to the registration dossier is provided).<\/li>\n<\/ul>\n<p>A few interesting observations:<\/p>\n<ul>\n<li>At least six of the seven Substances of Very High Concern are reported as being manufactured in the U.S., according to the 2006 IUR data.\u00a0 (The seventh may also be manufactured here and not reported in the 2006 IUR due either to its falling below the reporting threshold of 25,000 pounds per year per site, or to its identity having been declared to be confidential.)<\/li>\n<li>Four of the seven are High Production Volume (HPV) chemicals (manufactured in amounts exceeding one million pounds annually) in the U.
