To meet this demand, water utilities are increasingly posting interactive maps online to help residents identify whether their homes are connected to lead service lines (LSLs).<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> These are the pipes that deliver water from the main under the street to homes and buildings. In homes built before 1986, this pipe could be made of lead.<\/p>\n<p>With this information, people can:<\/p>\n<ul>\n<li>Better assess their risk of lead exposure from drinking water and take steps to reduce possible exposure (e.g., water filters);<\/li>\n<li>Make decisions when renting or purchasing a new home, and\/or;<\/li>\n<li>Demand that their water utility and community invest in effective LSL replacement programs to reduce harmful exposure to lead, particularly for children who are most vulnerable.<\/li>\n<\/ul>\n<p>Given the importance and growing popularity of LSL maps, we are launching a new blog series, <em>Mapping Lead<\/em>, that will explore how utilities are approaching maps, evaluate which map features are most and least effective, and share best practices to help guide future efforts.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-11525 \" src=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2023\/03\/F6B1AE5A-80F6-4205-B430-0921BD27E416_1_105_c.jpeg\" alt=\"\" width=\"327\" height=\"436\" srcset=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2023\/03\/F6B1AE5A-80F6-4205-B430-0921BD27E416_1_105_c.jpeg 768w, https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2023\/03\/F6B1AE5A-80F6-4205-B430-0921BD27E416_1_105_c-225x300.jpeg 225w\" sizes=\"auto, (max-width: 327px) 100vw, 327px\" \/><\/p>\n<p>EPA recognized the value of interactive maps in its <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-issues-guidance-help-communities-locate-lead-pipes-can-contaminate-drinking-water\" target=\"_blank\" rel=\"noopener\">August 2022 guidance<\/a> on developing service line inventories. The agency recommended utilities of all sizes consider making information available through interactive maps using commonly available tools, like GIS software. The guidance references <a href=\"https:\/\/blogs.edf.org\/health\/2019\/02\/01\/new-study-interactive-online-tools-lead-service-line\/\" target=\"_blank\" rel=\"noopener\">EDF\u2019s 2019 study<\/a> for evidence of the power of these interactive maps and spotlights LSL replacement programs in <a href=\"https:\/\/gcww.maps.arcgis.com\/apps\/webappviewer\/index.html?id=0a170c268c694e46a8a4e394630df0bd\" target=\"_blank\" rel=\"noopener\">Cincinnati<\/a> and <a href=\"https:\/\/dw.maps.arcgis.com\/apps\/View\/index.html?appid=cb5d6630085b4e4b96ff7fd1adf39025\" target=\"_blank\" rel=\"noopener\">Denver<\/a> as examples of best practices.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/p>\n<p>We wholeheartedly agree with EPA\u2019s recommendations. As a result of the agency\u2019s guidance, we anticipate that the number of online maps is likely to grow dramatically as utilities meet an October 2024 deadline to make their inventory of service line materials publicly accessible to comply with EPA\u2019s revised <a href=\"https:\/\/www.epa.gov\/ground-water-and-drinking-water\/review-national-primary-drinking-water-regulation-lead-and-copper\" target=\"_blank\" rel=\"noopener\">Lead and Copper Rule<\/a> (LCR).<\/p>\n<p><strong>Top 100 Cities: Who Has Maps \u2013 And Who Doesn\u2019t<\/strong><\/p>\n<p>We identified over 50 interactive LSL maps that utilities have made publicly available to residents across the United States. Looking at the utilities that serve the 100 largest cities in the country, we found that 15 have LSL maps\u2014a positive step that leverages existing asset-management tools such as GIS, while increasing public transparency. Together, these 15 utilities provide drinking water to more than 16 million people.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/12\/221213-Cities_with_LSL_maps.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-11424 aligncenter\" src=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/12\/221213-Cities_with_LSL_maps-300x93.png\" alt=\"\" width=\"532\" height=\"165\" srcset=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/12\/221213-Cities_with_LSL_maps-300x93.png 300w, https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/12\/221213-Cities_with_LSL_maps-1024x318.png 1024w, https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/12\/221213-Cities_with_LSL_maps-768x239.png 768w, https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/12\/221213-Cities_with_LSL_maps.png 1156w\" sizes=\"auto, (max-width: 532px) 100vw, 532px\" \/><\/a><\/p>\n<p>Throughout this blog series we\u2019ll take a closer look at maps; in some cases, we\u2019ll be critical of those that don\u2019t meet the criteria for an effective map. Nonetheless, we recognize these utilities have taken a step in the right direction and should be applauded for their efforts.<\/p>\n<p>We discovered that 12 large utilities were notably absent from the list of those with online maps. Given their size and location, these utilities presumably have LSLs in their distribution areas <em>and <\/em>the in-house resources to develop effective maps. We hope that by shining a light on the cities that are leading the way and addressing the contrast with those cities without maps, we can help spur action so residents of large cities served by these utilities will have access to this crucial information. For a list of the 12 utilities without maps and 15 with maps, see the tables below. We\u2019ll continue to revise these lists as more large cities publish interactive maps online.<\/p>\n<p><strong>By the Numbers<\/strong><\/p>\n<p>It&#8217;s important to understand the broader landscape as we track cities that are choosing interactive maps as a key tool for communicating about LSLs to the public. Using estimates from EPA\u2019s <a href=\"https:\/\/www.regulations.gov\/document\/EPA-HQ-OW-2017-0300-1692\" target=\"_blank\" rel=\"noopener\">Regulatory Impact Analysis<\/a> for the revised LCR, the figure below shows the number of community water systems that fall under the purview of the LCR and subsequent <a href=\"https:\/\/www.ecfr.gov\/current\/title-40\/chapter-I\/subchapter-D\/part-141\/subpart-I\/section-141.84\" target=\"_blank\" rel=\"noopener\">requirements<\/a> based on presence of LSLs and population served.<\/p>\n<p>By October 2024, more than 50,000 utilities<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> will either submit an initial service line inventory or demonstrate the absence of LSLs in their distribution area.<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> EPA estimates that more than 12,000 utilities will find LSLs and thus will be required to make their inventory publicly accessible; those that serve over 50,000 people will also be required to post the inventory online.<\/p>\n<p><a
