However, the draft limits don\u2019t go far enough to protect children. They also risk undermining the agency\u2019s broader<span data-contrast=\"auto\"> <a href=\"https:\/\/www.fda.gov\/food\/metals-and-your-food\/closer-zero-action-plan-baby-foods\">Closer to Zero<\/a> effort<\/span> to drive down children\u2019s exposure to lead, arsenic, and cadmium in food.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">If finalized, these levels would be the most stringent in the world, including current European standards<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> <\/span><span data-contrast=\"auto\">and anticipated <a href=\"https:\/\/blogs.edf.org\/health\/wp-content\/blogs.dir\/11\/files\/2022\/06\/EDF-Comments-to-US-Codex-on-Lead-in-Food-FINAL-4-20-22.pdf\">international standards<\/a>.<a href=\"#_ftn1\" name=\"_ftnref1\">[2]<\/a><\/span><span data-contrast=\"auto\">\u00a0For that FDA deserves credit. Public comments to FDA are due June 28.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">This blog is the first in our <a href=\"https:\/\/blogs.edf.org\/health\/?s=unleaded+juice&amp;searchsubmit=Search\"><em>Unleaded Juice<\/em><\/a> blog series where we explore these issues. Heavy metals like lead are potent neurotoxicants that can impair children\u2019s brain development. Lead can also result in lower IQs in children.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><!--more--><\/p>\n<p><span data-contrast=\"auto\">Strategically, juices are a smart place for FDA to begin driving down lead exposure in young children<a href=\"#_ftn1\" name=\"_ftnref1\">[3]<\/a><\/span><span data-contrast=\"auto\">\u00a0for two reasons:\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<ol>\n<li><span data-contrast=\"auto\"><span data-contrast=\"auto\"> Fruits represent 25% of children\u2019s exposure to lead, a close second to <span class=\"TextRun SCXW46207515 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW46207515 BCX0\">grains.<\/span><\/span><\/span><\/span><span data-contrast=\"auto\"><a href=\"#_ftn1\" name=\"_ftnref1\">[4]<\/a> <\/span><span class=\"TextRun SCXW46207515 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW46207515 BCX0\">While<\/span><\/span><span data-contrast=\"auto\">\u00a0whole fruits have significant nutritional value, juices do not because much of the fiber and protein are removed. In addition, juices are high in calories and often very sweet, one of the reasons children like them. For these reasons, the <a href=\"https:\/\/publications.aap.org\/aapnews\/news\/14804\">American Academy of Pediatrics<\/a> discourages serving fruit juices to young children.<\/span><\/li>\n<li><a href=\"https:\/\/www.fda.gov\/media\/157596\/download\">FDA<\/a> and consumer advocacy groups like <a href=\"https:\/\/www.consumerreports.org\/food-safety\/arsenic-and-lead-are-in-your-fruit-juice-what-you-need-to-know\/\">Consumer Reports<\/a> have conducted significant testing of juices. As a liquid, it is easier to get a representative sample of juices, and they can be analyzed at a lower cost because sample preparation is simpler than for solids and mixtures.<\/li>\n<\/ol>\n<p><span data-contrast=\"auto\">For these reasons, juices represent an important opportunity for FDA to set aggressive limits that prioritize children\u2019s health over marketplace impacts while still balancing access to nutritious foods. Juices also represent the outer limit of what FDA will demand from industry since it will take a more cautious approach when setting lead limits for more nutritious foods. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">With its draft action levels for lead in juices, FDA has taken a needed \u2013 but insufficient \u2013 step forward, but much more is required. FDA submitted the draft action levels for lead in juice to the Office of Management and Budget for review in March 2021 \u2013 a month before it launched its Closer to Zero plan. Over the past year, FDA has made a concerted effort to reconsider the science and how it approaches setting standards for substances <\/span>like lead for which there is no known safe level of exposure. With US support, in May 2022, the <a href=\"https:\/\/www.fao.org\/fao-who-codexalimentarius\/meetings\/detail\/en\/?meeting=CCCF&amp;session=15\">key Codex committee<\/a> rejected European Union proposal for 20 ppb in juice for infants and toddler. EDF opposed FDA\u2019s position.
