{"id":8627,"date":"2017-10-05T15:12:34","date_gmt":"2017-10-05T19:12:34","guid":{"rendered":"http:\/\/blogs.edf.org\/growingreturns\/?p=8627"},"modified":"2025-06-10T17:00:48","modified_gmt":"2025-06-10T21:00:48","slug":"we-sink-or-swim-together-in-the-sagebrush-sea-and-beyond","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/growingreturns\/2017\/10\/05\/we-sink-or-swim-together-in-the-sagebrush-sea-and-beyond\/","title":{"rendered":"\u201cWe sink or swim together\u201d in the sagebrush sea, and beyond"},"content":{"rendered":"<figure id=\"attachment_7204\" aria-describedby=\"caption-attachment-7204\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-7204\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2016\/12\/event-300x191.jpg\" alt=\"\" width=\"300\" height=\"191\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2016\/12\/event-300x191.jpg 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2016\/12\/event-768x488.jpg 768w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2016\/12\/event.jpg 916w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-7204\" class=\"wp-caption-text\">Western governors, landowners, conservationists and others celebrated the collaborative and bipartisan conservation effort that led to a <a href=\"https:\/\/blogs.edf.org\/growingreturns\/2015\/09\/22\/ranchers-and-conservationists-step-up-to-avert-listing-of-sage-grouse\/\">&#8220;not warranted&#8221; listing decision<\/a> for sage-grouse in September 2015.<\/figcaption><\/figure>\n<p>Today, the Interior Department <a href=\"https:\/\/www.blm.gov\/node\/13805\">opened up federal sage-grouse plans<\/a> to potential changes, despite the concerns of many state, industry, landowner and conservation stakeholders across the country.<\/p>\n<p>John Swartout, a senior policy advisor to Colorado Governor John Hickenlooper, <a href=\"http:\/\/www.gjsentinel.com\/news\/articles\/state-to-send-zinke-unified-message-on-sagegrouse\">said that it would be bad for Colorado<\/a> if the sage-grouse plan, developed over years with local and state involvement, was eliminated, for fears that this would lead to a future Endangered Species Act listing.<\/p>\n<p>\u201cWe didn\u2019t work this hard to throw it all away and get a listing,\u201d he said, echoing concerns of <a href=\"http:\/\/trib.com\/business\/energy\/interior-department-opens-up-sage-grouse-protections-to-changes\/article_ec4f7e1f-c360-55f5-af68-c96c4b759eff.html\">others<\/a> that upending the plans could ultimately lead to the sage-grouse being listed.<\/p>\n<p>Wyoming Governor Matt Mead reiterated what many western governors have told Secretary Zinke \u2013 that the states should be consulted about revisions to the plans because they are ultimately the ones who have to face the consequences if the plans fail and a federal listing is warranted.<\/p>\n<p>\u201cIf it was a state by state listing decision, that\u2019d be one thing,\u201d Mead <a href=\"http:\/\/trib.com\/business\/energy\/wyoming-governor-concerned-by-anticipated-sage-grouse-changes\/article_794ed2b4-1414-5ca3-a207-bb32fd5241f7.html\">said<\/a>. \u201cBut the way we are with the law right now, if one state gets listed, we all are going to get listed. We sink or swim together.\u201d<!--more--><\/p>\n<p><strong>Impending disaster, or possible lifeline<\/strong><\/p>\n<p>Western governors like Hickenlooper and Mead have continued to show great bipartisan leadership on sage-grouse conservation efforts. If the plans are significantly altered or rescinded, these leaders and countless other ranchers and local stakeholders will be left to deal with great uncertainty and risk.<\/p>\n<p>Altering the plans could have immediate and significant negative consequences on the ground:<\/p>\n<ul>\n<li>Landowner-led efforts would be disrupted, including revenue-earning opportunities from sage-grouse conservation programs.<\/li>\n<li><a href=\"https:\/\/blogs.edf.org\/growingreturns\/2015\/12\/11\/2-million-available-for-nevada-landowners-to-earn-revenue-through-sage-grouse-pilots\/\">Millions of dollars<\/a> invested in sage-grouse conservation programs would be held up.<\/li>\n<li>Robust agriculture and energy industries would lose the clear and consistent standards that they rely on to operate and to confidently plan for the future.<\/li>\n<li>Outdoor recreation and tourism sectors that benefit from roughly <a href=\"http:\/\/trib.com\/opinion\/columns\/saeger-important-to-uphold-sage-grouse-plans\/article_11fa1dcc-50be-583d-902d-1bdc4b1b0a22.html\">$1 billion a year<\/a> in economic output driven by sage-grouse habitat would suffer, including countless jobs and livelihoods.<\/li>\n<\/ul>\n<p>Ultimately, any move to undermine the sage-grouse plans would put short-term industry profits over the long-term viability of the western landscape and way of life. But it\u2019s not too late to keep the plans intact.<\/p>\n<figure id=\"attachment_8376\" aria-describedby=\"caption-attachment-8376\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8376\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2017\/08\/8726749299_7fa99e52ee-300x214.jpg\" alt=\"\" width=\"300\" height=\"214\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2017\/08\/8726749299_7fa99e52ee-300x214.jpg 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2017\/08\/8726749299_7fa99e52ee.jpg 500w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-8376\" class=\"wp-caption-text\">The U.S. Fish and Wildlife Service mitigation policy was updated in fall 2016 to <a href=\"https:\/\/www.edf.org\/media\/obama-administration-adds-new-tools-endangered-species-act-toolbox\">make new tools available<\/a> in the conservation toolbox, including market-based approaches that increase flexibility, efficiency and effectiveness.<\/figcaption><\/figure>\n<p>Secretary Zinke should follow the lead of western governors, ranchers and other stakeholders who have created robust, science-based, and consistent plans to keep the bird off the Endangered Species List. Let\u2019s keep the plans in place, and keep the bird off the list.<\/p>\n<p><strong>The next storm is brewing<\/strong><\/p>\n<p>The greater sage-grouse is a canary in the coal mine. It\u2019s a sign of a declining sagebrush ecosystem. It\u2019s also a sign of a greater political fight ramping up on the mitigation front.<\/p>\n<p>When it comes to disaster preparedness, mitigation is the effort to reduce loss of life and property by lessening a disaster\u2019s impact. <a href=\"https:\/\/www.fema.gov\/what-mitigation\">According to the Federal Emergency Management Agency (FEMA)<\/a>, \u201cin order for mitigation to be effective we need to take action now\u2014before the next disaster\u2014to reduce human and financial consequences later.\u201d<\/p>\n<figure id=\"attachment_8386\" aria-describedby=\"caption-attachment-8386\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-8386\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2017\/08\/16664466936_77f4b2057a-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2017\/08\/16664466936_77f4b2057a-300x200.jpg 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2017\/08\/16664466936_77f4b2057a.jpg 500w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-8386\" class=\"wp-caption-text\">In June,\u00a0Interior Secretary Ryan Zinke\u00a0<a href=\"http:\/\/thehill.com\/blogs\/pundits-blog\/energy-environment\/340092-no-cleaning-up-after-ourselves-is-not-un-american\">called compensatory mitigation \u201cun-American\u201d<\/a>\u00a0during his keynote speech at the Western Governors\u2019 Association meeting \u2013 a sign that the politicization of wildlife management will not end with sage-grouse. (Photo credit:\u00a0<a href=\"http:\/\/www.flickr.com\/photos\/22007612@N05\/16664466936\">Gage Skidmore<\/a>)<\/figcaption><\/figure>\n<p>The same rule applies to mitigation for impacts to wildlife.<\/p>\n<p>The fundamental rule of effective wildlife mitigation policy is that environmental harm should be avoided, minimized and restored. And, when possible, mitigation should take place prior the impact, just as in disaster preparedness, to minimize the damage. Unfortunately, these fundamental rules are now being <a href=\"https:\/\/www.wsj.com\/articles\/government-to-reopen-sage-grouse-lands-for-potential-mining-projects-1507094109\">sidestepped<\/a> on the administration\u2019s march towards energy dominance above all else. It\u2019s a short-sighted strategy that will bring long-term consequences for our nation\u2019s great wildlife, landscapes and economy.<\/p>\n<p>We can\u2019t set the precedent that collaborative efforts and common sense solutions won\u2019t withstand politics.
