{"id":7485,"date":"2017-03-06T13:11:36","date_gmt":"2017-03-06T17:11:36","guid":{"rendered":"http:\/\/blogs.edf.org\/growingreturns\/?p=7485"},"modified":"2025-12-04T13:44:15","modified_gmt":"2025-12-04T18:44:15","slug":"what-its-going-to-take-to-fund-californias-water-infrastructure","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/growingreturns\/2017\/03\/06\/what-its-going-to-take-to-fund-californias-water-infrastructure\/","title":{"rendered":"What it\u2019s going to take to fund California\u2019s water infrastructure"},"content":{"rendered":"<p>The <a href=\"https:\/\/blogs.edf.org\/growingreturns\/2017\/02\/15\/what-the-oroville-dam-crisis-tells-us-about-natural-infrastructure\/\">situation at Oroville Dam<\/a> garnered national attention and brought into clear focus the limitations of our aging flood protection infrastructure \u2013 California\u2019s complex system of dams, levees, and bypasses \u2013 as well as the need for greater investment in maintaining and upgrading this system.<\/p>\n<p>It is appropriate, then, that Governor Brown recently unveiled a <a href=\"https:\/\/www.gov.ca.gov\/news.php?id=19696\">plan<\/a> to bolster dam safety and flood protection. By requiring emergency action plans, beefing up our dam inspection program and increasing our investment in emergency response, Governor Brown is taking an important first-step in tackling this difficult problem.<\/p>\n<p>This comes at an especially important time as infrastructure maintenance is at the forefront of state and national discussions, and we still have a few months to go before we are out of the rainy season.<\/p>\n<p><!--more--><\/p>\n<p><strong>A drop in the bucket<\/strong><\/p>\n<p>To pay for his plan, the governor is proposing a $437 million down payment from the general fund and Proposition 1. At the same time, Senator de Leon has offered a proposal (<a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=201720180SB5\">SB 5<\/a>) to invest $500 million in flood protection and infrastructure repair.<\/p>\n<p>This is a good starting point, but it\u2019s clear that more funding is needed to address the state\u2019s known infrastructure needs. In fact, in a 2013 <a href=\"http:\/\/www.water.ca.gov\/sfmp\/resources\/Computer_View_Highlight.pdf\">report<\/a>, the Department of Water Resources and U.S. Army Corps of Engineers identified an \u201cimmediate need for more than $50 billion to complete flood management improvements and projects.\u201d<\/p>\n<p>So how will California address this serious funding gap?<\/p>\n<p>Federal investment and participation in dam inspections will be a key part of the solution. The $1 trillion infrastructure package touted by the Trump Administration, importantly, must include funding for water infrastructure and not exclusively focus on roads and bridges.<\/p>\n<p>[Tweet &#8220;What it\u2019s going to take to fund California\u2019s water infrastructure, via @GrowingReturnshttps:\/\/edf.org\/7dZ&#8221;]<\/p>\n<p><strong>New solutions are needed<\/strong><\/p>\n<p>But California can\u2019t wait for the federal government to meet this urgent need. Nor should we depend on intermittent bond funding to address something so critical to our state\u2019s people and economy.<\/p>\n<p>A stable, consistent source of funding is needed to support ongoing infrastructure maintenance and upkeep as well as mitigating the impacts that infrastructure has had on the environment.
