{"id":16646,"date":"2026-06-30T11:34:20","date_gmt":"2026-06-30T15:34:20","guid":{"rendered":"https:\/\/blogs.edf.org\/growingreturns\/?p=16646"},"modified":"2026-06-30T16:14:16","modified_gmt":"2026-06-30T20:14:16","slug":"livestock-methane-nationally-determined-contributions","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/growingreturns\/2026\/06\/30\/livestock-methane-nationally-determined-contributions\/","title":{"rendered":"Why more countries are targeting\u00a0livestock methane\u00a0cuts\u00a0"},"content":{"rendered":"\n<p>Cutting methane&nbsp;from&nbsp;livestock&nbsp;is one of the quickest ways to slow climate change, as a new&nbsp;<a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/unsg_call_action_methane_by-2030_publication.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">United Nations report<\/a>&nbsp;confirms.&nbsp;A&nbsp;growing number of countries are writing&nbsp;livestock&nbsp;emissions&nbsp;into the national climate plans, known as Nationally Determined Contributions or NDCs, that they&nbsp;submit&nbsp;to the UN&nbsp;every five years.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In the latest round of&nbsp;NDC&nbsp;pledges, more countries than&nbsp;ever&nbsp;embraced&nbsp;action on livestock&nbsp;for&nbsp;its&nbsp;potential to deliver&nbsp;lower emissions, better farmer livelihoods, and improved food and nutritional security.&nbsp;But&nbsp;to&nbsp;be successful&nbsp;in implementing these ambitions, more investment,&nbsp;coordination&nbsp;and international knowledge sharing&nbsp;are&nbsp;needed.&nbsp;<\/p>\n\n\n\n<p>Here\u2019s&nbsp;what we found when we reviewed&nbsp;how livestock showed up in 2020 and 2025 NDC submissions.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>How many countries include livestock&nbsp;emissions&nbsp;in&nbsp;their climate plans?<\/strong>&nbsp;<\/p>\n\n\n\n<p>We found&nbsp;103&nbsp;countries that&nbsp;submitted NDCs in both 2020 and 2025. Of that group,&nbsp;62&nbsp;contained&nbsp;explicit livestock&nbsp;emissions&nbsp;measures, such as stated goals,&nbsp;projects&nbsp;or plans,&nbsp;in their most recent submissions&nbsp;(referred to&nbsp;as NDC 3.0). This was&nbsp;up&nbsp;sharply&nbsp;from&nbsp;the&nbsp;42&nbsp;countries&nbsp;that&nbsp;did so&nbsp;in the&nbsp;previous&nbsp;submission round&nbsp;between 2020 and&nbsp;2021&nbsp;(NDC 2.0).&nbsp;<\/p>\n\n\n\n<p>A total of&nbsp;24&nbsp;countries included&nbsp;explicit&nbsp;livestock&nbsp;emission&nbsp;goals&nbsp;in&nbsp;their&nbsp;NDCs&nbsp;for the first time,<em>&nbsp;<\/em>including&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-05\/KENYAS%20SECOND%20NATIONALLY%20DETERMINED%20CONTRIBUTION%202031_2035.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Kenya<\/a>, which pledged improvements to livestock husbandry and management efficiency as part of&nbsp;its&nbsp;agriculture mitigation strategy, and&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-12\/NDC3.0_Gabon_5_11_2025-final%20version.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Gabon<\/a>,&nbsp;which&nbsp;identified better breeding,&nbsp;pasture management&nbsp;and improved animal feed as priority adaptation pathways.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Notably, only&nbsp;five&nbsp;countries&nbsp;that included livestock in their NDC 2.0 submissions&nbsp;omitted&nbsp;future action&nbsp;on&nbsp;livestock&nbsp;emissions&nbsp;from&nbsp;their NDC&nbsp;3.0 submissions.&nbsp;Jamaica, for example, expressed plans for capturing manure for biogas in their previous NDC but did not detail progress in NDC 3.0,&nbsp;and&nbsp;Ethiopia&nbsp;shared&nbsp;progress on&nbsp;its&nbsp;NDC&nbsp;2.0&nbsp;goals&nbsp;but did not outline next steps.&nbsp;Despite these five countries,&nbsp;we saw&nbsp;a&nbsp;net increase in livestock&nbsp;emissions&nbsp;goals across the board.&nbsp;<\/p>\n\n\n\n<p><strong>How are countries implementing livestock&nbsp;emissions&nbsp;solutions?&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p>Countries are pursuing a handful of&nbsp;<a href=\"https:\/\/blogs.edf.org\/growingreturns\/2025\/09\/18\/livestock-methane-solutions-nutrition-incomes-climate\/\" target=\"_blank\" rel=\"noreferrer noopener\">proven strategies<\/a>&nbsp;that directly reduce livestock&nbsp;emissions, with an emphasis on methane.&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-09\/Bangladesh%20Third%20Nationally%20Determined%20Contribution%20%28NDC%203.0%29.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Bangladesh<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-09\/Mongolia%20NDC3_0%20under%20UNFCCC_PA%20FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Mongolia<\/a>&nbsp;have&nbsp;built on their NDC 2.0&nbsp;plans&nbsp;by adopting methane-inhibiting feed additives&nbsp;and&nbsp;improving the&nbsp;fodder&nbsp;given to their livestock herds&nbsp;in 3.0.&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-09\/NDC%20NICARAGUA%202025%20-12.09.2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Nicaragua<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-10\/NDC3.0_Kyrgyzstan_English_30-09-2025%20%282%29.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Kyrgyzstan<\/a><strong>&nbsp;<\/strong>will&nbsp;focus on&nbsp;capturing&nbsp;methane produced&nbsp;from stored&nbsp;manure&nbsp;and&nbsp;using&nbsp;it for&nbsp;energy&nbsp;production.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Other&nbsp;countries are looking at&nbsp;genetic&nbsp;improvements&nbsp;and&nbsp;health&nbsp;interventions to drive reductions.&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-09\/Bolivia_NDC3.0_2026-2035%20final%2029.09.2024.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Bolivia<\/a>, for example,&nbsp;is&nbsp;breeding for more climate-resilient animals,&nbsp;while&nbsp;<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/2025-08\/Cambodia-NDC%203.0_0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Cambodia<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.unfccc.int\/sites\/default\/files\/2025-02\/Zimbabwe%20NDC3.0%20Country%20Statement_2025_35.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Zimbabwe<\/a>&nbsp;are investing&nbsp;in animal health&nbsp;and&nbsp;optimizing&nbsp;productivity&nbsp;so that&nbsp;less methane is emitted&nbsp;per serving of dairy or meat.&nbsp;<\/p>\n\n\n\n<p><strong>What\u2019s&nbsp;stopping countries from turning goals into action?<\/strong>&nbsp;<\/p>\n\n\n\n<p>These examples&nbsp;point to how we can&nbsp;best help&nbsp;countries achieve their climate goals,&nbsp;as many&nbsp;countries&nbsp;\u2014&nbsp;especially&nbsp;low- and middle-income&nbsp;ones&nbsp;\u2014&nbsp;need more&nbsp;funding, policy guidance, institutional&nbsp;capacity&nbsp;and access to technical knowledge to turn their&nbsp;goals&nbsp;into action.&nbsp;&nbsp;<\/p>\n\n\n\n<p>To&nbsp;bridge this \u201cimplementation gap,\u201d&nbsp;we&nbsp;need a broader community of practice&nbsp;where&nbsp;countries&nbsp;share what works with each other.&nbsp;This could&nbsp;mean&nbsp;strategic dialogues at&nbsp;global climate forums,&nbsp;cross-regional&nbsp;research&nbsp;or&nbsp;simply&nbsp;demonstrating&nbsp;what&nbsp;successful implementation&nbsp;looks like.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;rising&nbsp;ambition across NDCs&nbsp;shows&nbsp;that&nbsp;we\u2019re&nbsp;moving in a positive direction. Countries increasingly&nbsp;see&nbsp;that&nbsp;acting on livestock&nbsp;emissions&nbsp;helps&nbsp;them&nbsp;achieve&nbsp;their climate goals&nbsp;while improving&nbsp;farmer&nbsp;livelihoods and&nbsp;meeting their nutritional needs.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The next step is&nbsp;demonstrating&nbsp;how<em>&nbsp;<\/em>to turn&nbsp;this&nbsp;awareness into action.
