{"id":14705,"date":"2023-10-04T15:38:44","date_gmt":"2023-10-04T19:38:44","guid":{"rendered":"https:\/\/blogs.edf.org\/growingreturns\/?p=14705"},"modified":"2025-06-05T16:12:16","modified_gmt":"2025-06-05T20:12:16","slug":"4-opportunities-for-virginias-general-assembly-to-build-statewide-flood-resilience","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/growingreturns\/2023\/10\/04\/4-opportunities-for-virginias-general-assembly-to-build-statewide-flood-resilience\/","title":{"rendered":"4 opportunities for Virginia\u2019s General Assembly to build statewide flood resilience"},"content":{"rendered":"<p><span data-contrast=\"auto\">In recent years, flash floods have decimated homes, businesses and communities in southwest Virginia and families are still recovering and rebuilding from the damage. <\/span><a href=\"https:\/\/www.nibs.org\/files\/pdfs\/ms_v3_federalgrants.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Research shows<\/span><\/a><span data-contrast=\"auto\"> that investing in flood resilience saves at least $6 for every $1 spent pre-disaster, which is why it\u2019s so important to start planning for climate impacts now.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While many localities are taking steps to plan for current and future climate impacts, many lower-resourced, small or rural communities need additional support from statewide planning initiatives, funding programs and technical assistance to address their flood risk. <\/span><b><span data-contrast=\"auto\">Virginia leaders must continue to build flood resilience through four big initiatives.<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/\/DJI_0003.webp\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14801\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/\/DJI_0003.webp\" alt=\"Beach\" width=\"1200\" height=\"900\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/DJI_0003.webp 1200w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/DJI_0003-300x225.webp 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/DJI_0003-1024x768.webp 1024w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/DJI_0003-768x576.webp 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/a><\/p>\n<p><!--more--><\/p>\n<p><b><span data-contrast=\"auto\">1. Collaborating across government to maximize resilience<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Historically, programs that increase resilience have been siloed within Virginia\u2019s agencies, even though flood resilience is a cross-sector issue \u2013 impacting health and public safety as well as economic, cultural, social and natural resources. With growing climate impacts, state agencies must have clear direction to collaborate and adapt their programs and services to respond to climate change effectively.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">To understand how best to design and implement effective resilience governance, a <\/span><a href=\"https:\/\/www.dcr.virginia.gov\/dam-safety-and-floodplains\/resilience-coordination-working-group\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">stakeholder working group<\/span><\/a><span data-contrast=\"auto\"> convened over the last year to develop recommendations for Virginia. Key priorities include reorganizing the <\/span><a href=\"https:\/\/blogs.edf.org\/growingreturns\/2023\/07\/28\/why-every-state-needs-a-chief-resilience-officer\/\"><span data-contrast=\"none\">Chief Resilience Officer<\/span><\/a><span data-contrast=\"auto\"> as a standalone position reporting directly to the governor, along with an office and at least six professional staff to enable alignment across different state agencies and support local capacity. These staff can help identify, apply for and share information about federal funding opportunities, data, resources and needs across agencies and provide technical assistance to communities in resilience planning initiatives.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Enhancing coordination across government will improve Virginia\u2019s ability to address the diverse needs of climate-impacted communities and leverage financial resources to build more resilient communities and ecosystems.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<div><a class=\"jumpOut nextButton\" href=\"https:\/\/vcnva.org\/agenda-item\/advancing-equitable-statewide-flood-planning\/\" target=\"_blank\" rel=\"noopener\"><span class=\"boxInner\">Read our policy priorities for advancing equitable statewide flood planning here.<\/span><\/a><\/div>\n<p><b><span data-contrast=\"auto\">2. Planning for future flood risk<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Virginia is identifying current and future flood risk across the commonwealth. The first phase of <\/span><a href=\"https:\/\/www.dcr.virginia.gov\/crmp\/plan\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Virginia\u2019s Coastal Resilience Master Plan<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.dcr.virginia.gov\/crmp\/plan\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"auto\">released in 2021<\/span><\/a><span data-contrast=\"auto\">, detailed the impacts of tidal and coastal flooding on Virginia\u2019s critical infrastructure, natural infrastructure and communities along the coast. Importantly, flood risk from rainfall and an interactive project database will be added next year.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Because flooding is not limited to the coast, in 2022 Virginia\u2019s General Assembly directed the Department of Conservation &amp; Recreation (DCR) to create a Flood Protection Master Plan to assess and plan for statewide flood risk. Work for this plan must accelerate to meet the 2026 deadline and will require substantial investments in data collection and modeling, as well as robust and regular engagement with flood-prone communities to accurately assess communities\u2019 risks, needs and potential solutions.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">Moving forward, both state plans should prioritize projects and develop a pathway to implementation.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">3. Investing in local and regional resilience<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Virginia has participated in the <\/span><a href=\"https:\/\/vcnva.org\/issue\/rggi-virginia\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Regional Greenhouse Gas Initiative<\/span><\/a><span data-contrast=\"auto\"> (RGGI) since 2021. RGGI has generated over $730 million for flood resilience, low-income energy efficiency and weatherization improvements across the commonwealth, while driving down pollution. Nearly $100 million of that has already been deployed in communities across Virginia through the <\/span><a href=\"https:\/\/blogs.edf.org\/growingreturns\/2022\/01\/13\/virginia-greenhouse-gas-initiative-flood-crisis\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Community Flood Preparedness Fund (CFPF)<\/span><\/a><span data-contrast=\"auto\"> and DCR is currently <\/span><a href=\"https:\/\/www.dcr.virginia.gov\/dam-safety-and-floodplains\/dsfpm-cfpf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">accepting applications<\/span><\/a><span data-contrast=\"auto\"> for $85 million in grants and loans through November 12. The state budget, passed last month, allocated an additional <\/span><a href=\"https:\/\/www.edf.org\/media\/environmental-defense-fund-supports-allocation-100-million-build-flood-resilience-virginia\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">$100 million for the RVRF<\/span><\/a><span data-contrast=\"auto\">; applications for the first funding cycle of $18.5 million are being <\/span><a href=\"https:\/\/www.dcr.virginia.gov\/dam-safety-and-floodplains\/rvrf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">accepted<\/span><\/a><span data-contrast=\"auto\"> through December 12. It\u2019s important to note that the RVRF is another tool in the resilience toolkit, not a replacement for the CFPF \u2013 which has explicit low-income set-asides and prioritizes natural infrastructure alongside community-scale solutions. Additionally, CFPF grants serve as a critical catalyst for local governments that may not have the resources or capacity to manage a loan.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Unfortunately, the Youngkin Administration is still attempting to illegally <\/span><a href=\"https:\/\/www.edf.org\/media\/virginians-will-pay-costs-gov-youngkins-misguided-efforts-exit-regional-greenhouse-gas\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">remove Virginia from RGGI<\/span><\/a><span data-contrast=\"none\">,<\/span><span data-contrast=\"auto\"> the only source of CFPF revenue, despite its <\/span><a href=\"https:\/\/blogs.edf.org\/climate411\/2022\/12\/12\/virginians-have-spoken-the-overwhelming-majority-oppose-governor-youngkins-rggi-rollback\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">popularity with voters<\/span><\/a><span data-contrast=\"auto\"> across the commonwealth. To ensure Virginia\u00a0 can continue funding resilience at the local, regional and statewide level, the General Assembly should appropriate at least $200 million biannually for the CFPF.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">4. Ensuring transparency and oversight of limited resilience funds<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">DCR has committed to transparency standards for this year\u2019s CFPF and RVRF cycles that included soliciting public comment on guidance manuals, establishing an external review panel and publishing all applications and scores. At a minimum, these steps should be implemented and codified to ensure accountability and oversight of these key resources across administrations. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Despite setbacks, Virginia is making progress in planning for a climate changed world \u2013 but we can\u2019t afford to lose momentum. Virginians need leaders at the local, state and federal levels to continue to drive investments in planning and implementation to get resilience projects in the ground before the next storm hits. Building resilience across the commonwealth will take an all-hands-on deck attitude, full transparency for Virginians and dedicated resources and staff to get the job done.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p style=\"text-align: center\"><i><span data-contrast=\"auto\">Want to learn more about how Virginia can build flood resilience?
