From economic instability to safety hazards, to inequities and the destruction of entire neighborhoods, these events have proven to have devastating and lasting impacts. And one thing is made clear \u2013 we need real, robust solutions and we need them across all levels of government to protect communities and promote long-term sustainability. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Some states have acted by establishing a Chief Resilience Officer (CRO), <\/span><span data-contrast=\"none\">a government position that is responsible for spearheading resilience coordination and bringing together stakeholders <\/span><a href=\"https:\/\/www.edf.org\/media\/report-emphasizes-how-chief-resilience-officers-can-help-states-address-growing-climate\"><span data-contrast=\"none\">to build, develop and implement resilience strategies<\/span><\/a><span data-contrast=\"none\">. Among them, 11 states have a CRO.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><!--more--><\/p>\n<p><em>Caption: States with a Chief Resilience Officer<\/em><\/p>\n<h2>A recent win builds resilience in Louisiana<\/h2>\n<p><span data-contrast=\"none\">On July 10, 2023, Louisiana Governor Edwards strengthened the state\u2019s resilience efforts by signing <\/span><a href=\"https:\/\/legis.la.gov\/legis\/ViewDocument.aspx?d=1332468\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">H.B. 526<\/span><\/a><span data-contrast=\"none\"> into law, which <\/span><a href=\"https:\/\/gov.louisiana.gov\/index.cfm\/newsroom\/detail\/4189\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">codifies the state\u2019s CRO position permanently<\/span><\/a><span data-contrast=\"none\">. This milestone comes three years after Edwards issued <\/span><a href=\"https:\/\/gov.louisiana.gov\/assets\/ExecutiveOrders\/2020\/JBE-2020-19-Coastal-Resilience.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Executive Order 2020-19<\/span><\/a><span data-contrast=\"none\">. <\/span><span data-contrast=\"none\">This order established a CRO position in his office to advance the state\u2019s coastal resiliency master plan. H.B. 526, led by Representative Jerome Zeringue, will benefit the state in the long run by creating a stronger and safer Louisiana, as the state has battled with destructive hurricanes, land loss from coastal erosion and increased flood risks from climate change. With strong passage through the Louisiana legislature, it signifies an acknowledgment of the necessity, importance and urgency of a permanent CRO position to lead resilience efforts in the state.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559685&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In 2019, Charles Sutcliffe stepped into the position and has since helped implement Louisiana\u2019s Adaptive Governance Initiative to integrate climate resilience across state government<\/span><span data-contrast=\"auto\">. With the passage of H.B. 526, the CRO\u2019s focus was expanded from the coastal zone to risks across the state, securing funding for more projects that address multiple hazards and impacts. <\/span><span data-contrast=\"none\">\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">This legislation places the CRO permanently in the governor&#8217;s office to ensure durability, priority and longevity in resiliency planning. It also establishes an\u00a0<\/span><span data-contrast=\"none\">Interagency Resilience Coordination Team<\/span><span data-contrast=\"none\">\u00a0comprised\u00a0of state agency resilience officers and a <\/span><span data-contrast=\"none\">Louisiana Resilience Task Force<\/span><span data-contrast=\"none\">, increasing capacity to elevate resilience issues and coordination. By coordinating across state agencies and educating stakeholders, CROs streamline planning efforts, promote best practices and support agencies with technical resources.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Recently, EDF had a chance to sit down with Sutcliffe and ask him about his experience as Louisiana\u2019s coastal CRO. \u201cWhat we have seen firsthand in Louisiana is that the adaptation challenges we face are just as large and just as comprehensive as our decarbonization challenges\u2014but without as much attention. Our job as state leaders is to try to make adapting to climate impacts part of everything we do, whether it is building roads or building workforce training programs. Sufficient education, policy toolkits, and federal resources are essential to equipping states with the science to mitigate and adapt to various climate risks. Oftentimes, inadequate staffing and resources can create a barrier for CROs and resilience teams. We\u2019ve seen this in states like Maryland, New Mexico and Florida, which have faced vacancies in the CRO positions.
