Co<\/span>mmunities<\/span> across the nation<\/span>\u00a0<\/span>can now<\/span> address<\/span> c<\/span>ompr<\/span>ehensive <\/span>f<\/span>lood<\/span> r<\/span>isk <\/span><\/span>\u00a0<\/span><\/strong><\/p>\n If we want to tackle a problem as big and complex as a community\u2019s flood risks, we need to implement a comprehensive approach. Leaders need to look beyond storm surge and ensure mitigation strategies address all associated flood risks that can impact a community. This includes tidal flooding, riverine discharge or extreme\u00a0rain, which can cause flooding independently or can be a compounding factor into the overall damage and distress caused by a hurricane. <\/span>\u00a0<\/span><\/p>\n Congress recognized the gap in protecting ourselves from flooding when passing the Water Resources and Development Act in late 2022. Included in this legislation is <\/span>a provision that enables<\/span><\/a> local communities to request the U.S. Army Corps of Engineers (Corps) to develop solutions for any independent or compounding flood risk. \u00a0<\/span>\u00a0<\/span><\/p>\n So far, communities like Collier County and St. Augustine, FL, have already started inquiring with the Corps about how to prioritize solutions that address flood comprehensive risk in ongoing feasibility studies and flood plans for these communities. <\/span>\u00a0<\/span><\/p>\n 2. <\/span> State <\/span>agencies <\/span>in<\/span> Louisiana can <\/span>help <\/span>build <\/span>resilience <\/span>together <\/span><\/span>\u00a0<\/span><\/strong><\/p>\n Across the nation, state governments have addressed comprehensive flood risk by establishing and appointing a Chief Resilience Officer, a high-level policy position that adds coordination and capacity to address environmental hazards. <\/span>\u00a0<\/span><\/p>\n More than a dozen states have already passed legislation to appoint this position<\/span> \u2013 and most recently, Louisiana joined that growing list. This June, Louisiana lawmakers passed legislation<\/a> to codify an executive order, which in turn establishes a permanent Chief Resilience Officer position. Additionally, it will establish resilience coordinators in each state agency, a coordinating body across agencies and the Louisiana Resilience Task Force. <\/span>\u00a0<\/span><\/p>\n Louisiana acts as a great example<\/a> of how governments can adapt to\u00a0climate change, helping to build resilience\u00a0across all\u00a0state efforts and allowing leaders to take a comprehensive approach to managing future disasters. Furthermore, the state\u00a0can better\u00a0secure necessary federal funding and strengthen communities that are at-risk or have already been devastated by the effects of Hurricane Katrina, Ida, Laura and so many others. <\/span>\u00a0<\/span><\/p>\n E<\/span>ach hurricane season we see the amplifying<\/span> impacts o<\/span>f climate change and how it<\/span> affect<\/span>s <\/span>communities, <\/span>economies<\/span> and ecosystems.<\/span> B<\/span>y<\/span> recognizing the <\/span>need to<\/span> urgently address <\/span>comprehensive flood<\/span>ing<\/span> and<\/span> leveraging<\/span> opportuniti<\/span>e<\/span>s <\/span>to combat<\/span> t<\/span>hese risks, <\/span>our leaders <\/span>have<\/span> taken a step forward in<\/span> helping <\/span>communities <\/span>build<\/span> resilience and<\/span> better prepare for<\/span> the next <\/span>big storm<\/span>.<\/span> <\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":" Over the past year, leaders have responded to our call to act \u2013 a call that was supported by more than a hundred organizations around the country.
