{"id":13412,"date":"2022-01-07T13:23:57","date_gmt":"2022-01-07T18:23:57","guid":{"rendered":"http:\/\/blogs.edf.org\/growingreturns\/?p=13412"},"modified":"2022-01-07T13:23:57","modified_gmt":"2022-01-07T18:23:57","slug":"arizonans-protect-rural-groundwater","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/growingreturns\/2022\/01\/07\/arizonans-protect-rural-groundwater\/","title":{"rendered":"Arizonans have spoken: It\u2019s time to protect rural groundwater."},"content":{"rendered":"<p>Across roughly 80% of Arizona, there are virtually no groundwater regulations, meaning that anyone can drill a well and pump groundwater, even if it dries up neighboring drinking wells or depletes flows in nearby rivers and streams. It&#8217;s the land of &#8220;the deepest well wins,&#8221; putting livelihoods, communities, agriculture and ecosystems at risk.<\/p>\n<p>To help address this risk, state Rep. Regina Cobb introduced legislation two years in a row that would safeguard critical groundwater supplies by providing at-risk groundwater basins or subbasins in rural Arizona the opportunity to opt in to Rural Management Areas (RMAs). Doing so would trigger the creation of a local advisory board that can leverage a suite of tools to develop a groundwater management plan that considers local needs and context.<\/p>\n<p><!--more--><\/p>\n<p>However, her bills have been stalled in the Legislature without opportunities for public input or vote.<\/p>\n<p>To enable some discussion, Cobb successfully introduced another bill that created the Mohave County West Basin Water Users Study Committee, which held public hearings on water management issues in this northwestern region of Arizona.<\/p>\n<p>In a signal of Arizonans\u2019 desire for dialogue and action, the committee\u2019s final meetings in 2021 attracted not only Mohave County residents but Arizonans across the state, including many who drove several hours just to share a few minutes of testimony.<\/p>\n<p>Here is what they said and why Arizona leaders should listen and take action to protect groundwater:<\/p>\n<p><strong>No water came out of the faucet.<\/strong><\/p>\n<figure id=\"attachment_13413\" aria-describedby=\"caption-attachment-13413\" style=\"width: 1575px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-13413\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22.png\" alt=\"\" width=\"1575\" height=\"987\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22.png 1575w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22-300x188.png 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22-1024x642.png 1024w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22-768x481.png 768w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.22-1536x963.png 1536w\" sizes=\"auto, (max-width: 1575px) 100vw, 1575px\" \/><\/a><figcaption id=\"caption-attachment-13413\" class=\"wp-caption-text\">&#8220;A lot of people are thinking about leaving because of the water situation. My wife and I have never seen so many people hauling water. In the desert, water is precious; we should value each single drop.&#8221; \u2014Steven Kisiel, Cochise County resident<\/figcaption><\/figure>\n<p>Some of the most powerful testimony came from residents who shared how unregulated pumping is directly affecting their lives and communities.<\/p>\n<p>Steve Kisiel, for example, described how after he moved to Cochise County, large agribusiness operations moved in all around him with wells that were pumping up to 3,000 gallons of water per minute. One day, he turned on his faucet and no water came out.<\/p>\n<p>The water level in the well he shares with a neighbor dropped over 75 feet in just 13 years. They had to spend $12,000 dollars to drill the well deeper, and now Kisiel says he lives in fear of \u201cwhen, not if,\u201d their well will dry up again.<\/p>\n<p><strong>Business, sports and recreation need water security.<\/strong><\/p>\n<figure id=\"attachment_13414\" aria-describedby=\"caption-attachment-13414\" style=\"width: 1563px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-13414\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222.png\" alt=\"\" width=\"1563\" height=\"964\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222.png 1563w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222-300x185.png 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222-1024x632.png 1024w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222-768x474.png 768w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2022\/01\/1.7.222-1536x947.png 1536w\" sizes=\"auto, (max-width: 1563px) 100vw, 1563px\" \/><\/a><figcaption id=\"caption-attachment-13414\" class=\"wp-caption-text\">&#8220;Uncertainty with respect to our future water supply affects business growth and economic development as well as Arizona\u2019s reputational interest. The business community cares about groundwater management because it\u2019s essential for long-term planning and risk mitigation.&#8221; \u2014Lori Singleton, Arizona Forward<\/figcaption><\/figure>\n<p>Several business leaders spoke on the economic value of groundwater and the less tangible value that secure, reliable groundwater supplies provide to Arizona\u2019s reputation. Future economic growth is at risk if water supplies are reliable in only certain parts of the state. I strongly support the creation and development of a locally driven groundwater management system.&#8221; &#8211;Donna Michaels, Yavapai County Supervisor<\/figcaption><\/figure>\n<p>In addition to Rep. Cobb, the Mohave County West Basin Water Users Study Committee consisted of four elected officials, three agricultural or ranching representatives, two industrial representatives, a private well owner and the state land commissioner as an advisory member.<\/p>\n<p>After hearing testimony from over 20 people, the committee passed several resolutions at their final meeting in November in support of pursuing rural groundwater legislation during the 2022 legislative session, including a recommendation to introduce the Rural Management Area bill again. The committee published a <a href=\"https:\/\/azmemory.azlibrary.gov\/digital\/collection\/statepubs\/id\/42108\">final report<\/a> in December documenting their activity and recommendations.<\/p>\n<p>Legislation on rural groundwater is expected to be introduced this year for a third time, and Arizona has spoken: It\u2019s time to move forward on an authentic public dialogue and vote to protect this vital natural resource.
