{"id":12396,"date":"2021-01-19T20:28:59","date_gmt":"2021-01-20T01:28:59","guid":{"rendered":"http:\/\/blogs.edf.org\/growingreturns\/?p=12396"},"modified":"2021-01-20T12:39:06","modified_gmt":"2021-01-20T17:39:06","slug":"water-priorities-arizona-legislative-session","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/growingreturns\/2021\/01\/19\/water-priorities-arizona-legislative-session\/","title":{"rendered":"Top 3 water priorities in the 2021 Arizona legislative session"},"content":{"rendered":"<p>Despite uncertainty about the Legislature\u2019s operations amid the COVID surge, Arizona\u2019s 2021 legislative session opened last week with the expectation that several bills will be introduced to advance water security and support a healthy environment.<\/p>\n<p>State policies that promote water security for all people and ecosystems remain as important as ever as communities confront public health challenges, look to rebuild economies and face what is shaping up to be yet another <a href=\"https:\/\/climas.arizona.edu\/sites\/default\/files\/SWCO_DEC2020.pdf\">record-shattering dry winter<\/a> across the Southwest.<!--more--><\/p>\n<p>EDF Action and the <a href=\"https:\/\/www.waterforarizona.com\/\">Water for Arizona Coalition<\/a> are working to advance three main priorities during the 2021 Arizona legislative session.<\/p>\n<p><strong>1. Empower communities to protect their groundwater supplies.<\/strong><\/p>\n<p>Roughly 1.5 million people live in parts of Arizona where groundwater pumping is essentially unregulated. In rural Arizona, a new user can pump groundwater even if its pumping lowers neighbors\u2019 wells, causes property damage, or dries up connected rivers and springs.<\/p>\n<p>Although <a href=\"https:\/\/www.azcentral.com\/in-depth\/news\/local\/arizona-environment\/2019\/12\/05\/unregulated-pumping-arizona-groundwater-dry-wells\/2425078001\/\"><em>The Arizona Republic<\/em><\/a> and other entities have been documenting these impacts of unfettered groundwater pumping, communities from Wilcox to Camp Verde to Kingman that <a href=\"https:\/\/www.audubon.org\/news\/sustaining-healthy-groundwater-levels-critical-habitat-birds-and-people\">depend on groundwater<\/a> still have very limited options to plan for a sustainable water future.<\/p>\n<p>Meanwhile, a recent study by Arizona State University demonstrated the importance of sustainable groundwater supplies to the state\u2019s economy, finding that in regions where water is actively managed, <a href=\"https:\/\/businessforwater.org\/arizonas-groundwater-contributes-to-43-of-state-gdp\">groundwater pumped $1.2 trillion<\/a> into the economy from 2010 to 2018.<\/p>\n<figure id=\"attachment_12408\" aria-describedby=\"caption-attachment-12408\" style=\"width: 540px\" class=\"wp-caption aligncenter\"><a class=\"hoverZoomLink\" href=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-12408 size-large\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-1024x488.jpg\" alt=\"\" width=\"540\" height=\"257\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-1024x488.jpg 1024w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-300x143.jpg 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-768x366.jpg 768w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-1536x732.jpg 1536w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2021\/01\/Screen-Shot-2020-10-22-at-2.44.25-PM-2048x976.jpg 2048w\" sizes=\"auto, (max-width: 540px) 100vw, 540px\" \/><\/a><figcaption id=\"caption-attachment-12408\" class=\"wp-caption-text\">A farm in rural Arizona, which relies heavily on groundwater for irrigation. (Credit: Justin Clifton).<\/figcaption><\/figure>\n<p>Rep. Regina Cobb (R-Kingman) is expected to introduce legislation again this year to help rural communities address this groundwater challenge. Her bill would allow rural communities who depend on groundwater to opt into a \u201crural management area\u201d and empower a local management entity to set goals and implement best management practices and other conservation and planning measures in ways that meet local groundwater needs and conditions.<\/p>\n<p>We also hope to see legislation from Sen. Lisa Otondo (D-Yuma) and Rep. Cobb that would allow the Arizona Department of Water Resources (ADWR) to consider future, projected groundwater use when evaluating requests by communities to prevent additional irrigation through the creation of new irrigation non-expansion areas. Adding this common-sense, forward-looking planning option would help communities and farmers halt unsustainable expansion of new, industrial agriculture.<\/p>\n<div><a class=\"jumpOut nextButton\" href=\"https:\/\/d5cce0e3-1537-4217-a269-a7203d7b4cd3.filesusr.com\/ugd\/9ef7a5_f2e7d4fa94cc4f3dbe2071ecd4e2ec32.pdf\"><span class=\"boxInner\">Read more about the Water for Arizona\u2019s vision for groundwater.<\/span><\/a><\/div>\n<p><strong>2. Pass a new clean water protection program.<\/strong><\/p>\n<p>All people should have access to clean water \u2014 for drinking, fishing, recreation and cultural purposes. Clean water is also essential to support healthy landscapes and wildlife as well as our communities and economies.<\/p>\n<p>But the Trump administration\u2019s rollbacks to the federal Clean Water Act mean that many beloved rivers, lakes and streams in Arizona <a href=\"https:\/\/www.waterforarizona.com\/protectazrivershttps:\/www.waterforarizona.com\/protectazrivershttps:\/www.waterforarizona.com\/protectazrivers\">are now unprotected<\/a> and at risk from pollution and construction. EDF Action and our partners have been working with ADEQ and other stakeholders for months to <a href=\"https:\/\/www.audubon.org\/news\/arizonas-rivers-could-face-irreparable-harm\">develop legislation<\/a> that\u00a0would protect our rivers, lakes and streams, which we hope will be introduced during this session and passed.<\/p>\n<p>EDF Action and Audubon are collecting stories about cherished Arizona rivers, creeks, streams and lakes that need protection to demonstrate their importance to lawmakers.<\/p>\n<p><a class=\"jumpOut nextButton\" href=\"https:\/\/www.waterforarizona.com\/protectazrivers\"><span class=\"boxInner\">Submit your story here and spread the word on social media with the hashtag #ProtectAZRivers.<\/span><\/a><\/p>\n<p><strong>3. Remove barriers to conservation that supports flowing rivers.<\/strong><\/p>\n<p>Rep. Gail Griffin (R-Hereford) has reintroduced one water conservation bill, <a href=\"https:\/\/apps.azleg.gov\/BillStatus\/BillOverview\/74393\">HB 2056<\/a>, that was progressing with significant bipartisan support last year before the pandemic. The bill proposes to remove the risk that a water user could lose \u2014 or forfeit \u2014 a water right if that water user chooses to take less water out of rivers.<\/p>\n<p>In other words, the bill is intended to remove the \u201cuse-it-or-lose-it\u201d disincentive to conserve water.
