While this bedrock, bipartisan law put the worst industrial water pollution largely behind us, the hard work of addressing nonpoint source pollution remains.<\/p>\n<p>Waters of the U.S. (WOTUS) regulations were created to help mitigate nonpoint source pollution and protect isolated wetlands, but the long-running controversy over the scope of WOTUS illustrates the limitations to using broad and blunt regulations to solve complex problems.<\/p>\n<p>Nutrient runoff from farms is one of the causes of dead zones and contaminated groundwater \u2013 the drinking water source for nearly half of all Americans. In addition, 43 million Americans, mostly in rural communities, drink water from private wells \u2013 <a href=\"https:\/\/nawqatrends.wim.usgs.gov\/Decadal\/?mod=article_inline#waterResourcesTabPane\">16 percent<\/a> of which contain groundwater that exceeds federal nitrate limits.<\/p>\n<p>As <a href=\"https:\/\/www.edf.org\/blog\/2018\/02\/05\/why-epas-suspension-wotus-water-rule-sets-such-dangerous-precedent\">WOTUS revisions<\/a> make their way through a public comment period and face likely legal challenges, water quality improvements can\u2019t wait. Here\u2019s why, and what we can do in the meantime.<!--more--><\/p>\n<p><strong>Heavy rain increases pollution risk<\/strong><\/p>\n<p>Climate models predict increased rainfall and heavier storms for much of the Midwest and Northeast \u2013 including on the 90 million acres of farmland that surround the Mississippi River, our nation\u2019s largest waterway. That\u2019s due in part to the widespread use of tile drains, installed to quickly remove excess water off farm fields. These drainage systems have changed the hydrology of the Midwest and have diminished the natural filtering function of soils.<\/p>\n<p>More than a hundred years of converting natural prairies, wetlands and riparian areas into cropland has also dramatically reduced natural water filtration.<\/p>\n<p>In-field conservation on individual farms must be paired with edge-of-field and watershed-level conservation to fully address the challenges caused by heavy precipitation.<\/p>\n<p><strong>Restoring natural water filters requires new investments<\/strong><\/p>\n<p>Long-term, measurable water quality improvements will require the restoration of wetlands and strips of natural vegetation between farms and waterways. These aren\u2019t the wetlands that WOTUS would protect, but rather wetlands that have already disappeared.<\/p>\n<figure id=\"attachment_10236\" aria-describedby=\"caption-attachment-10236\" style=\"width: 540px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-10236 size-large\" src=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2019\/01\/33477203253_47d25b8709_o-1-1024x680.jpg\" alt=\"\" width=\"540\" height=\"359\" srcset=\"https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2019\/01\/33477203253_47d25b8709_o-1-1024x680.jpg 1024w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2019\/01\/33477203253_47d25b8709_o-1-300x199.jpg 300w, https:\/\/blogs.edf.org\/growingreturns\/wp-content\/blogs.dir\/52\/files\/2019\/01\/33477203253_47d25b8709_o-1-768x510.jpg 768w\" sizes=\"auto, (max-width: 540px) 100vw, 540px\" \/><figcaption id=\"caption-attachment-10236\" class=\"wp-caption-text\">In Iowa, more than 90 percent of original wetlands have been lost over the past century.<\/figcaption><\/figure>\n<p>Unlike other conservation practices that have a clear <a href=\"https:\/\/www.edf.org\/ecosystems\/how-farm-conservation-can-generate-financial-value\">return on investment<\/a>, restoring buffers, filters and wetlands \u2013 even on marginal land \u2013 won\u2019t pencil out for producers, bankers or investors. Fortunately, state and federal governments are stepping up with targeted public investment.<\/p>\n<p>Iowa, Minnesota and Maryland are providing financial and technical assistance for conservation practices that will deliver watershed improvements with the most bang for the buck. The 2018 <a href=\"https:\/\/blogs.edf.org\/growingreturns\/2018\/12\/12\/farm-bill-climate-water-conservation\/\">farm bill<\/a> has full conservation funding for programs that provide farmers with incentives to restore buffers and filters across the rural landscape.<\/p>\n<p>These efforts are essential complements to the Clean Water Act. Regardless of what happens with WOTUS, nonpoint source pollution is a challenge that affects all Americans and must be addressed.<\/p>\n<p>Farmers, environmentalists, departments of agriculture and even public utilities can support watershed-level conservation approaches, including the restoration of powerful natural filtration systems like wetlands, prairies and riparian plant strips. Together, we can maintain agricultural productivity while ensuring safe drinking water and thriving waterways for people and wildlife.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Water quality improvements can\u2019t wait.
