Both places also have an energy-water problem. But, the good news for Texas is that it\u2019s not too late for us to learn from Australia\u2019s mistakes \u2013 and a few successes, too.<\/p>\n<p>In July 2014, Australia <a href=\"http:\/\/www.abc.net.au\/news\/2014-07-17\/carbon-tax-repealed-by-senate\/5604246\">abandoned its carbon price<\/a>, which gave Australia, a country with one of the highest per capita emissions of any developed country in the world and uses even more coal than the United States, the\u00a0largest carbon-price system in the world outside of the European Union.\u00a0(That is, until\u00a0<a href=\"http:\/\/www.edf.org\/climate\/AB32\">California\u2019s program<\/a>\u00a0took effect in January 2013\u2014California has the first-ever economy-wide carbon market in North America, potentially linking to other sub-national, national and regional markets around the world.) Since then, the Australian government has been in talks to significantly <a href=\"http:\/\/www.smh.com.au\/federal-politics\/political-news\/take-it-or-leave-it-government-tells-renewable-energy-industry-in-latest-ret-talks-20150324-1m5ql8.html\">scale back<\/a> its renewable energy target (RET), and the months-long squabbling without resolution is threatening the country\u2019s renewable energy sector.<\/p>\n<p>Texas, whose drought started in October 2010, is now in its <a href=\"http:\/\/www.circleofblue.org\/waternews\/2015\/world\/central-texas-drought-worst-record\/\">worst drought on record<\/a>. And some Texas leaders are taking a similar, short-sighted path as Australia when it comes to rolling back successful clean energy initiatives \u2013 ones that could also save scarce water supplies. Currently in the midst of its biennial legislative session, Texas is <a href=\"http:\/\/blogs.edf.org\/texascleanairmatters\/2015\/03\/19\/a-roundup-of-energy-water-and-climate-bills-in-the-84th-texas-legislative-session\/\">considering bills<\/a> that would scrap the state\u2019s successful wind renewable portfolio standard and prevent the state from complying with the Environmental Protection Agency\u2019s proposed <a href=\"http:\/\/www.edf.org\/climate\/a-new-federal-clean-power-plan\">Clean Power Plan<\/a> (CPP), which establishes the nation\u2019s first-ever limits on carbon pollution.<!--more--><\/p>\n<p style=\"text-align: center;\">[Tweet &#8220;Facing extreme #drought, Australia (and possibly TX) undoes best strategy for water conservation: clean energy&#8221;]<\/p>\n<p>Energy efficiency and clean energy are critical to preserving health and economic stability, especially in the face of a changing climate, because they require little to no water. Without environmental regulations and clean energy goals in place, Australia and Texas are due to experience a surge in both carbon emissions and water use.<\/p>\n<p><strong>Connection between energy and water<\/strong><\/p>\n<p>As in Texas, Australia\u2019s energy makeup is heavily dominated by <a href=\"http:\/\/www.ga.gov.au\/scientific-topics\/energy\/basics#heading-1\">fossil fuels<\/a>: 75 percent of electricity generation comes from coal, 16 percent from gas, and 7 percent renewables (mainly hydropower and wind). Of all these, coal is the most <a href=\"http:\/\/blogs.edf.org\/texascleanairmatters\/2013\/07\/25\/where-is-all-of-the-water-going-a-look-at-which-energy-resources-are-gulping-down-our-water\/\">water-intensive<\/a>, meaning it requires the greatest amount of water to produce electricity. Although some power generation in Australia uses seawater for cooling, <a href=\"http:\/\/www.smithschool.ox.ac.uk\/research-programmes\/stranded-assets\/Stranded%20Assets%20and%20Subcritcial%20Coal%20-%20The%20Risk%20to%20Investors%20and%20Companies%20-%20mid%20res.pdf\">90 percent<\/a> of its coal power is the most inefficient, polluting, water-intensive kind. Water intensity poses significant risk for grid reliability and investment, especially during times of drought.<\/p>\n<p>Demonstrating policy can drive innovation, the RET has incentivized Australia to be creative in thinking about how to combine energy and water use. For example, a <a href=\"http:\/\/arena.gov.au\/project\/perth-wave-energy-project\/\">project<\/a> off the coast of Western Australia uses wave energy to both desalinate water for and power a naval base. This project and <a href=\"http:\/\/www.treehugger.com\/renewable-energy\/solar-pv-shaving-mid-day-peak-australia.html\">others like it<\/a> advance clean energy technologies and knowledge. Texas could expect the same level of innovation and benefits, if it rolls up its sleeves and crafts a framework for the CPP that takes into account Texas\u2019 abundance of carbon-free, zero-water clean energy.<\/p>\n<p>Texas is still coming to terms with its dwindling water supplies, but the current <a href=\"http:\/\/blogs.edf.org\/texascleanairmatters\/2014\/06\/30\/estimates-do-not-meet-reality-time-to-improve-texas-water-planning\/\">State Water Plan<\/a> does not connect the dots between clean energy and water savings. That simple connection could be a powerful weapon in the arsenal to protect the state\u2019s critical resources.<\/p>\n<p><strong>Conservation and human behavior<\/strong><\/p>\n<p>Australia\u2019s nine-year drought \u2013 aptly called the Big Dry \u2013 led to policy changes, including water reuse systems and strong urban water restrictions, which, in turn, led to a <a href=\"http:\/\/blogs.kqed.org\/science\/audio\/drought-lessons-from-down-under\/\">cultural shift<\/a> in the way people use water. Changing water-use patterns is absolutely necessary, and evidence shows the water conservation culture has since become the norm in Australia.<\/p>\n<p>Due to some impressive behavioral changes, the entire country of Australia now averages <a href=\"http:\/\/www.californiadrought.org\/new-data-show-residential-per-capita-water-use-across-california\/\">54 gallons<\/a> of water per person per day (gpcd) \u2013 almost half what it once was. Some areas like Victoria (the state that contains Melbourne) are even as low as 40 gpcd. Compare that to drought-ridden California, where average statewide usage is 125 gpcd, or Texas, which averages a whopping 153 gpcd statewide. Clearly, there is a lot we can still do to encourage a culture of conserving water in the Lone Star State.<\/p>\n<p><strong>Loss of economic development<\/strong><\/p>\n<p>Aside from the water implications, scrapping the carbon price and potentially rolling back the RET has been bad news for Australia\u2019s economy. By the end of 2014 investment in renewables was at a <a href=\"http:\/\/www.smartgridnews.com\/story\/australia-renewables-investments-tank-over-vague-targets\/2015-01-14\">13-year low<\/a>, dropping the country from 11<sup>th<\/sup> to 39<sup>th<\/sup> place in global standings and resulting in jobs and investment dollars going elsewhere. Some areas, like the financial hub of Melbourne, have already seen a <a href=\"http:\/\/www.businessspectator.com.au\/news\/2014\/11\/28\/renewable-energy\/melbourne-renewable-energy-industry-hit-job-losses\">nine percent drop<\/a> in renewable energy jobs due to the uncertain future of the RET.<\/p>\n<p>Texas clean energy proponents are therefore understandably <a href=\"http:\/\/www.dallasnews.com\/business\/energy\/20150322-as-wind-power-booms-texas-lawmakers-consider-yanking-support.ece\">concerned<\/a> that pulling back on renewable energy goals could threaten the 100,000 jobs that have been created in the state so far. Further, many state policymakers are resisting compliance with the CPP, which would incentivize energy efficiency and renewable energy over polluting coal power plants.<\/p>\n<p>Instead, we should be looking to the <a href=\"http:\/\/www.smh.com.au\/federal-politics\/political-opinion\/success-the-renewable-energy-targets-greatest-failing-20140828-109m7t.html\">success<\/a> of Australia\u2019s RET, which built up the country\u2019s solar and wind industry \u2013 requiring negligible amounts of water \u2013 at relatively low cost and even exceeded the 20 percent of electricity from renewable sources target by eight percentage points.<\/p>\n<p>Politicians should not be so short-sighted to undo successful efforts to protect their citizens and critical resources for the sake of a dying, polluting industry.
