{"id":9777,"date":"2015-03-27T16:56:08","date_gmt":"2015-03-27T21:56:08","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=9777"},"modified":"2015-03-27T16:56:42","modified_gmt":"2015-03-27T21:56:42","slug":"vote-a-rama-reveals-senators-environmental-agenda","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2015\/03\/27\/vote-a-rama-reveals-senators-environmental-agenda\/","title":{"rendered":"Vote-a-Rama Reveals Senators\u2019 Environmental Agenda"},"content":{"rendered":"<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2015\/03\/capitol.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-9778\" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2015\/03\/capitol.jpg\" alt=\"capitol\" width=\"300\" height=\"226\" \/><\/a>It\u2019s been a big news day in the U.S. Senate, with Senate Democratic Leader Harry Reid announcing he won\u2019t run for another term.<\/p>\n<p>But that&#8217;s not the only news.<\/p>\n<p>We have had our eyes on the Senate\u2019s marathon \u201cVote-a-Rama\u201d budget process that wrapped up around three-thirty this morning.<\/p>\n<p>A number of environmental and energy votes came and went in a flurry of two-minute debates.\u00a0While the votes mean little in terms of law (the budget bill doesn\u2019t even go to the president for signature), Senators on both sides of the aisle brought up measures as trial balloons to find out where Senators stand on issues that could resurface when Congress takes up other legislation in the future.<\/p>\n<p>Disturbingly, but not surprisingly, polluter lobbyists were hard at work and Senators filed\u00a0dozens of\u00a0amendments attacking the Clean Air Act, the U.S. Environmental Protection Agency (EPA), President Obama\u2019s Climate Action Plan, and other environmental measures.<!--more--><\/p>\n<p>Others fought back with their own amendments calling for more \u2014 not less \u2014 action to protect our environment and health.<\/p>\n<p>Incredibly, many of these quick attacks on the Clean Air Act, Clean Water Act, and other bedrock measures were supported by a majority of Senators.\u00a0This despite overwhelming public support \u2014 across party lines \u2014 for environmental laws, standards, and enforcement to protect the air we breathe, the water we drink, and the planet we leave our kids.<\/p>\n<p>Only a handful of the environmental amendments that were filed were actually voted on. But expect more attacks this year and next.<\/p>\n<p>The most dangerous attack was launched by Senate Majority Leader Mitch McConnell, who has made it a top priority to undermine EPA\u2019s Clean Power Plan and give electric utilities a free pass on smokestack carbon pollution.\u00a0His attack on the Clean Power Plan passed on a vote of 57-43.<\/p>\n<p>(You can see the votes on the McConnell amendment #836\u00a0<a href=\"http:\/\/www.senate.gov\/legislative\/LIS\/roll_call_lists\/roll_call_vote_cfm.cfm?congress=114&amp;session=1&amp;vote=00116\">here.<\/a>\u00a0\u201cNay\u201d is the pro-environment vote.)<\/p>\n<p>Nevertheless, there are some positive takeaways.<\/p>\n<p>Our pick for the most promising development was a climate amendment from Sen. Michael Bennet. The amendment promotes \u201cnational security, economic growth, and public health by addressing human-induced climate change through increased use of clean energy, energy efficiency, and reductions in carbon pollution.\u201d<\/p>\n<p>The Bennet amendment #1014 passed by a vote of 53-47, with all Democrats and seven Republicans supporting it \u2014 Sens. Ayotte, Collins, Graham, Heller, Murkowski, Kirk and Portman.
