Energy bills would drop and your carbon footprint would shrink, a true win-win.<\/p>\n<p>Whether it\u2019s financially doable may depend on where you live, of course. Clean energy financing in the United States is a hodgepodge of public and private-sector programs that vary considerably across, and within, state boundaries.<\/p>\n<p><b>What will it take?<\/b><\/p>\n<p>Connecticut homeowners in some \u2013 but not all \u2013 cities can tap into the state\u2019s\u00a0<a href=\"http:\/\/www.ctcleanenergy.com\/NewsEvents\/PressRoom\/tabid\/118\/ctl\/ViewItem\/mid\/1364\/ItemId\/294\/Default.aspx?SkinSrc=\/Portals\/_default\/Skins\/subpages\/subpage_level0\">Smart-E loans<\/a>\u00a0available from five- to 12-year terms at an interest rate that won\u2019t exceed 6.99 percent, and with no equity down.<!--more--><\/p>\n<p>In sunny Arizona, you can take advantage of SolarCity\u2019s\u00a0<a href=\"http:\/\/www.scientificamerican.com\/article\/solarcity-seeks-to-expand-solar-market-with-loans\/\">new loan program<\/a>\u00a0to finance your solar panels, also with no down payment. But not so in neighboring New Mexico, because the company\u2019s loans are only available in eight states for now.<\/p>\n<p>And then there\u2019s Florida, a state where powerful utilities are pushing regulators to undo energy-efficiency targets and where policies, to this day, prevent so-called third-party power providers to enter the market. Result: The Sunshine State has\u00a0<a href=\"http:\/\/www.tallahassee.com\/story\/opinion\/columnists\/2014\/10\/13\/stu-dalheim-cloud-solar-investments\/17058223\/\">virtually no solar energy<\/a>\u00a0\u2013 or other clean power for that matter. As for financing, it\u2019s a moot point.<\/p>\n<p>What will it take? Try a Clean Power Plan that nudges and pushes everybody to finally move in the right direction.<\/p>\n<p>In fact, once the Environmental Protection Agency\u2019s proposal to cut emissions from fossil fuel plants goes into effect, we expect clean energy alternatives to take off nationwide \u2013 including in states that have been slow to get on board.<\/p>\n<p><b>Coming soon: Affordable clean energy loans<\/b><\/p>\n<p>So far, financing barriers have been a major obstacle to large-scale adoption of clean energy options such as rooftop solar panels and energy efficiency upgrades.[Tweet &#8220;Financing barriers have been a major obstacle to large-scale adoption of clean energy, Clean Power Plan can help http:\/\/ow.ly\/DwpO3 &#8220;]<\/p>\n<p>Under the proposed\u00a0<a href=\"http:\/\/www.edf.org\/climate\/act-now-key-opportunity-support-carbon-limits%20\">Clean Power Plan<\/a>, states are required to cut power plant emissions to a state-specific target, but are given the\u00a0<a href=\"http:\/\/www.edf.org\/blog\/2014\/10\/23\/flexible-pollution-rules-can-boost-economy-5-reasons-why%20\">flexibility to choose<\/a>\u00a0the most practical and cost-effective ways to meet their goal.\u00a0This is great news for consumers because certain clean energy alternatives, particularly energy efficiency, have been found to be less expensive than traditional power generation.<\/p>\n<p>With a federal mandate to cut emissions, we expect states to leverage existing financing mechanisms such as\u00a0<a href=\"http:\/\/www.edf.org\/climate\/tapping-private-capital-clean-energy-upgrades%20\">On-bill repayment programs<\/a>, Property Assessed Clean Energy (<a href=\"http:\/\/www.edf.org\/blog\/2013\/11\/14\/practical-business-friendly-energy-efficiency-financing-meet-pace%20\">PACE<\/a>),\u00a0<a href=\"http:\/\/www.edf.org\/blog\/2014\/05\/13\/spread-green-banking-paves-way-clean-energy-investments\">Green Banks<\/a>, and other innovative programs that can help homes and businesses overcome financing barriers.<\/p>\n<p><b>States pioneering financing programs<\/b><\/p>\n<p>Fortunately, a number of forward-thinking states have already taken action.<\/p>\n<p>Today there are Green Banks in New York and Connecticut, active PACE programs in several states including California, Connecticut and Florida; and dozens more states with PACE legislation enacted.
