This change will deliver on a broad range of\u00a0objectives, including increased customer value and environmental benefits, among others. However, achieving greater system efficiency could lead to the <i>most<\/i>\u00a0impactful\u00a0outcomes\u00a0for\u00a0customers,\u00a0the environment, and society as a whole. Not only does increasing system\u00a0efficiency\u00a0have the potential to significantly reduce costs, energy use, and carbon emissions, it also makes\u00a0the customer\u00a0an integral part of\u00a0the solution to meeting\u00a0our future energy needs.<\/p>\n<p><b>The challenge<\/b><\/p>\n<p>Electric utilities\u00a0are\u00a0tasked with meeting\u00a0consumer demand for electricity at all times and, until now, have done so primarily by installing additional infrastructure on the electric grid\u00a0whenever needed. While this has resulted in a fairly-reliable way to meet our energy needs, it has and continues\u00a0to be extremely expensive and inefficient given the evolution in how energy is used today.<!--more--><\/p>\n<p>This inefficiency exists because, as a society, we use a significantly larger amount of electricity during just a few hours of the year than we do on <a href=\"http:\/\/www.eia.gov\/todayinenergy\/detail.cfm?id=15051\">average<\/a>. This \u2018peak\u2019 use, which generally\u00a0occurs\u00a0in the summer months, draws upon most of the power grid\u2019s available resources to meet electricity demand. The costs utilities incur to maintain this extra capacity so they can meet seasonal peak demand is extremely high, often running into the millions of dollars. If you think about it, this means that a huge amount of our power infrastructure exists\u00a0to meet electricity demand\u00a0for a brief interval, while <a href=\"http:\/\/www.npr.org\/2014\/09\/10\/347153772\/new-york-says-its-time-to-flip-the-switch-on-its-power-grid\">going unused<\/a> the rest of the time. These expensive infrastructure investments also\u00a0consume\u00a0a large amount of other\u00a0limited\u00a0resources, such as <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/07\/24\/new-graphics-from-doe-illustrate-the-energy-water-land-nexus\/\">land and\u00a0water<\/a>.<\/p>\n<p><b>The solution: all of us<\/b><\/p>\n<p>Rather than continue to build out more infrastructure, system planners can instead focus on reducing the large demand\u00a0for electricity\u00a0during the few hours we use the most energy. If this is done systematically as part of the\u00a0planning process,\u00a0we can more effectively utilize the existing system, while avoiding more costly infrastructure along the way.\u00a0Some of these strategies include greater use of customer energy resources like rooftop solar, energy efficiency, and <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/04\/21\/demand-response-people-not-new-power-plants-are-driving-the-clean-energy-future\/\">demand response<\/a>. Demand response allows customers to help the electric system by voluntarily cutting back on electricity when demand is high.[Tweet &#8220;Achieving greater utility system efficiency will require making consumers a bigger part of the energy discussion. http:\/\/ow.ly\/BMHNq &#8220;]<\/p>\n<p>Achieving greater system efficiency is going to require making consumers\u00a0a bigger\u00a0part of the\u00a0energy\u00a0discussion. Electricity customers need to be aware that it isn\u2019t just <i>how much<\/i> electricity they consume, but <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/08\/25\/utility-2-0-nys-new-business-model-should-properly-value-the-costs-and-benefits-of-distributed-energy-resources\/?_ga=1.205173267.283566642.1383599778\"><i>when<\/i> that matters most<\/a>. In order to do this, customers must be equipped with the right tools to better manage their consumption and make smarter energy choices. \u00a0One such tool is the <a href=\"http:\/\/www.edf.org\/blog\/2014\/01\/16\/google-partners-nest-race-be-your-smart-home-provider\">Nest Labs learning thermostat<\/a>, which allows customers to control their energy use remotely and provides an accessible way to participate in demand response programs.<\/p>\n<p>Utilities, too, should do their part by offering financial incentives that compensate customers for conserving energy during certain hours, such as <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/09\/16\/momma-said-time-of-use-electricity-pricing\/\">time-of-use pricing<\/a>. Utilities may also invest in effective conservation strategies, such as voltage optimization. By making certain investments and operational changes in the electric system, voltage optimization makes it possible for customers to consume less energy without having to change their behavior.<\/p>\n<p>Armed with the right tools, we may find that it is entirely within our collective power to flatten the electricity spike that occurs a few hours every year and, as a result, accelerate the transition to a clean energy future.<\/p>\n<p>&nbsp;<\/p>\n<p><i>Last month, EDF\u00a0<\/i><a href=\"http:\/\/www.edf.org\/media\/edf-envisions-new-electric-utility-business-model-will-incorporate-clean-technologies-more\"><i>filed<\/i><\/a><i>\u00a0comments (<\/i><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2014\/07\/EDF-Track-1-REV-Comments.pdf?_ga=1.171482275.283566642.1383599778\"><i>Track 1<\/i><\/a><i>\u00a0and\u00a0<\/i><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2014\/07\/EDF-Track-2-REV-Comments.pdf?_ga=1.171482275.283566642.1383599778\"><i>Track 2<\/i><\/a><i>) in New York State\u2019s historic \u2018Reforming the Energy Vision\u2019 (REV)\u00a0<\/i><a href=\"http:\/\/www.edf.org\/media\/statement-edf-associate-vice-president-clean-energy-cheryl-roberto-new-york-public-service\"><i>proceeding<\/i><\/a><i>\u00a0to re-evaluate the longstanding utility\u00a0<\/i><a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/07\/21\/edf-weighs-in-on-new-yorks-bold-effort-to-build-a-new-electric-utility-business-model\/\"><i>business model<\/i><\/a><i>\u00a0in light of a rapidly changing energy sector. We recommend:\u00a01) transitioning from traditional rate of return regulation to performance-based regulation; 2) fully valuing all costs and benefits associated with distributed energy resources; 3) removing barriers to non-utility entities participating in energy service markets; and 4) requiring the utility to optimize the load it serves.<\/i> <i>This blog post concludes our series on each of these recommendations but we will continue to publish blog posts relating to utility business model reform.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>New York is re-examining the way energy is regulated, priced, and distributed in the state in order to emerge with a 21st century business model.
