href=\"http:\/\/www.capitol.state.tx.us\/Committees\/MembershipCmte.aspx?LegSess=82R&amp;CmteCode=C250\">Texas House Energy Resources Committee<\/a> heard testimony on <a href=\"http:\/\/www.legis.state.tx.us\/tlodocs\/82R\/billtext\/html\/HB00775I.htm\">HB 775<\/a> from Rep. <a href=\"http:\/\/www.house.state.tx.us\/members\/member-page\/?district=103\">Rafael Anchia<\/a>.\u00a0 HB 775 would further enable school districts to reduce energy and water consumption, which saves money and improves the air quality of Texas schools.\u00a0 As public schools are facing grim budget decisions saving money on energy means more teachers in classrooms and a better education for Texas children.<\/p>\n<p>Investing in energy efficiency measures saves school districts and taxpayers money in the long run because energy efficiency lowers electricity bills.\u00a0 Stated differently, failing to improve efficiency means school districts are wasting energy and needlessly straining tight budgets.\u00a0 Also, energy efficiency is one of the few measures that will reduce air pollution at the same time that it saves money.\u00a0 Many energy efficiency measures will require some upfront costs.\u00a0 However, school districts have several options for offsetting or avoiding those costs all together, including <a href=\"http:\/\/www.seco.cpa.state.tx.us\/ls\/\">Texas LoanSTAR<\/a>, performance contracts, <a href=\"http:\/\/texasishotblog.org\/?p=1491\">and utility incentive programs.<\/a> (<a href=\"http:\/\/blogs.edf.org\/texasenergyexchange\/files\/2011\/03\/HB-733-written-testimony.pdf\" target=\"_blank\">You can read further explanations of these options\/programs in my full testimony to the committee<\/a>)<\/p>\n<p><span style=\"text-decoration: underline\"><strong>Specific School District Examples<\/strong><\/span><\/p>\n<p><a href=\"http:\/\/www1.eere.energy.gov\/buildings\/energysmartschools\/financing_guide.html\">According to the U.S. Department of Energy<\/a>, an energy-efficient school district with 4,000 students could save as much as $160,000 a year in energy costs, with savings reaching $1.6 million over ten years.\u00a0 Texas schools that have initiated energy conservation programs have already begun to realize savings with some relatively easy investments.\u00a0 The table below shows Texas school districts that have received funds from the LoanSTAR program for energy efficient measures and the valign=\"top\">7.1<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><!--more-->Also, in 2006, a comprehensive audit was conducted of the 32 most inefficient campuses in the <a href=\"http:\/\/www.houstonisd.org\/HISDConnectDS\/v\/index.jsp?vgnextoid=3e5608ae6b8fc010VgnVCM10000052147fa6RCRD\">Houston ISD<\/a>.\u00a0 The finding were that HISD\u2019s average high school consumption per square foot of building space was 13 percent higher than the regional average, and the average cost per square foot was 43 percent higher than the regional average.\u00a0 The audit also concluded that \u201csignificant decreases in annual energy costs, as well as major maintenance cost reductions, can be achieved\u201d through the audit\u2019s recommendations.\u00a0 Based on the 32 campuses alone, the audit estimated that a <strong><em>20 percent<\/em><\/strong> cost savings throughout HISD is highly probable, with an estimated reduction in annual energy costs of $15 million.<\/p>\n<p><span style=\"text-decoration: underline\"><strong>Statewide Potential Savings<\/strong><\/span><\/p>\n<p>In 2010, the <a href=\"http:\/\/www-esl.tamu.edu\/\">Energy Systems Laboratory at Texas A&amp;M University<\/a> modeled energy savings and payback periods for the application of 18 cost-effective energy efficiency and renewable energy projects applied to new and existing buildings in school districts throughout the state. The results showed good paybacks and significant energy savings. HB 775 would help school districts realize savings far beyond this impressive potential saving.<\/p>\n<p>Although some energy efficiency upgrades may cost money upfront, school districts enjoy cost savings in the medium to long term.\u00a0\u00a0 There are several financing mechanisms available to enable school districts to attain higher levels of energy efficiency, including some that require no up front outlays by school districts. \u00a0In addition, some school districts that have adopted a 5% per year efficiency goal found unexpected benefits as soon as they started tracking energy use. \u00a0This first vital step of measurement led to discovery of easy, sometimes inexpensive or free ways to improve their energy conservation.\u00a0 School districts and taxpayers will benefit from lower energy bills by developing energy conservation plans and seeking cost effective measures that can result in significant economic returns on investment in a relatively short period of time or, in some cases, at no cost to the school district.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On March 16 the Texas House Energy Resources Committee heard testimony on HB 775 from Rep.
