Green\u2019s<\/a> report <a href=\"http:\/\/www.texaspolicy.com\/pdf\/2011-01-RR02-TexasEnergyandtheEnergyofTexas-CEE-Hayward-Green.pdf\">\u201cTexas Energy and the Energy of Texas\u201d<\/a> written for <a href=\"http:\/\/www.texaspolicy.com\/\">the Texas Public Policy Foundation<\/a> and published last week is pseudo-economics underwritten by the <span style=\"text-decoration: underline\"><a href=\"http:\/\/www.scientificamerican.com\/article.cfm?id=who-funds-contrariness-on\">Koch brothers<\/a><\/span> (some of the world\u2019s biggest polluters).\u00a0 The report simply ignores the health and economic costs of the pollution caused by coal production.<\/p>\n<p>Most egregiously, the report claims that \u201conly modest <a href=\"http:\/\/www.epa.gov\/oaqps001\/nitrogenoxides\/\" target=\"_blank\">Nitrogen Oxides<\/a> (NOx) reductions \u2013 if any \u2013 [will] be achieved by switching from coal to natural gas\u201d (page 11).\u00a0 The fact is that in 2009, using data from the EPA\u2019s public emissions database, natural gas power plants in Texas emitted 73% less\u00a0NOx than did coal-fired power plants per unit of electricity produced.\u00a0 In addition, reducing Texas\u2019 use of coal by switching to natural gas would reduce emissions of <a href=\"http:\/\/www.epa.gov\/air\/emissions\/so2.htm\" target=\"_blank\">Sulfur Dioxide<\/a> (SO2) by 99.9% and eliminate 100% of power plant mercury emissions.\u00a0\u00a0 These estimated environmental benefits say nothing of the economic benefits of new jobs related to natural gas exploration and production as well as increased royalties and taxes for the state.<\/p>\n<p>Every year of delay in a switch to natural gas means Texas sends another <a href=\"http:\/\/www.ucsusa.org\/assets\/documents\/clean_energy\/UCS-BCBC-factsheet-Texas.pdf\" target=\"_blank\">$1.91 billion<\/a> to out of state to coal companies in faraway places like Wyoming.\u00a0 It protracts the challenge to cities like Dallas-Ft. Worth, San Antonio, Houston and Austin to comply with federal clean air standards, making it harder for them to attract new businesses and increasing the cleanup burden for businesses already located in Texas.\u00a0\u00a0<\/p>\n<p>I have one thing to say in response to Hayward and Green\u2019s \u201cIf It Ain\u2019t Broke, Don\u2019t Fix It\u201d conclusion:\u00a0 Come down and tell that to the children losing funding for health, education and wellness programs, their mothers and fathers who fear losing their state jobs or the almost 4 million\u00a0living with lifetime asthma in Texas.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Steven F.
