{"id":6191,"date":"2014-02-21T22:29:45","date_gmt":"2014-02-21T22:29:45","guid":{"rendered":"http:\/\/blogs.edf.org\/energyexchange\/?p=6191"},"modified":"2025-12-03T15:42:15","modified_gmt":"2025-12-03T20:42:15","slug":"draft-coga-and-cpa-fight-common-sense-methane-regulation","status":"publish","type":"post","link":"https:\/\/blogs.edf.org\/energyexchange\/2014\/02\/21\/draft-coga-and-cpa-fight-common-sense-methane-regulation\/","title":{"rendered":"COGA and CPA Fight Common-sense Methane Regulation"},"content":{"rendered":"<p><a href=\"http:\/\/www.edf.org\/sites\/default\/files\/experts\/Grossman_Dan.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6066 alignleft\" src=\"http:\/\/www.edf.org\/sites\/default\/files\/experts\/Grossman_Dan.jpg\" alt=\"Dan Grossman\" width=\"158\" height=\"223\" \/><\/a>Industry trade groups \u2013 the Colorado Oil and Gas Association (COGA) and the Colorado Petroleum Association (CPA) \u2013 came out swinging against methane regulation in the third day of <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/02\/19\/coloradans-overwhelmingly-voice-support-for-proposed-air-regs\/\">hearings<\/a> on a <a href=\"https:\/\/www.edf.org\/blog\/2013\/11\/25\/colo-sets-national-precedent-air-quality-and-climate\">groundbreaking proposal<\/a> to reduce air and climate pollution coming from oil and gas operations.<\/p>\n<p>And some wild swinging it was!<\/p>\n<p>They acknowledged that we need to reduce <a href=\"https:\/\/www.edf.org\/climate\/methane\">methane<\/a>, a highly potent greenhouse gas.\u00a0But they said studies are showing <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/02\/14\/another-major-methane-study-shows-action-is-needed-now-to-reduce-emissions\/\">different results<\/a> about how much methane is being leaked and vented and that we shouldn&#8217;t regulate methane until we know exactly <a href=\"https:\/\/www.edf.org\/climate\/methane-studies\">how much is escaping<\/a>.<\/p>\n<p><!--more--><\/p>\n<p>Keep in mind, COGA was plenty happy to support the\u00a0<a href=\"http:\/\/www.colorado.gov\/cs\/Satellite%3Fc%3DPage%26childpagename%3DGovRitter%252FGOVRLayout%26cid%3D1251573201310%26pagename%3DGOVRWrapper\">Colorado Clean Air Clean Jobs Act<\/a>, which pushes electric utilities to move away from coal and start using more natural gas and\u00a0<a href=\"http:\/\/www.edf.org\/energy\">clean energy<\/a>\u00a0resources. Methane emissions from natural gas\u00a0<a href=\"http:\/\/www.edf.org\/energy\/natural-gas-policy\">development undermine the climate advantage gas can have over coal<\/a>; but when Clean Air Clean Jobs was considered by the legislature, we sure didn\u2019t hear any of these trade groups saying, \u201cno, no \u2013 let\u2019s wait until we have perfect data on methane before we do anything to transition away from coal.\u201d<\/p>\n<p>Next, contradicting their own argument about data uncertainty, COGA and CPA pointed to a\u00a0<a href=\"https:\/\/www.edf.org\/media\/first-academic-study-released-edf%E2%80%99s-groundbreaking-methane-emissions-series\">University of Texas study<\/a>\u00a0that EDF and nine oil and gas companies participated in, and basically called it the definitive answer on how much methane is leaking. They then went on to grossly mischaracterize the study results, saying the study proved that emissions were low and that there is no need to regulate methane.\u00a0 In fact, the study found emissions from equipment leaks (so called \u201cfugitive emissions\u201d) and ubiquitous controller valves \u2013 two of the key sources targeted in the proposed Colorado rules \u2013 to be much higher than EPA estimates.<\/p>\n<p>COGA and CPA also argued that we don\u2019t need to regulate methane because we\u2019d get the same level of methane reductions as a side benefit of just regulating VOCs. Pressed by members of the Air Quality Control Commission to explain why we shouldn\u2019t just directly regulate methane if the net effect was the same, they had to fess up and admit that they wanted only VOCs to be regulated <i>precisely <\/i>so they wouldn\u2019t have to reduce emissions from wells that mostly emit methane and don\u2019t have a lot of VOCs.<\/p>\n<p>Again, they said, they really do want to reduce methane. They just want it to be totally voluntary. And they want to make sure we\u2019re going after \u201cthe right targets.\u201d (Interesting fact: methane is the second most prevalent greenhouse gas coming from human activity in the U.S., and oil and gas activities are the single largest source. Pretty good target.)<\/p>\n<p>All in all, it was a dizzying display that at times had Commissioners scratching their heads.\u00a0 Fortunately, leaders in industry have stepped up to support the proposed rules \u2013 companies like <a href=\"http:\/\/www.nobleenergyinc.com\/Home-4.html\">Noble Energy<\/a>, <a href=\"http:\/\/www.anadarko.com\/Home\/Pages\/Home.aspx\">Anadarko Petroleum<\/a>, <a href=\"https:\/\/www.encana.com\/\">Encana<\/a> and <a href=\"https:\/\/www.dcpmidstream.com\/\">DCP Midstream<\/a> \u2013 as have local governments, health professionals, students, moms and businesses that depend on clean air and a healthy climate.
