But dealing with extreme temperatures causes serious strain on our current energy system and exacerbates our \u201c<a href=\"http:\/\/www.edf.org\/energy\/texas-energy-crunch\">energy crunch<\/a>,\u201d signifying that the available supply of electricity barely meets the demand for that power.<\/p>\n<p>However, as is typical of Texas, last week our weather was quite pleasant \u2013 in the 70s \u2013 and strains on the system due to weather events weren\u2019t too much of a concern. Yet the Electric Reliability Council of Texas (ERCOT), the state agency charged with managing the flow of electricity for most of Texas, alerted an\u00a0<a href=\"http:\/\/fuelfix.com\/blog\/2014\/01\/20\/lights-stayed-on-despite-another-plant-failure-and-grid-alert\/\">emergency situation despite mild temperatures<\/a>. To avert disaster, ERCOT initiated\u00a0<a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2014\/01\/08\/demand-response-helps-texas-avoid-rolling-blackouts-in-the-face-of-polar-vortex\/\">demand response<\/a>, \u201cask[ing] customers to raise thermostat settings to 78 degrees, typically a summer response intended to reduce demand from air conditioners.\u201d A single malfunctioning power plant caused the problem.\u00a0ERCOT declined to identify the plant involved.<\/p>\n<p>Much of this uncertainty and drama can be alleviated with demand response (DR), a novel approach to managing the grid system. Using smart power technology like\u00a0<a href=\"https:\/\/blogs.edf.org\/texascleanairmatters\/2014\/01\/15\/google-partners-with-nest-in-race-to-be-your-smart-home-provider\/\">smart thermostats<\/a>, utilities can moderately adjust their customers\u2019 energy use in real-time for a brief amount of time to meet the energy needs of all Texans. When energy demand is high, electric utilities can ask customers to voluntarily conserve energy in exchange for cost-savings and even payments. During the\u00a0<a href=\"https:\/\/blogs.edf.org\/energyexchange\/2014\/01\/08\/demand-response-helps-texas-avoid-rolling-blackouts-in-the-face-of-polar-vortex\/\">polar vortex<\/a>\u00a0earlier this month, CPS Energy, San Antonio\u2019s municipal utility,\u00a0<a href=\"http:\/\/www.texastribune.org\/2014\/01\/24\/demand-response-could-factor-grid-debate\/\">saved about 77 megawatts (MW) of power<\/a>\u00a0through demand response programs \u2013 enough to power 32,725 homes. \u00a0Texas isn\u2019t the only place where demand response is taking hold.<!--more--><\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/04\/08\/dont-turn-the-lights-off-on-demand-response\/\">DR plays a critical role in PJM<\/a>, the grid operator that includes 13 states in the Midwest and Northeast. Customers were paid a total of $330 million in 2012,\u00a0while bringing more competitive resources into the market lowered overall energy system costs. During the summer of 2012,\u00a0<a href=\"http:\/\/www.prnewswire.com\/news-releases\/early-august-demand-response-produces-650-million-savings-in-pjm-56192937.html\">PJM estimates this effect saved all customers around $650 million<\/a>. Contrasting that with the fact that during our polar vortex a few weeks ago, Texas\u2019\u00a0<a href=\"http:\/\/fuelfix.com\/blog\/2014\/01\/15\/texas-power-prices-jumped-more-than-states-hit-harder-by-polar-vortex\/\">power prices actually jumped<\/a>\u00a0higher than any other state, even the ones buried under feet of snow, reaching the cap of $5000 per megawatt-hour compared with PJM\u2019s $1800.<\/p>\n<p><a href=\"http:\/\/blogs.edf.org\/texascleanairmatters\/files\/2014\/01\/Source-North-America-Power-Partners.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"http:\/\/blogs.edf.org\/texascleanairmatters\/files\/2014\/01\/Source-North-America-Power-Partners-300x166.jpg\" alt=\"Source: North America Power Partners\" width=\"300\" height=\"166\" \/><\/a><\/p>\n<p>Texans deserve to have an electric grid that is secure and reliable \u2013 not one that faces rolling blackouts during the hottest and coldest days of the year or because one fossil fuel plant goes down. This is why Texas\u2019 Public Utility Commission (PUC), the state agency that regulates electricity, is deliberating whether to reform the state\u2019s current energy-only market structure, which pays power plants to provide electricity, to a capacity market,\u00a0which pays generators and DR providers to be on standby.\u00a0EDF sees a securer, cleaner path forward.<\/p>\n<p>Demand-side resources \u2013 like DR, renewable energy, efficiency, and energy storage \u2013 give the consumer flexibility and leverage in their energy usage\u00a0<i>and<\/i>\u00a0generation, playing a key role to ensuring grid reliability, affordability, customer choice and environmental sustainability. According to the Brattle Group, Texans could achieve as much as\u00a0<a href=\"http:\/\/www.ercot.com\/content\/news\/presentations\/2013\/Brattle%20ERCOT%20Resource%20Adequacy%20Review%20-%202012-06-01.pdf\">13,000 MW of demand response by 2019<\/a>, with the majority (7,661 MW) coming from residential customers, a group that accounts for \u201cmore than\u00a0<a href=\"https:\/\/blogs.edf.org\/energyexchange\/2012\/08\/13\/1315\/\">70 percent<\/a>\u00a0of peak load.\u201d Enabling DR technologies gives Texans, already active participants in grid reliability, more choice and freedom over their electricity than ever before.<\/p>\n<p>So far 2014 has given DR a chance to prove itself in the Texas energy market. It has.
