alt=\"\" width=\"139\" height=\"210\" \/><\/a>In an effort to gauge where America\u2019s power grid stands, Washington D.C.-based group GridWise Alliance <a href=\"http:\/\/www.gridwise.org\/documents\/GridModernizationIndex_July2013.pdf\" target=\"_blank\">evaluated grid modernization in 41 states<\/a> and the District of Columbia. \u00a0Texas and California tied for first place\u2014standing far above the next runner up.<\/p>\n<p>So what makes Texas\u2019 grid so special?<\/p>\n<p>Texas <a href=\"http:\/\/electricitysimplified.org\/2012\/05\/the-history-of-deregulation-of-electricity-in-texas\/\">restructured its electricity market in 1999<\/a>, introducing competition into the retail electric market. \u00a0The new competitive retail market gave most Texans a choice of electricity providers from dozens of companies, so these energy providers compete to offer the most advanced services. \u00a0For example, Texans can <a href=\"http:\/\/www.edf.org\/energy\/innovation\/clean-energy-provider-innovation\">opt for 100% renewable electricity<\/a> from Green Mountain Energy.<\/p>\n<p>Additionally, in an effort to update Texas\u2019 electric grid, the Public Utility Commission, Texas\u2019 governing body for electricity, passed a <a href=\"http:\/\/www.puc.texas.gov\/industry\/projects\/electric\/34610\/34610.aspx\">resolution<\/a> prompting \u201cwires companies\u201d(the firms that deliver energy from power plants to homes and businesses) to invest in millions of smart meters. \u00a0Smart meters can help <a href=\"http:\/\/www.edf.org\/sites\/default\/files\/EDF-smart-grid-benefits-fact-sheet_0.pdf\">eliminate huge waste<\/a> in the energy system, reduce peak energy demand (rush hour on the electrical wires) and spur the adoption of clean, low-carbon energy resources, such as wind and solar power, by managing energy demand and generation more efficiently.<\/p>\n<p><!--more--><\/p>\n<p>Now Texas boasts more installed smart meters than any other state. \u00a0Already, smart meters have led to quicker <a href=\"http:\/\/www.kvue.com\/news\/local\/Power-outage-in-North-Austin-221356871.html\">outage<\/a> detection and reporting. \u00a0They also empower customers with the ability to reduce their electricity use and reward customers accordingly, when combined with customer-facing <a href=\"https:\/\/blogs.edf.org\/energyexchange\/2013\/08\/21\/technology-for-energy-smart-homes-is-here-why-arent-more-people-using-it\/\">home energy management<\/a> technologies.<\/p>\n<p>Combined, advanced, smart metering and greater customer engagement could produce a more resilient power grid of the future, where customers participate as \u201cprosumers\u2019 \u2013 or consumers and producers of energy. \u00a0Some pockets of Texas are already leading by example.<\/p>\n<p>As we have highlighted, Austin\u2019s neighborhood smart grid test-bed is making great strides towards <a href=\"http:\/\/www.pbs.org\/newshour\/bb\/science\/july-dec13\/meters_08-27.html\">smarter power<\/a>. \u00a0Pecan Street Inc.\u2019s demonstration project collects massive amounts of voluntary energy data to provide customers with real-time feedback from a neighborhood powered almost entirely by its own rooftop solar panels \u00a0A modernized energy system, like the one being designed and tested at Pecan Street, puts energy generation in the hands of customers\u2014fundamentally strengthening the power grid.<\/p>\n<figure id=\"attachment_4955\" aria-describedby=\"caption-attachment-4955\" style=\"width: 370px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/09\/Source-El-Paso-Times.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4955   \" src=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/09\/Source-El-Paso-Times.jpg\" alt=\"\" width=\"370\" height=\"235\" srcset=\"https:\/\/blogs.edf.org\/energyexchange\/wp-content\/blogs.dir\/38\/files\/2013\/09\/Source-El-Paso-Times.jpg 1000w, id=\"caption-attachment-4955\" class=\"wp-caption-text\">Source: El Paso Times<\/figcaption><\/figure>\n<p>Energy is always more reliable when it\u2019s produced locally. \u00a0That\u2019s why military leaders at Texas\u2019 <a href=\"http:\/\/articles.latimes.com\/2013\/jul\/01\/nation\/la-na-green-army-20130701\/2\">Fort Bliss<\/a> are using over 20 megawatts (MW) of solar power and water recycling to help meet the Army&#8217;s energy conservation and security goal. \u00a0These energy- and water-saving strategies not only keep the base secure, but they also go a long way toward reducing regional air pollution and water use. \u00a0The base commendably aspires to achieve a net-zero energy, water and waste footprint by 2020.<\/p>\n<p>While Texas is moving in the right direction with its expansive wind industry and smart grid development, many of those who are deeply invested in aging fossil fuel technology are either <a href=\"http:\/\/www.edf.org\/blog\/2013\/07\/26\/standing-lobbyists-who-want-derail-clean-energy\">blocking the way to the finish line<\/a> or stalling the transition to a new, diverse energy portfolio.<\/p>\n<p>If Texas is going to weather the impacts of climate change, we need to further invest in a modern power grid that encourages customer engagement and has the intelligence to minimize costly power outages and utilize customer-facing, demand-side resources, such as rooftop solar panels and energy efficiency. \u00a0The progress we\u2019ve made so far is admirable, but we\u2019re far from achieving a truly <a href=\"http:\/\/www.edf.org\/climate\/smart-grid-overview\">modernized, smart grid<\/a>. \u00a0That\u2019s why EDF is working with policymakers, investors and
