The\u00a0<a href=\"http:\/\/www.arb.ca.gov\/cc\/scopingplan\/document\/adopted_scoping_plan.pdf\">2008 Scoping Plan<\/a>\u00a0lays out the approach that California will take to achieve its goal of reducing emissions to 1990 levels by 2020, and this is the first 5 year update.<\/p>\n<p><a href=\"https:\/\/blogs.edf.org\/californiadream\/2013\/08\/12\/five-in-five-how-to-achieve-ab-32s-goals-and-build-a-healthier-more-prosperous-california\/\">EDF\u2019s comments reflect what most Californians have already asked for<\/a>\u00a0\u2013 a laser focus on expanding emission reductions and providing ample clean energy opportunities for businesses throughout the state.<\/p>\n<p><span style=\"font-size: 13px; line-height: 19px;\">This includes:<\/span><\/p>\n<ul>\n<li>Increasing emission reductions from vehicles, goods movement and the agriculture sector;<\/li>\n<li>Developing\u00a0<a href=\"http:\/\/www.edf.org\/sites\/default\/files\/sites\/default\/files\/content\/Fuels%20Diversification%20Memo%20July%2016%20-%20FINAL.pdf\">diversified low-carbon fuels<\/a>\u00a0that yield cost reductions;<\/li>\n<li>Integrating clean energy and energy efficiency through programs like \u201c<a href=\"https:\/\/blogs.edf.org\/energyexchange\/2012\/07\/05\/a-dynamic-approach-to-california-energy-use\/\">time-of-use\u201d pricing<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.edf.org\/energy\/obr\">On-Bill Repayment<\/a>;<\/li>\n<li>And, extending the cap-and-trade program and low carbon fuel standard beyond 2020;<\/li>\n<\/ul>\n<p>All of the opportunities outlined by EDF aim to fulfill the Scoping Plan\u2019s mission: achieving the maximum technologically feasible reductions in greenhouse gas pollution in a cost-effective way.<\/p>\n<p><!--more--><\/p>\n<p>A recent report by the California Air Resources Board (CARB) shows that refineries and other businesses are investing in the future by\u00a0<a href=\"https:\/\/blogs.edf.org\/californiadream\/2013\/08\/07\/californias-refineries-data-yet-again-shows-climate-change-controls-are-working\/\">taking advantage of energy efficiency and savings opportunities<\/a>\u00a0under AB 32 \u2013 at a rate that has increased since the adoption of the 2008 Scoping Plan. A price signal for cap and trade beyond 2020 would reduce uncertainty, create a robust and stable market, and is key if California wants to continue driving these energy and money saving opportunities.<\/p>\n<p>Comments filed by the California Chamber of Commerce (Cal Chamber) tell a\u00a0<a href=\"http:\/\/www.arb.ca.gov\/lists\/com-attach\/59-2013-sp-update-ws-VDdcOwFsAzNWOANi.pdf\">different story<\/a>.<\/p>\n<p>Rather than encourage long term planning and a robust low-carbon economy, they&#8217;ve joined in lockstep with\u00a0<a href=\"http:\/\/californiawatch.org\/business-group-loses-green-members-global-warming-fight\">organizations like the Western States Petroleum Association<\/a>\u00a0(a representative of large oil including Exxon and Chevron) to try and hinder the state\u2019s efforts to cut greenhouse gas pollution. Just as their frivolous lawsuit shows they would rather expend resources on\u00a0<a href=\"https:\/\/blogs.edf.org\/californiadream\/2012\/11\/14\/innovate-not-litigate\/\">litigation rather than innovation<\/a>, they used the entirety of their comments to discourage CARB from using the Scoping Plan update as a tool to drive the state forward towards a clean-energy future.<\/p>\n<p>Although they admit \u201cthe AB 32 mandate does not vanish in 2020,\u201d they\u2019re short on ideas that reduce greenhouse gas pollution in the state at the lowest possible cost.<\/p>\n<p>They also fail to recognize that under the current cap-and-trade program, businesses have the tools and flexibility to reduce emissions through cost-effective means, and ignore the\u00a0<a href=\"http:\/\/www.latimes.com\/business\/money\/la-fi-mo-green-jobs-20130319,0,2962980.story\">over 350,000 jobs<\/a>\u00a0created from California\u2019s green economy.<\/p>\n<p>A major part of the Cal Chamber\u2019s argument is that California is going it alone, creating an unfair playing field for businesses in the state. They conveniently forget that\u00a0<a href=\"https:\/\/blogs.edf.org\/californiadream\/2013\/04\/19\/linkage-approval-boosts-cap-and-trade-momentum\/\">Quebec will link<\/a>\u00a0with California\u2019s cap-and-trade program in January 2014, and that there are complementary programs nationally and globally:\u00a0<a href=\"http:\/\/www.rggi.org\/docs\/PressReleases\/PR130207_ModelRule.pdf\">RGGI has proposed<\/a>\u00a0severely lowering its emissions cap, and even China \u2013 the world\u2019s biggest polluter \u2013 has started pilot emissions trading programs in an effort to potentially move\u00a0<a href=\"http:\/\/www.rtcc.org\/2013\/05\/22\/china-to-cap-carbon-emissions-by-2016\/\">towards a nationwide carbon cap<\/a>\u00a0in 2016.<\/p>\n<p>While ideas like extending the market signal and expanding programs that help integrate clean energy and energy efficiency point us towards a bright future of innovation under AB 32, oil companies continue to stand in the way of progress and resist moving toward a robust, low-carbon economy.
